Sufficient funds are appropriated in the current budget to accommodate the cost proposal received. On March 13, 1993, the City Council initially funded and approved the establishment of a security guard at the Moorpark Metrolink Station. The security guard is intended to deter property damage to the Station and to the vehicles parked there. The guard is on duty at the Station for eight hours per day, five days per week. The shift usually ends thirty minutes after the last train of the night is scheduled to arrive. This is to allow any stranded passengers to feel safe while they arrange for a ride. Metrolink does not operate on weekends or on major holidays. On October 17, 2002, the City Council approved an Agreement with Dial Security that permits the term of the Agreement to be extended one year at a time. The current rate of the Agreement is $16.50 per hour. Dial Security requests a 5.1% increase to $17.35 per hour for calendar year 2006. There are sufficient funds in the FY 2005 -2006 budget to fund the cost increase. Dial maintains a staffof over 100 Officers offering unarmed and armed personnel. The state of California Department of Consumer Affairs licenses Dial's Security Officers. Background checks and fingerprints are kept on file. All armed Security Officers are weapons qualified and maintain yearly certification. Dial Officers have performed work that includes schools, government buildings, airports, hotels, community events, mercantile, film and movie shoots. Guard Service Dial Security, will provide and furnish all necessary labor and equipment needed as contractually agreed upon. Work performed will be in accordance with the highest standard and practice that is acceptable to Metrolink. Any performance not conforming to these specifications shall be altered to the satisfaction to the City of Moorpark. Note any change in scope of work or equipment shall be at the expense of Metrolink Dial Security would like to offer you a proposal on Guard services with uniformed / unanrmed Security Officer between 12:15 PM 8:15 PM Monday thru Friday. Your contract will consist ofpost instructions & training ofour Security Officer. Dial Officers will work adjacent with ourproven twenty -four hour Dispatch Center and Supervision. Officers will provide as a deterrent against thet malicious vandalism, trespassers, safety hazards and fire. If Dial is the chosen vendor we will continue to provide you with continuity, great service and that personal touch. Dial can provide this service at a rate of S 17.3 5 an hour for the 2006 calendar year. Contractual Agreement Terms Dial Security reserves the right to the City of Moorpark / Metrolink to except all or part of this Security proposal. WITNESSETH Whereas, on December 1, 2002, the City and Contractor entered into an Agreement for Security Guard Services at the Moorpark Metrolink Station, hereto referred to as Agreement; and Whereas, the City and the Contractor may extend the Agreement by mutual consent one year at a time; and Whereas, on January 1, 2004, the City granted a one -year (1) extension to the December 1, 2002, Agreement, from January 1, 2004, through December 31, 2004; and Whereas, on December 1, 2004, the Moorpark City Council approved Amendment No. 1, granting a second one -year (1) extension to the December 1, 2002, Agreement, from January 1, 2005, through December 31, 2005, and approved a hourly increase. Whereas, on November 16, 2005, the Moorpark City Council approved Amendment No. 2, granting a second one -year (1) extension to the December 1, 2002, Agreement, from January 1, 2006, through December 31, 2006, and approved a hourly increase. NOW, THEREFORE, in consideration of the mutual convents, benefits and premises herein stated, the parties hereto agree to amend the aforesaid Agreement as follows: I. Term The Term of said Agreement shall be extended one (1) year, from January 1, 2006, through December 31, 2006. II. Compensation Compensation of Agreement is hereby amended to increase the hourly rate to $17.35 beginning January 1, 2006. III.
