Gilbert, Interim Public Works Director DATE: November 7, 2005 (Council Meeting 11- 16 -05) SUBJECT: Resolution No. 2005- Rescinding Resolution No. 2003 -2061 which Established "Permit Only" Parking on a Portion of Flory Avenue DISCUSSION In March of 2003 the City Council adopted Resolution No. 2003- 2061 establishing "Permit Only" parking on Flory Avenue adjacent to the Moorpark Police Services Center. This action was taken to provide additional needed parking for the Police Department, subsequent to the construction of the new residential neighborhood on Moonsong Court. With the Moorpark Police Department's vacation of the facilities on Flory Avenue, the above described parking restriction is no longer needed. It is recommended that the parking restriction be removed. STAFF RECOMMENDATION Adopt Resolution No. 2005- (Exhibit 1) rescinding Resolution No. 2003 -2061. Attachments: Exhibit 1: Resolution Permit parking flory2 0 00.15 Exhibit 1 RESOLUTION NO. 2005 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, RESCINDING RESOLUTION NO. 2003 -2061 PERTAINING TO "PERMIT ONLY" PARKING ON A PORTION OF FLORY AVENUE WHEREAS, Section 22507 of the California Vehicle Code (CVC) authorizes a local agency to establish parking restrictions, including the establishment of preferential parking zones, on any street within its jurisdiction; and WHEREAS, pursuant to such authority, the City Council adopted Resolution No. 2003 -2061 establishing curbside permit only parking on a portion of Flory Avenue adjacent to the Moorpark Police Department; and WHEREAS, the City Council has determined that such permit only parking on Flory Avenue is no longer required. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Resolution No. 2003 -2061 is hereby rescinded. SECTION 2. The City Manager is directed to remove signs giving notice of the parking restrictions and regulations set forth in said Resolution No. 2003 -2061. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this day of , 2005.
