Lindley, Parks, Recreation, and Community' Services Director November 4, 2005 (Meeting of November 16, 2005) Consider Commissioning a Public Art Project The City's Public Art Advisory Committee met to discuss the commissioning of a public art project. The Committee is comprised of two Councilmembers (Clint Harper and Janice Parvin), one Parks and Recreation Commissioner (Sandra Thompson) , and two at -large members (Dennis Swinburne and Jennifer Varnell). The Committee discussed three potential locations: front patio of the new Police Facility; southeast corner of Spring Road and Flinn Avenue; and the future site of the new City Hall. The Committee's recommendation is to focus on the southeast corner of Spring Road and Flinn Avenue, across the street from the City's new Police Facility. The proposed location is a remnant parcel that is currently undeveloped. The City plans to landscape the parcel. There are landscape plans currently under review that include large Sycamore and Purple Plum trees, shrubs, grass, and a dry creek -bed (Attachment B). Because of the proposed location, the Committee agreed to recommend that the City Council approve a "Public Safety" theme. The Committee discussed a water fountain, but noted that the Police Facility has such a fountain on the front patio. The Committee is also recommending that the Council authorize a budget of $60,000 for design specifications and construction of the project, of which $1,000 will be awarded to the successfully selected artist to finalize the 000172 Honorable City Council November 16, 2005 Page 2 design concept. Because this project is proposed to be on public property and the artwork will be the property of the City, the City will be responsible for its ongoing maintenance. Funds from the Art Fund can be used for maintenance. The City has approximately $110,000 in its Art Fund. The Fund will continue to grow as new development projects are approved. With the recent adoption of the Public Art Ordinance, each new development must install an art project or pay an in -lieu fee equal to 1 percent of the total building valuation. If approved by the Council, staff will develop and release a Request for Qualifications (RFQ). The RFQ will contain a description of the project location and the theme (in this case "public safety "). Interested artists will be asked to submit a statement of interest, design philosophy, resume detailing locations of their previous installations, references, and pictures of their previous work along with reviews. The Public Art Advisory Committee will interview the top candidates and make a recommendation identifying the artist it believes best demonstrates the ability to create an art piece that reflects the City's intent, and has a proven history of completing work on schedule and within budget. The artist approved by the City Council will be awarded $1,000 to create a conceptual design that will be presented to the Art Committee and referred to the Council for final approval. Construction of the artwork will only take place after the City Council has approved it. STAFF RECOMMMATION (Roll Call Vote) Authorize staff to solicit proposals for artwork to be located at Spring Road and Flinn Avenue with a public safety theme and adopt the budget resolution allocating $60,000 from the Public Art Fund. Attachments A - Budget Resolution B - Draft Conceptual Plan M:\MLindley\Public Art\Public Art Piece Commissioning ccagda 11- 16- 05.doc 0001"63 Honorable City Council November 16, 2005 Page 3 RESOLUTION NO. 2005- ATTACHMENT A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 2005/06 BUDGET TO ALLOCATE $60,000 FROM THE ART FUND (2151) FOR PUBLIC ARTWORK AT SPRING ROAD AND FLINN AVENUE WHEREAS, on June 15, 2005, the City Council adopted the budget for Fiscal Year 2005/06; and WHEREAS, a staff report has been presented to said Council requesting a budget amendment allocating $60,000 from the Art Fund for public art work; and WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment allocating $60,000 from the Art Fund as more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this day of 2005.
