MINUTES OF THE CITY COUNCIL Moorpark, California September 4, 2019 A Special Meeting of the City Council of the City of Moorpark was held on September 4, 2019, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1.CALL TO ORDER: Mayor Parvin called the meeting to order at 6:01 p.m. 2.ROLL CALL: Present: Councilmembers Enegren, Mikos, Pollock, Simons, and Mayor Parvin. Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney; James Markman, City Attorney’s Office (by conference call); Deborah Traffenstedt, Assistant City Manager; Jeremy Laurentowski, Parks and Recreation Director; and Ky Spangler, City Clerk. 3. PUBLIC COMMENT: None. 4.REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 5.CLOSED SESSION: A. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION (Pursuant to Paragraph (1) of subdivision (d) of Government Code Section 54956.9) Las Posas Valley Water Rights Coalition et al. v. Fox Canyon Groundwater Management Agency, et al., (Case No. 56-2018-00509700- CU-EI-VTA) CONSENSUS: It was the unanimous consensus of the City Council to go into Closed Session for discussion of Item 5.A. Present in closed session were Councilmembers Enegren, Mikos, Pollock, Simons, and Mayor Parvin; Troy Brown, City Manager; Kevin Ennis, City Attorney; James Markman, City Attorney’s Office (by conference call); Item: 10.C. 101 Minutes of the City Council Moorpark, California Page 2 September 4, 2019 Deborah Traffenstedt, Assistant City Manager; Jeremy Laurentowski, Parks and Recreation Director; and Ky Spangler, City Clerk. The Council reconvened into open session at 6:29 p.m., and Mr. Ennis stated that the report out of closed session for Item 5.A. would occur at the regular September 4, 2019, meeting. 6.
