MINUTES OF THE CITY COUNCIL
Moorpark, California May 9, 2019
A Special Meeting of the City Council of the City of Moorpark was held on May 9, 2019,
at Arroyo Vista Recreation Center’s Sycamore Room located at 4550 Tierra Rejada
Road, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council meeting to order at 8:37 a.m.
2. ROLL CALL:
City Council: Councilmembers Enegren, Mikos, Simons,
Pollock, and Mayor Parvin.
Staff Present: Troy Brown, City Manager; Deborah
Traffenstedt, Assistant City Manager/City
Clerk; Brian Chong, Assistant to the City
Manager; Irmina Lumbad, Interim Finance
Director; Jeremy Laurentowski, Parks and
Recreation Director; Sean Corrigan, City
Engineer/Public Works Director; Joseph Fiss,
Planning Manager; Atanas Beltchev,
Information Systems Manager; Police Chief
Victor Fazio, Sheriff's Department; and Blanca
Garza, Deputy City Clerk.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. PRESENTATION/ACTION/DISCUSSION:
A. Review Goals & Objectives for Fiscal Year 2017/2018 and Fiscal Year
2018/2019 and Consider Proposed Strategies, Objectives and Goals for
Fiscal Year 2019/2020 and Fiscal Year 2020/2021. Staff
Recommendation: Provide feedback on new format of Goals and
Objectives. Provide feedback on Strategies, Objectives and Goals for
Fiscal Year 2019/2020 and Fiscal Year 2020/2021 with formal review to
occur bi-annually.

Mr. Brown gave staff report and presentation, which included an overview
of the intended strategic planning process. Mr. Brown summarized his
recommendations for the strategic planning process and responded to
City Council questions. The Council and staff provided feedback on
developing a new format and including updated Strategies, Objectives and
Goals for Fiscal Year 2019/2020 and Fiscal Year 2020/2021. The list of
strategies, objectives, and tasks proposed by the City Council included the
following:
OBJECTIVES
I. Strategy: Enhance the City’s Economic Development program.
Objective 1: Reinvigorate High Street.
Objective 2: Attract and assist with retention for sustainable
businesses Citywide, including Smart City and other strategies.
Objective 3: Evaluate and deploy tools for adaptive reuse of vacant
and existing underutilized sites with property owners.
Objective 4: Enhance residential and governmental uses.
II. Strategy: Improve Mobility through Transportation and Transit
Improvements Citywide.
Objective 1: Build and maintain strong relationships with our partner
agencies, such as Caltrans and regional transit agencies, and state
and regional legislators.
Objective 2: Enhance trail, bicycle, and pedestrian facilities.
Objective 3: Identify key programmatic and capital improvements and
infrastructure needed to attain desired Levels of Service.
TASK: Plan for ride sharing services, loading zones, parking, etc.
Objective 4: Address truck traffic/safety.
III. Strategy: Strengthen Fiscal Sustainability.
Objective 1: Emphasize attraction of job-rich employers and
businesses with high point-of-sale figures.
Objective 2: Identify and deploy feasible revenue enhancement
strategies.

Objective 3: Enhance Long term sustainability.
Objective 4: Reduce costs through efficiencies.
IV. Strategy: Improve Governmental Operations and Internal
Services.
Objective 1: Evaluate and improve internal infrastructure (operations,
technology, software, facilities, and data connectivity) to facilitate
efficient service delivery.
Objective 2: Implement employee development and succession
planning programs.
Objective 3: Evaluate operations/programs and buildings/facilities to
maximize operational efficiency.
V. Strategy: Enhance Quality of Life for Moorpark Residents
Objective 1: Facilitate development of housing options for all income
levels.
Objective 2: Implement Smart City strategies.
Objective 3: Enhance public safety resources and outcomes.
TASK: Partnerships with state and other local agencies.
Objective 4: Promote community engagement and Healthy City
activities.
Objective 5: Enhance municipal service delivery through proper
maintenance and improvement of City facilities and programs.
VI. Strategy: Continue environmental protection and stewardship
efforts.
Objective 1: Conserve and enhance natural resources, open space,
and greenbelt areas.
Objective 2: Promote sustainability, environmental protection, and
flood control capabilities through City efforts and through strategic
partnerships.

There were no speakers.
CONSENSUS: It was the unanimous consensus of the Council to direct the City
Manager to prepare revised Strategies, Objectives and Goals for Fiscal Year
2019/2020 and Fiscal Year 2020/2021 and to schedule adoption at the June 19,
2019, regular meeting.
6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting at 11:34 a.m.
