MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jessica Sandifer, Community Services Manager PREPARED BY: Wendy Hibner, Active Adult Center Supervisor DATE: 04/08/2020 Special Meeting SUBJECT: Consider Resolution Authorizing Submittal of a Grant Application and Approving the Grant Contract Agreements with the Ventura County Area Agency on Aging (VCAAA) Older American Act Title III-C Funding for the Operation of the Senior Nutrition Program for Fiscal Years 2020/21 thru 2023/24 SUMMARY The Moorpark Active Adult Center (AAC), through funding from the Ventura County Area Agency on Aging (VCAAA), has offered a Senior Nutrition Program (SNP) for seniors in the Moorpark community for many years. Congregate and home delivered meals are cooked onsite, Monday through Friday, excluding holidays. Congregate meals are served at noon and home delivered meal service is provided between 11:00 a.m. and noon to seniors over the age of 60 for a nominal suggested donation. The most recent grant contract ends on June 30, 2019. Over the last four-year contract term, the center has served over 22,000 meals to homebound seniors and over 14,000 meals in our congregate meal program. It has received $110,362 in grant funds from the VCAAA over the last four-year contract term. DISCUSSION The City Council is being asked to adopt a Resolution (Attachment 1) authorizing the submittal of a grant application and approving future grant contract agreement and renewals with the Ventura County Area Agency on Aging for Older American Act Title III-C monies for Fiscal Years (FY) 2020/21 through 2023/24, and authorize the City Manager to serve as signatory for the City Council on all matters related to the administration of this grant, with the total amount to be approved not-to-exceed Item: 10.K. 170 Honorable City Council 04/08/2020 Special Meeting Page 2 $165,000 over the four-year term. The $165,000 limit shall include the projected annual grant amount of $30,500 for the next four-year cycle, and any additional one-time-only grant funds. The City has received such one-time-only grant awards in the past. The grant funds awarded to the City of Moorpark are for SNP meal site operations, which includes congregate and home delivered meals. As part of the grant agreement, the AAC offers participants the opportunity to contribute towards the program, but does not deny service to anyone because of their inability to make a contribution. The AAC has collected over $18,000 in donations since the start of this four-year grant cycle starting in FY 2016/17. The grant funds, along with the meal donations, typically cover the program’s direct costs, including part-time Senior Nutrition Coordinator salary, supplies, and mileage for volunteer drivers. FISCAL IMPACT There is no fiscal impact with the grant application. Since FY 2004-05, the City has received senior nutrition grant funds to provide congregate and home-delivered meals at the Active Adult Center. The estimated direct costs for FY 2020/21 are $55,450 and estimated revenues (grant and estimated donations) are $35,500, resulting in an estimated net General Fund cost of $19,950. Costs for the program are included in the draft budget for FY 2020/21. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. STAFF RECOMMENDATION 1. Authorize the City Manager to sign all related Ventura County Area Agency on Aging Agreements for Older American Act Title III-C Grant Funds through FY 2023/24 for a total amount not-to-exceed $165,000.00 over the four-year term. Attachment: Resolution No. 2020-______ 171 RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING A GRANT APPLICATION AND AGREEMENT WITH THE VENTURA COUNTY AREA AGENCY ON AGING (VCAAA) FOR THE SENIOR NUTRITION PROGRAM AT THE MOORPARK ACTIVE ADULT CENTER FROM FISCAL YEAR 2020/21 THROUGH FISCAL YEAR 2023/24 WHEREAS, the City Council is dedicated to the support of beneficial programs for older Americans in the City of Moorpark; and WHEREAS, meeting the nutrition needs of older Americans is a significant means of maintaining health and wellness in our older population; and WHEREAS, funds for the Senior Nutrition Program at the Active Adult Center are available in the form of a grant through Ventura County Area Agency on Aging. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby approves and authorizes the grant application and subsequent renewal of a contract agreement through Ventura County Area Agency on Aging to secure funds for the Senior Nutrition Program. If awarded, the City Council hereby authorizes the City Manager to serve as signatory for the City Council on all matters related to the administration of this grant through FY 2023/24 for a total amount not-to-exceed $165,000.00 over the four-year term. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
