SUBJECT: Consider Resolution Authorizing Submittal of a FY
2005/2006 Tire - Derived Product (TDP) Grant
Application to the California Integrated Waste
Management Board
SUMMARY
The City Council is being asked to consider a resolution approving
the submittal of the City's application for a Tire - Derived Product
(TDP) Grant to the state of California Integrated Waste Management
Board.
DISCUSSION
The City of Moorpark plans to-purchase 1,941 square feet of No Fault
Tot Turf, Poured -in -Plan Rubber Surfacing for Glenwood Park.
Approximately 5,424 tires will be diverted from the landfill using
the rubber surfacing. This material meets the requirements for a
California Integrated Waste Management Board Tire - Derived Product
(TDP) Grant Program, which will pay for the material cost of the No
Fault Tot Turf.
The funding is distributed on a per tire basis. Based on the CIWMB
calculations, the City of Moorpark is requesting $16,234.03 in grant
funds. The grant application should be reviewed in December 2005 by
the CIWMB board. The grant, if awarded, will pay for material costs
only, and are paid on a reimbursement basis. The City will have
until March 31, 2008 to ask for reimbursement for material costs.

WHEREAS, the City of Moorpark recognizes that it is in the
public interest to enact and implement an integrated waste
management plan to address the state's diminishing landfill
space and the potential adverse environmental impacts from
inappropriate disposal of waste materials, including tires, and
to increase the available markets for materials made from
recycled materials; and
WHEREAS, Senate Bill 876

WHEREAS, the California Integrated Waste Management Board
has been delegated the responsibility for the administration of
the program within the State, setting up necessary procedures
governing application by California cities, counties, city and
county, special districts or political subdivisions thereof, and
qualifying California Indian tribes; and
WHEREAS, said procedures established by the California
Integrated Waste management Board require the applicant to
certify by resolution approval of the application before
submission of said application to the State; and
WHEREAS, if awarded a grant, the applicant will enter into
an agreement with the State of California for development of the
project.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Moorpark
authorizes the submittal of an application to the California
Integrated Waste Management Board for a FY 2005/2006 Tire -
Derived Product (TDP) Grant Program.
SECTION 2. The City Manager, or a designee named by the
City Manager, is hereby authorized and empowered to execute in
the name of the City of Moorpark all necessary applications,
contracts, payment requests, agreements and amendments hereto
for the purposes of securing grant funds and to implement and
carry out the purposes specified in the grant application.
SECTION 3. The City Clerk shall certify to the adoption
of the resolution and shall cause a certified resolution to be
filed in the book of original resolutions.
