MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jessica Sandifer, Community Services Manager DATE: 01/15/2020 Regular Meeting SUBJECT: Consider Acceptance of Library Services and Technology Act (LSTA) Grant Funds and Resolution Amending Fiscal Year 2019/20 Budget to Accept and Appropriate $3,400 in Grant Funds BACKGROUND The California State Library (CSL) provides various grant opportunities to local libraries. Some of the grants are funded with pass-thru Federal Library Services and Technology Act (LSTA) funds. Recently CSL announced availability of a Copy Cat Grant program. The Copy Cat program allows libraries to apply for funds to “copy” a previously funded successful LSTA project or program, and implement it at the local library. DISCUSSION The City’s Contract Library staff applied for a Copy Cat grant for the Learning2Go Literacy project. The Learning2Go Literacy kit project, previously funded with LSTA funds, were designed and created for circulation among daycare providers and other early childhood education providers with limited resources to create a literacy-rich environment for their children. Each portable, circulating kit contains books and manipulatives with a common theme that can be used in various settings. Library staff members take kits to partner organizations, workshops, storytimes and other community gatherings to demonstrate their use. Learning2Go literacy kits were created to bring early literacy resources out of the library and into the community. The goal was to provide home-schooled children, childcare providers, preschools, and library staff with the tools to make a difference in early childhood education, and to make it easy for providers to do so on a limited budget, with limited staffing, and minimal access to training. Item: 10.K. 835 Honorable City Council 01/15/2020 Regular Meeting Page 2 The Learning2Go literacy kit’s aim is to increase literacy and pre-literacy skills in the community through the use of developmentally appropriate literature, manipulatives, educational toys, and activities, as well as to aid in creating a learning environment in which children are entertained, engaged, and excited to learn. The Moorpark Library version of the Literacy2Go kit is the Discovery kit. Discovery Kits mirror the Literacy2Go kits in that they will enable staff to bring high quality learning activities and materials out of the Library into the community, allow for enriched site visits to area preschools and daycares, and support and expand existing partnerships. Learning to Go CopyCat grant funds will be used to purchase materials for 12 Discovery Kits (9 in English and 3 in Spanish). Through partnership with the Moorpark Community Services Center, Ruben Castro Charities and First 5, Library staff will identify low- income and non-English-speaking families who would benefit from access to developmentally appropriate materials and resources. Grant-funded outreach efforts will include training of childcare providers, preschool teachers and family members in the use of the Discovery Kits. The Library Circulation policy will need to be updated to include the Discovery Kits. Since this grant results in funding in the amount of $3,400 provided to the City of Moorpark, a budget amendment is required to accept the grant and appropriate the grant funds for use in Fiscal Year 2019/20. FISCAL IMPACT The grant award amount is $3,400. A budget amendment is needed to record the incoming revenue and appropriate the funding to the Library budget. The City’s contract Library Staff will purchase the materials for the Discovery Kits and the City will reimburse them from the grant funds. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. STAFF RECOMMENDATION (ROLL CALL VOTE REQUIRED) Adopt Resolution No. 2020-____, accepting Library Services Technology Act Funds and amending the Fiscal Year 2019/20 budget to appropriate the grant funds to the Library. Attachment: Draft Resolution No. 2020-____ 836 ATTACHMENT RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2019/20 BUDGET TO INCREASE REVENUE IN THE LIBRARY OPERATING FUND (1010) BY $3,400 FOR RECEIPT OF COPY CAT GRANT FROM CALIFORNIA STATE LIBRARY AND APPROPRIATE $3,400 FROM THE LIBRARY OPERATING FUND (1010) FOR DISCOVERY KIT PROJECT WHEREAS, on June 19, 2019 the City Council adopted the Operating and Capital Improvement Projects budget for fiscal year 2019/20; and WHEREAS, a staff report has been presented to the City Council recommending acceptance of the Copy Cat Grant for Discovery Kits project from the California State Library; and WHEREAS, a budget amendment is needed to increase the revenue in the Library Operating Fund (1010) by $3,400 and to appropriate $3,400 from the Library Operating Fund (1010) for the Library for Discovery Kit project; and WHEREAS, Exhibit “A”, attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. An budget amendment to increase revenue by $3,400 and increase expenditures by $3,400 in the Library Operating Fund (1010) for acceptance and programming of the Copy Cat Grant funds as more particularly described in Exhibit “A”, attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
