SUBJECT: Consider a Resolution Authorizing the Submittal of
a Grant Application to Archstone Foundation for
California Senior Fall Prevention Program Expansion
Funds and Authorizing City Manager to Sign All
Related Agreements
DISCUSSION
The City Council is being asked to adopt a resolution
(Attachment A) approving and authorizing the submittal of a
grant application to Archstone Foundation for $31,000 in Program
Expansion Funds for a Freedom from Falls Program.
Archstone Foundation has issued a Request for Proposals (RFP) to
California public agencies and non - profit organizations to
submit applications for senior fall prevention program funding.
Funding opportunities are designed to expand existing fall
prevention programs and emphasize mobility access, balance
training and medicine education.
Current fall prevention programs offered at the City's Active
Adult Center include educational presentations and fitness
programs. With the aim of decreasing fall risk, the Freedom from
Falls' Project will provide for quarterly balance education and
screenings, as well as extended Building Better Balance and
strength building classes, and a home safety assessment and
modification voucher program.
The City received very little advance notice on the grant
application process. Applications were due October 14, 2005. As

a result, staff submitted an application for program expansion
funding prior to consideration by the City Council. Archstone
Foundation agreed to accept an adopted resolution by the City
after the application due date. In the event the Council does
not approve the proposed resolution, staff will withdraw the
application.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AUTHORIZING A GRANT
APPLICATION REQUESTING MONIES FROM ARCHSTONE
FOUNDATION FOR CALIFORNIA SENIOR FALL
PREVENTION PROJECT PROGRAM EXPANSION FUNDS
FOR THE MOORPARK ACTIVE ADULT CENTER
WHEREAS, the City Council is dedicated to the support of
beneficial programs for older Americans in the City of Moorpark;
and
WHEREAS, falls are the leading cause of injury deaths and
the most common cause of nonfatal injuries and hospital
admissions for trauma among older adults; and
WHEREAS, finding ways to lessen fall risk is crucial to
protecting the health and physical independence of area seniors;
and
WHEREAS, funds to provide needed fall prevention
programming for older adults at the Active Adult Center are
available in the form of a grant through Archstone Foundation.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves and
authorizes the grant application through Archstone Foundation to
secure funds for California Senior Fall Prevention Project
Program Expansion. Further, the City Council hereby authorizes
Steven Kueny, City Manager, to serve as signatory for the City
Council on all matters related to the administration of this
grant.
SECTION 2. The City Clerk shall certify to the adoption
of the resolution and shall cause a certified resolution to be
filed in the book of original Resolutions.
