Gilbert, Interim Director of Public Works DATE: November 4, 2005 (Council Meeting 11- 16 -05) SUBJECT: Consider a Resolution Changing the Name of New Los Angeles Avenue to Los Angeles Avenue DISCUSSION A. Duplicate Street Names / Prior Actions B. New Los Angeles Avenue When the Route 23 Freeway was constructed in the early 1970's, Los Angeles Avenue was extended from Spring Road easterly to connect to the new freeway. In order to avoid duplication of street names, this highway segment was named New Los Angeles Avenue. The roadway extending easterly from High Street was already named Los Angeles Avenue. Now that the name for the street extending east from High Street has been changed to Princeton Avenue, consideration should now be given to changing the name of New Los Angeles Avenue to Los Angeles Avenue. When and if this action is taken, there will be only "one" street in the City with the term "Los Angeles" in the street name. Name New L A 20511 00005-0 New L. A. Transportation and Streets Committee The Transportation and Streets Committee (Mayor Pro Tem Harper and Councilmember Millhouse) considered this matter at their regularly scheduled meeting of October 3, 2005. A notice was mailed to all affected property owners, advising them that the Committee would be discussing this possible action and inviting them to comment on the matter and /or come to the meeting. There was no response to the notice and no one came to the public meeting. The Committee recommended that the matter be forwarded to the City Council with a recommendation that the street name be changed. D. City Council Action On October 19, 2005, the City Council directed staff to mail notices to all potentially affected parties, advising them of this public meeting and the proposed subject action. E. Public Notice The Notice attached as Exhibit 1, was mailed to the parties listed on Exhibit 2. Although a public hearing is not required for the City Council to take the subject action, the attached notice is consistent with past practices of the City Council in such matters. F. Authority Section 34091.1 of the Government Code of the State of California provides that the name of any street within a City may be changed by adoption of a City Council Resolution. G. Fiscal Impact It is estimated that the cost of changing the street name signs, including the large signs on the freeway, will be approximately $20,000. It will be necessary to amend the budget, at some point, to fund these costs. H. Post Office In discussions with Post Office officials, staff was advised that, in the event of a changed street name, mail addressed to the prior street name will be delivered to the new address in the same manner as "forwarded mail ". Thomas Guide Maps If the recommended action is taken, it will be the intent of staff to notify Thomas Guide Maps. That company has advised staff in the past that it takes approximately six (6) months to implement changes to their maps. J. Caltrans Permit It will be necessary for staff to obtain a Caltrans Encroachment Permit to change all affected freeway signs. K. Resolution: Street Name Chan Attached as Exhibit 3 is a Resolution changing the name New Los Angeles Avenue to Los Angeles Avenue. The Resolution directs the City Clerk to forward a copy of the Resolution to the County Board of Supervisors as required by Section 34092 of the Government Code. L. Deferred Effective Date In order to ease transition (stationery, business cards, etc.) to the new address, the attached Resolution defers the effective date of the subject street name change to July 1, 2006. The Resolution also directs the required mailing of the Resolution to the County not occur until May of 2006. STAFF RECOMMENDATION Adopt Resolution No. 2005- changing the street name for the subject street segment, said action to become effective on July 1, 2006. VICTORIA AVENUE VENTURA CA 93009 00 () 0rAA-6 EXHIBIT 3 RESOLUTION NO. 2005 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, CHANGING THE STREET NAME FOR NEW LOS ANGELES AVENUE TO LOS ANGELES AVENUE WHEREAS, Section 34091.1 of the Government Code of the State of California provides that the name of any street within a City may be changed by the City Council of that City upon adoption of a Resolution ordering such a change; and WHEREAS, it has been proposed that the name of New Los Angeles Avenue, which extends from the Route 23 freeway westerly to Spring Road, should be changed; and WHEREAS, a public meeting was scheduled for November 16, 2005, to consider such action and all known affected parties and public agencies were notified in writing of said public meeting and of the above mentioned proposed action; and WHEREAS, said public meeting was held and all written and oral testimony on the matter was received and considered. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Effective July 1, 2006, the name for New Los Angeles Avenue shall be changed to Los Angeles Avenue, as shown on Exhibit 'A' attached hereto and made a part hereof. SECTION 2. The City Clerk is directed to forward a copy of this Resolution to the Board of Supervisors of the County of Ventura, on or about May 1, 2006, in accordance with the requirements of Section 34092 of the Government Code of the State of California. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
