MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jessica Sandifer, Community Services Manager DATE: 01/15/2020 Regular Meeting SUBJECT: Consider Resolution Amending the Fiscal Year 2019/20 Budget by Appropriating $16,000 from the Housing Successor Agency Fund for Fence Repair at 780 Walnut Street (L0021) and Millard Property (L0079) BACKGROUND & DISCUSSION The Redevelopment Agency of the City of Moorpark (the “Redevelopment Agency”) purchased the properties at 780 Walnut Street (512-0-063-010) and terminus of Millard Street (APN 506-0-020-525) for future affordable housing projects. Upon the dissolution of the Redevelopment Agency, the City of Moorpark elected to become the Successor Housing Agency of the Redevelopment Agency. As a result, the City is responsible for all maintenance of the former Redevelopment Agency housing properties. In the recent winds, a fence that borders the adjoining property at 780 Walnut Street was blown over. The cost to replace the fence is $1,976. Staff has also received communication from the Regal Park Condo’s Homeowner’s Association regarding a chain link fence between the Millard property and their property that is in need of replacement. Unfortunately, the fence is old and has been cut so people can walk through the property to the Arroyo. The estimated cost to replace that fence is $14,000. Staff is requesting a budget amendment as sufficient funds are not appropriated for either of these repairs. FISCAL IMPACT A budget amendment of $16,000 is needed from the Housing Successor Agency fund (2123) for the fence repair. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. Attachment: Draft Resolution No. 2020-____ 821 ATTACHMENT RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2019/20 BUDGET BY APPROPRIATING $16,000 FROM THE HOUSING SUCCESSOR AGENCY FUND (2123) FOR REPAIR OF FENCES AT 780 WALNUT STREET (L0021) AND MILLARD PROPERTY (L0079) WHEREAS, on June 19, 2019 the City Council adopted the Operating and Capital Improvement Projects budget for fiscal year 2019/20; and WHEREAS, a staff report has been presented to the City Council requesting a budget amendment of $16,000 from the Housing Successor Agency Fund (2123) for repair of fences at 780 Walnut Street (L0021) and Millard Property (L0079); and WHEREAS, Exhibit “A”, attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment in the amount of $16,000 from, the Housing Successor Agency Fund (2123), as more particularly described in Exhibit “A”, attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
