HomeMy WebLinkAboutMIN 2019 1217 PC SPC MINUTES OF THE PLANNING COMMISSION Moorpark, California December 17, 2019 A Special Meeting of the Planning Commission of the City of Moorpark was held on December 17, 2019, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Aquino called the meeting to order at 7:01 p.m. 2. PLEDGE OF ALLEGIANCE: Vice Chair Haverstock led the Pledge of Allegiance. 3. ROLL CALL: Present: Chair Aquino, Vice Chair Haverstock, Commissioner Di Cecco, Commissioner Hamous, and Commissioner Landis. Staff Present: Douglas Spondello, Planning Manager; and Joyce Figueroa, Administrative Assistant II. 4. PROCLAMATIONS, COMMENDATIONS, AND SPECIAL PRESENTATIONS: None. 5. PUBLIC COMMENT: None. 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY THE COMMISSION: A. Mr. Spondello announced that a Special Joint Meeting of the Moorpark City Council and Moorpark Planning Commission will be held on Wednesday, January 8, 2020, at 6:30 p.m. to discuss new housing laws. Chair Aquino reported she participated in the General Plan interviews on December 6, 2019. Minutes of the Planning Commission Moorpark, California Page 2 December 17, 2019 Mr. Spondello announced that Staff had selected a consultant for the General Plan update and an agreement is being forwarded to City Council on January 15, 2020. Mr. Spondello announced that the City was awarded a $160,000.00 grant through the State Housing and Community Development Deparment's Senate Bill 2 Grant Program for the Land Use and Housing Elements of our General Plan. 8. PUBLIC HEARINGS: (next Resolution No. PC-2019-647) A. Consider a Resolution Recommending Approval to the City Council of General Plan Amendment No. 2014-01, Zone Change No. 2014-01, Residential Planned Development No. 2014-02, Vesting Tentative Tract Map No. 5869, Development Agreement No. 2014-03, and Adoption of a Negative Declaration Under CEQA in Connection Therewith, for the Development of a 69 Unit Multi-Family Residential Condominium Project with a Recreation Center and Associated Site Improvements on a Previously-Developed 4.01-Acre Lot at 635 Los Angeles Avenue, on the Application of Menashe Kozar for Sky Line 66, LLC. (continued open public hearing from October 22, 2019 and November 26, 2019) Staff Recommendation: 1) Continue the agenda item off-calendar with the public hearing open. Mr. Spondello announced the applicant had requested to continue this item off-calendar with the public hearing open. The project will be re- advertised when it returns to the Planning Commission Chair Aquino stated the public hearing remains open. There were no speakers. MOTION: Commissioner Di Cecco moved and Vice Chair Haverstock seconded a motion to continue the open public hearing off-calendar to a date uncertain. The motion carried by voice vote 4-0, Commissioner Hamous abstaining. The City Council has final authority for this project. 9. DISCUSSION ITEMS: None. CONSENT CALENDAR: MOTION: Commissioner Landis moved and Commissioner Di Cecco seconded a motion to approve the Consent Calendar. The motion carried by voice vote 4-0, Commissioner Hamous abstaining. A. Consider Approval of the Regular Meeting Minutes of November 26, 2019. Staff Recommendation: Approve the minutes. 11. ADJOURNMENT: MOTION: Commissioner Landis moved and Commissioner Di Cecco seconded a motion to adjourn the meeting. The motion carried by unanimous voice vote.
