Consider Options for Action to address Vacancies on the
Project Area Committee (PAC)
On April 4, 2005, the Moorpark Redevelopment Agency Board approved
the Agreement for Professional Services with Urban Futures, Inc. to
assist the Agency with the preparation and processing of an
amendment to the Moorpark Redevelopment Plan ( "Plan ") to restore
eminent domain authority.
On July 20, 2005, the City Council adopted the Project Area
Committee (PAC) Procedures for the formation, election and
operation of a PAC. The PAC Procedures called for the PAC to be
made up of 9 members from the following categories:
• Residential Owner Occupied (3)
• Residential Tenant (2) vacant
• Business Owner (3)
• Existing Community Organization (1)
During the formation of the PAC, an insufficient number of
residential tenants were interested in participating on the PAC,
which resulted in 2 seats remaining vacant. The adopted PAC
Procedures require that a second PAC election be held to fill the
vacant seat(s) in any under represented PAC membership categories.
The City Council has the following two options to address the
vacancy issue:
1. Conduct a second election to elect 2 residential tenant
members to the PAC.

2. Amend the PAC Procedures to allow the process to continue
with the vacancies.
If option 1 is selected, the original contract with Urban Futures,
Inc. will need to be amended by the Moorpark Redevelopment Agency
Board on November 16, 2005, to include a provision to conduct the
second PAC election. The cost to complete the second PAC election
is $9,600. Of this total, $7,850 is the consultant's fee for
conducting the PAC informational meeting and election; $1,500 would
pay for the cost of mailing out the required notices to the
residential tenants; and the notices would be translated into
Spanish for a cost of $250.
If option 2 is selected, the City Council will need to amend the
PAC Procedures by resolution. The resolution could be considered
at the November 16, 2005 City Council meeting.
