(MOU) with Service Employees International Union (SEIU) CTW, CLC
Local 721
BACKGROUND AND DISCUSSION
The City's current MOU with SEIU Local 721 contains a two-year term that began on
July 1, 2018 and will end on June 30, 2020. Negotiations for the successor MOU began
earlier this year upon receipt of SEIU’s formal request. The City has reached mutual
concurrence on a Side Letter that will extend the term of the current MOU for a period of
one year with no cost-of-living increases during this one-year extension period. The
attached draft Side Letter shows the changes to the term of the MOU, which now ends
on June 30, 2021. SEIU Local 721 has reviewed and concurs with the attached draft
Side Letter.
Both the City and SEIU Local 721 recognize the unprecedented impacts of COVID-19 to
the economy as well as City operations and services. The health, safety and welfare of
employees and the community remain high priorities for both parties. Without knowing
the full financial impacts of COVID-19, it was determined that a cost-of-living increase
would not be appropriate for Fiscal Year 2020/21, and extending the other existing
terms of the agreement for a period of one year is in the mutual interest of the City and
SEIU Local 721.
FISCAL IMPACT
The one-year extension of the MOU has no fiscal impact since there are no cost-of-
living increases during the one-year extension period.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.

SIDE LETTER OF AGREEMENT
BETWEEN CITY OF MOORPARK AND
SERVICE EMPLOYEES INTERNATIONAL
UNION CTW, CLC, LOCAL 721
This Side Letter of Agreement (“SIDE LETTER OF AGREEMENT”) to the 2018-2020
Memorandum of Understanding (“MOU”) by and between the City of Moorpark (“CITY”) a
Municipal corporation, located in the County of Ventura, State of California, and Service
Employees International Union CTW, CLC, Local 721 (“SEIU LOCAL 721”), is made and
entered into this __ day of May, 2020 by and between the CITY and SEIU LOCAL 721 with
reference to the following recitals:
RECITALS
WHEREAS, SEIU LOCAL 721 is the exclusively recognized employee organization for
the competitive service employees of the CITY; and
WHEREAS, SEIU LOCAL 721 entered into a Memorandum of Understanding with the
CITY, effective from July 1, 2018, up to and including Midnight, June 30, 2020; and
WHEREAS, the CITY and SEIU LOCAL 721 have met and conferred on extending
the term of the current MOU for a period of one year; and
WHEREAS, the CITY and SEIU LOCAL 721 have agreed, after meeting and
conferring, that there will be no cost-of-living increase during the one-year extension
period; and
WHEREAS, the parties desire to amend the MOU to extend the term of the MOU
from July 1, 2020, up to and including Midnight, June 30, 2021;
NOW, THEREFORE, the CITY and SEIU LOCAL 721 agree to extend the MOU to
June 30, 2021, amending the language of the MOU, to wit:
I. Section 101 (“TERM”) of ARTICLE 1 of the MOU is hereby amended to read as
follows:
“TERM: This Memorandum of Understanding (hereinafter referred to as
"MOU") by and between the City of Moorpark and Service Employees
International Union CTW, CLC, Local 721 (hereinafter referred to as Local
721) shall be effective from July 1, 2018, up to and including Midnight, June
30, 2021.”
II.Remaining Provisions:
Except as revised by this SIDE LETTER OF AGREEMENT, all of the provisions of
the current MOU between LOCAL 721 and the CITY shall remain in full force and effect.

IN WITNESS WHEREOF, the parties hereto have caused this SIDE LETTER OF
AGREEMENT to the MOU between LOCAL 721 and the CITY to be executed the day and
year first above written.
