SUBJECT: Consider Resolution to Adopt a Project List to be Funded by
Senate Bill 1 (SB 1): The Road Repair and Accountability Act of
2017
BACKGROUND/DISCUSSION
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), the Road Repair and
Accountability Act of 2017, into law which will nearly double the amount of revenue cities
and counties will receive from the state for local street maintenance and rehabilitation
needs. On September 16, 2017 the Governor signed Assembly Bill 135 (AB 135) cleanup
legislation for SB 1. In the part of the statute relevant to this staff report, the law was
changed to simplify the process by which cities and counties could approve SB 1 project
lists. Cities only need to adopt project lists at a regularly scheduled meeting by resolution
and not adopt the list as a budget amendment.
The California Transportation Commission (CTC) provided guidance to cities and counties
that requires project lists to be submitted that include, at a minimum: a description and
location of projects to be funded by SB 1 revenues; schedule; and useful life of the work.
The CTC does not approve city and county lists but rather tracks and reports on the
program. Cities can revise the lists as desired. To ensure that the City receives Fiscal
Year (FY) 2020-21 funding, the list must be sent to the CTC by May 1, 2019. The
proposed projects are described below and reflected within the Draft Resolution, attached.
The City will be required to submit a completed and in-progress expenditure report each
year in October.

First, staff proposes that $199,000 of Cycle 4 funds be used to accomplish general
maintenance including but not limited to pavement maintenance and repairs and repairs
to adjacent facilities due to the work. This work will be accomplished in the downtown
area approved last year and the area from Maureen Lane east to McFadden Avenue,
north of Los Angeles Avenue and south of Poindexter Avenue. Performing regular
maintenance on roads preserves the pavement and is less expensive and less
disruptive than having to do major reconstruction of roads once the pavement fails (e.g.
Princeton Avenue).
Second, staff proposes that $500,000 of Cycle 4 funds be used to construct sidewalk
and resurface Arroyo Drive from the Simi Valley Boundary to the western limit of the
Villa Del Arroyo Mobile Home Park.
There is never enough money to complete the needs of these programs. SB1 dollars
will be used to augment existing dollars and help decrease the funding deficit. Even
with these SB1 dollars, there will still be insufficient funding to fully fund the City’s
maintenance needs.
This work will utilize the fourth year of SB 1 revenues, which will be received on a
monthly basis beginning in FY 2020-21. Staff will return to Council with a specific
design for both of these projects.
FISCAL IMPACT
Staff anticipates that approximately $699,000 of new funding will be made available to the
City in this fourth program year/cycle.
COUNCIL GOAL COMPLIANCE
The Annual Slurry program is routine maintenance that is not consistent with a specific
City Council Goal. Approval of the funds for construction of the sidewalk on Arroyo
Drive is consistent with City Council Strategy 2, Goal 2, Objective 2 (2.2.2): Determine
feasibility of constructing a sidewalk on Arroyo Drive from Collins Drive to eastern city
limits with Simi Valley.
STAFF RECOMMENDATION
Adopt Resolution No. 2020-____ and authorize staff to submit the proposed project list
online to the California Transportation Commission prior to May 1, 2020.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ADOPTING A PROJECT LIST
TO BE FUNDED BY SB 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the
Governor on April 28, 2017 in order to address significant multi-modal transportation
funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of the City of Moorpark are aware of the projects proposed for
funding in our community and which projects have been completed each fiscal year;
and
WHEREAS, the City of Moorpark must include a list of all projects proposed to
receive funding from the Road Maintenance and Rehabilitation Account (RMRA),
created by SB 1, which must include a description and the location of each proposed
project, a proposed schedule for the project’s completion, and the estimated useful life
of the improvement; and
WHEREAS, the City of Moorpark will receive an estimated $699,000 from Cycle
4, Fiscal Year 2020-21; and
WHEREAS, funding from SB 1 will help the City of Moorpark maintain and
rehabilitate streets in the City of Moorpark this year and into the future; and
WHEREAS, the 2016 California Statewide Local Streets and Roads Needs
Assessment found that California’s streets and roads are in “at-risk” condition and this
revenue will help increase the overall quality of our road system; and
WHEREAS, without revenue from SB 1, the City of Moorpark would have
otherwise postponed street projects; and
WHEREAS, modernizing the local street and road system provides well-paying
construction jobs and boosts local economies; and
WHEREAS, the local street and road system is also critical for farm-to-market
needs, interconnectivity, multimodal needs, and commerce; and

WHEREAS, police, fire, and emergency medical services all need safe, reliable
roads to react quickly to emergency calls and a few minutes of delay can be a matter of
life and death; and
WHEREAS, maintaining and preserving the local street and road system in good
condition will reduce drive times and traffic congestion, improve bicycle safety, and
make the pedestrian experience safer and more appealing, which leads to reduce
vehicle emissions helping the State achieve its air quality and greenhouse gas
emissions reductions goals; and
WHEREAS, restoring roads before they fail also reduces construction time which
results in less air pollution from heavy equipment and less water pollution from site run-
off; and
WHEREAS, the SB 1 project list and overall investment in our local streets and
roads infrastructure with a focus on basic maintenance and safety, will have significant
positive co-benefits statewide.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct.
SECTION 2. The following projects are planned to be funded with Road
Maintenance and Rehabilitation Account Cycle 4 revenue:
Description & Location: Project 2020-001 General maintenance including but not
limited to pavement maintenance and repairs and repairs to adjacent facilities
due to the work. This work will be accomplished in the area that is from Maureen
Lane east to McFadden Avenue, north of Los Angeles Avenue and south of
Poindexter Avenue
Estimated useful life: 7 years
Anticipated year of construction: 2020
Description & Location: Project 2021-001 Construct sidewalk and resurface
Arroyo Drive from the Simi Valley Boundary to the western limit of the Villa Del
Arroyo Mobile Home Park
Estimated useful life: 30 years

SECTION 3. The City Clerk shall certify to the adoption of this resolution and
