Greetings Honorable City Council,
Due to a family illness, I will not be able to attend the council meeting this evening. I wish to voice an
opinion regarding item 9.A. of tonight agenda, Report on the Downtown Parking Study, ("The Study").
After briefly reviewing "The Study", I have found some troubling information.
"The Study" should not ave included any mention of the Ventura County Transportation Authority property
(Lots #7 and #9). These properties are for exclusive use and restricted for the use by commuters with no
parking past 10 pm. These properties can not be considered as public general use parking for the
Historic Downtown.
"The Study" has had only 4 periods of time studied. Only one week day in the morning and no weekend,
during the prime times studied during business hours. Also the later afternoon/evening weekend study
was done during one of the lowest attendance events at the High Street Theater.
"The Study" has identified and considered the street parking in the residential areas (Charles and Bard
Streets) and this should have not been considered as available parking as to the guaranteed negative
impact to the residents and their quality of life.
"The Study" has not discussed or addressed the needs, constraints and absence of the ADA
Handicapped Parking Requirements.
It seems fairly obvious "The Study" lacks thoughtfulness, accuracy and objectivity. With the current form
and occupants on High St., we do have areas that are at capacity now.
I respectfully request you proceed with caution and I wish to have this letter read during the public
comment section.
