MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Brian Chong, Assistant to the City Manager DATE: 06/17/2020 Regular Meeting SUBJECT: Consider a Resolution Amending the City’s Fiscal Year 2020/21 Budget to Appropriate $10,000 Toward the Ventura County Business Assistance Grant Program, and Authorizing the City Manager to Execute Necessary Agreements to Participate in the Program BACKGROUND The Coronavirus Disease 2019 (COVID-19) pandemic has wreaked havoc on the economy, from the local level all the way to the global level. A non-scientific survey of Moorpark businesses conducted on-line by City staff in April found the following: • 43% of Moorpark businesses were experiencing layoffs, furloughs, or a reduction in workforce • 34% of Moorpark businesses were completely closed • Only 27% of Moorpark businesses were fully operational In response to the economic damage caused by the pandemic, federal, state, and local government agencies have taken numerous measures to assist impacted businesses through these unprecedented times. As part of the Coronavirus Aid, Relief and Economic Security (CARES) Act passed by the U.S. Congress in March 2020, the County of Ventura received $147 million from the federal Coronavirus Relief Fund for use in addressing the COVID-19 pandemic. On June 9, 2020, the Ventura County Board of Supervisors appropriated $10,000,000 of its federal CARES Act funds to create its Business Assistance Grant Program (Program). The Program has the following main features: • Provides grants of $5,000 to a small businesses (includes non-profit organizations) to alleviate impacts from COVID-19 for such uses as payroll support, rent and lease payments, costs for personal protective equipment, operating costs, and extraordinary business expenses needed to adhere to safety protocols for opening Item: 9.C. 4 Honorable City Council 06/17/2020 Regular Meeting Page 2 • Eligible businesses must have annual revenues between $25,000 and $2,000,000 • Eligible businesses must have been in operation in Ventura County since at least September 1, 2019 • Eligibility priorities for businesses that did not receive a Paycheck Protection Program (PPP) or Economic Injury Disaster Loan (EIDL) from the U.S. Small Business Administration • Funds will be distributed to businesses across Ventura County based on proportionate population across the unincorporated areas of Ventura County and its 10 cities Ventura County staff is still developing additional considerations and limitations, which will be finalized and published with the final application release on June 17. Applications will be due by July 1, with funding to be issued by August 5. To administer the grant Program, the County is contracting with the Ventura County Community Foundation (VCCF), which has existing workflows and organizational infrastructure to do so. VCCF will implement a community outreach campaign, develop an online application, evaluate applications for eligibility, conduct a lottery to determine which applicants receive rants, issue payments, and evaluate Program outcomes. The County will reimburse VCCF for its administrative costs, in an amount not to exceed $100,000. DISCUSSION Based on the Program criteria outlined by the County thus far, a limited number of Moorpark businesses will receive a $5,000 Business Assistance Grant, with the actual number to vary depending on what population figures (e.g., 2010 Census figures, or a more recent estimate) are used to distribute the County’s funding across its different jurisdictions. Staff expects that there will be far more applications for funding than there will be available grants. To help address this shortfall, staff recommends that the City Council appropriate $10,000 toward augmenting the Program, with the caveat that the money be used to fund grants for two additional Moorpark businesses above and beyond the allocation of the County funding to Moorpark. Because VCCF staff is administering the grant and because the County is reimbursing VCCF for the related costs, leveraging this program will allow the City’s investment in local businesses to proceed more quickly – since the procedures and processes are already in place – and without requiring significant City staff time. If the City were to create its own grant program, the City would need to dedicate significant staff resources to develop and implement it. 5 Honorable City Council 06/17/2020 Regular Meeting Page 3 FISCAL IMPACT The City’s fiscal year (FY) 2020/21 Recommended Budget does not include funding for business assistance grants. Therefore, a budget amendment of $10,000.00 from the General Fund (1000) is requested to fund the Program. COUNCIL GOAL COMPLIANCE This action is consistent with City Council Strategy 1, Goal 2 (1.2): “Attract and assist with retention for sustainable businesses Citywide, including Smart City and other strategies.” STAFF RECOMMENDATION 1. Approve Resolution No. 2020-___ amending the FY 2020/21 Budget for this Agreement. 2. Authorize the City Manager to execute necessary agreements to participate in the Ventura County Business Assistance Grant Program. Attachment : Draft Resolution No. 2020-___ 6 ATTACHMENT RESOLUTION NO. 2020-___ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2020/21 BUDGET TO APPROPRIATE $10,000.00 FROM THE GENERAL FUND (1000) FOR THE VENTURA COUNTY BUSINESS ASSISTANCE GRANT PROGRAM WHEREAS, on June 17, 2020, the City Council adopted the Operating and Capital Improvement Budget for Fiscal Year 2020/21; and WHEREAS, a staff report has been presented to the City Council requesting an appropriation to participate in the Ventura County Business Assistance Grant Program; and WHEREAS, a budget amendment of $10,000.00 is requested from the General Fund (1000) to fund the Ventura County Business Assistance Grant Program; and WHEREAS, Exhibit A, attached hereto and made a part hereof, describes said budget amendment and its resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment of $10,000.00 from the General Fund (1000) as more particularly described in Exhibit A, attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
