MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: PJ Gagajena, Assistant City Manager DATE: 06/17/2020 Regular Meeting SUBJECT: Consider Resolution Amending the City’s Classification Plan to Amend the Job Description for Senior Housing Analyst and Rescinding Resolution No. 2020-3913 BACKGROUND AND DISCUSSION The City’s Classification Plan is proposed to be revised to amend the job description for Senior Housing Analyst. This is a non-competitive service (Management) position that currently exists in the City’s Classification Plan, is exempt from overtime and will be filled upon adoption of the Fiscal Year 2020/21 budget. The attached draft resolution to adopt the revised Classification Plan includes the amended job description, which includes changes to certain elements of the position’s definition, essential functions, and qualifications. These changes are intended to more accurately reflect the knowledge, skills, abilities and duties required for the position. This remains in line with the responsibilities and requirements for the classification, and there are no changes to the position’s salary or benefits. No other changes to the Classification Plan are included with this action. With the Statewide Housing Emergency in California declared on October 9, 2019, through Senate Bill 330 – Housing Crisis Act of 2019, municipalities have made housing availability and affordability a top priority along with meeting the state’s housing goals and Regional Housing Needs Assessment requirements. In the City of Moorpark, the Housing Program was previously managed by the Parks, Recreation and Community Services Department, and the work was performed by existing staff. To better align the goals and functions of these activities, the City Manager will be reassigning the City’s Housing Program to the Community Development Department effective July 1, 2020, and will be filling the Senior Housing Analyst position to provide dedicated and full time attention to address the City’s housing needs. Item: 9.G. 38 Honorable City Council 06/17/2020 Regular Meeting Page 2 Some examples of the duties of the Senior Housing Analyst include proactively managing the First Time Home Buyer Program; monitoring, reporting and training property managers of affordable rental units; revamping and marketing the Mobile Home Rehabilitation Loan Program; negotiating Affordable Housing Agreements; creating virtual tools for online monitoring of services; managing and implementing new housing laws; tracking and understanding housing needs and trends in the community; applying for housing grant funding opportunities; pursuing public/private partnerships for housing development needs; growing and maintaining partnerships with outside agencies; implementing the General Plan Housing Element; participating in the Development Review Committee as the City’s housing specialist; managing entitlements of affordable housing projects; and overseeing the City’s housing funds. FISCAL IMPACT There is no fiscal impact to amending the City’s Classification Plan. However, f illing the Senior Housing Analyst position will have a fiscal impact of approximately $130,165, which includes salary and benefits. The position is anticipated in and will be funded entirely from the City’s Housing Fund and is included in the budget for Fiscal Year 2020/21. COUNCIL GOAL COMPLIANCE This action is consistent with City Council Strategy 5, Goal 1 (5.1): “Facilitate development of housing options for all income levels.” STAFF RECOMMENDATION Adopt Classification Plan Resolution No. 2020-____, rescinding Resolution No. 2020-3913. Attachment: Draft Classification Plan Resolution with revised job description (the final resolution will include all City job descriptions) 39 RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A REVISED CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON- COMPETITIVE, COMPETITIVE SERVICE, AND HOURLY EMPLOYEES AND RESCINDING RESOLUTION NO. 2020-3913 WHEREAS, the City Council adopted Resolution No. 2020-3913 on June 3, 2020, establishing a revised classification plan and job descriptions for Non-Competitive and Competitive Service employees; and WHEREAS, at the regular meeting on June 17, 2020, the City Council has determined that the City’s Classification Plan should be amended to revise the job description for Senior Housing Analyst. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The job description attached as Exhibit A to this resolution is hereby adopted into the City’s Classification Plan. SECTION 2. The City Manager shall have the authority to make temporary additions or deletions to the Classification Plan in the interest of efficient and effective administration of the Plan. Such alterations shall not become an approved part of the Plan until adoption by City Council resolution. SECTION 3. For all Classification Plan job descriptions which contain a reference to City, City of Moorpark, or City Council, such reference may also include responsibility for other governmental public agencies for which the Moorpark City Council serves as the governing body or has entered into a joint exercise of powers agreement, including but not limited to the Successor Agency of the Redevelopment Agency of the City of Moorpark, Successor Housing Agency of the Redevelopment Agency of the City of Moorpark, Moorpark Public Financing Authority, Industrial Development Authority of the City of Moorpark, and Moorpark Watershed, Parks, Recreation, and Conservation Authority. SECTION 4. Resolution No. 2020-3913 is rescinded and this resolution shall become effective upon adoption. ATTACHMENT 40 Resolution No. 2020-____ Page 2 SECTION 5. Specifications are not intended to reflect all duties performed within the job. DEFINITION Under general direction of the Community Development Director, the Senior Housing Analyst mayto administer, and coordinate, plan, develop, negotiate, and generally manage the activities and operations of the City of Moorpark’s’s affordable Hhousing Pprograms including for-sale first time home buyer housing, rental units, and rehabilitation programs. The Housing ProgramCity intends to create and protect housing opportunities within the City, which aim to provide housing to meet the needs of various income levels, household sizes and preferences. ; The Senior Housing Analyst may coordinate code compliance activities; perform a wide variety of responsible and complex administrative and analytical duties; oversee assigned administrative processes, procedures and programs; and provide information and assistance to the public, City staff and other agencies and entities regarding the Housing Program.assistance to the public regarding assigned programs and services. This position is overtime exempt and performs related duties as assigned.. SUPERVISION RECEIVED AND EXERCISED Receives direction from division manager or department head. Exercises May exercise direct and primary supervision over technical, professional and clerical staff;, administers contracts and monitors performance. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1.Oversee and participate in the development, implementation, and maintenance of the City’s affordable housing programsHousing Program, which may include for-sale first time home buyer housing, rental units, and rehabilitation programs, and housing programs related to affordable housing for low-income households, seniors, veterans, homeless persons, youth or other identified groups (special populations).; 2.Assume direct responsibility for monitoring and administering assigned program areas; oversee assigned administrative support functions including budget; may 43 direct the work activities of assigned clerical and technical personnel or other subordinate staff; participate in employee selection; prioritize and coordinate work assignments; review work for accuracy. 3. Provide responsible staff assistance and support to assigned management staff and department or program area. 4. Participate in the drafting and implementation of department goals, policies and procedures. 5. Develop and implement operational, administrative, program, and other policies and procedures; assist in contract negotiations; prepare employee evaluations. 6. Analyze the preparation and administration of assigned budget(s); maintain and monitor appropriate budgeting controls; prepare various financial reports as required. 7. Collect, compile, and analyze complex information from various sources on a variety of specialized topics related to assigned programs; conduct comprehensive research on local, regional and state housing needs and trends; prepare reports which present and interpret data, and identify alternatives; make and justify recommendations. 8. Administer maintenance and service contracts; develop requests for proposals; conduct research on specifications. 9. Receive and respond to complaints and questions from the general public; review problems and recommend corrective actions; prepare summary reports as required. 10. Participate in special projects and studies including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports. 11. Prepare agenda reports, resolutions, ordinances and other supporting program documents; prepare and monitor program grants and related proposals. 12.Assist with bond issues including preparation of debt service projections, analysis, and compliance monitoring. 13. Prepare comprehensive technical records and analytical reports pertaining to assigned area of responsibility; conduct research and comprehensive data collection efforts to support analysis. 44 14. Develop and design departmental, operational and administrative procedures or forms as required. Develop electronic and virtual tools to assist with program functions. 15. Participate in various committees; attend and participate in professional group meetings. Serve as a liaison with public and private organizations, community groups and other social organizations; make presentations as required. 16. Make oral and written presentations to the City Council, staff, the public and professional groups. 17. Prepare press releases, newspaper articles, public service announcements and newsletters. 18. Participate in contract administration with outside consultants and developers. 19. Pursue grant funding opportunities and public/private partnership opportunities for the funding, development and maintenance of affordable housing units. 20. Track, manage, and implement new housing laws. Propose and prepare policy and ordinance amendments as necessary. 21. Participate in or manage housing development projects, including participation on the Development Review Committee, review of housing entitlement applications, negotiation of affordable housing requirements, ensure compliance with local and state density bonus provisions. 2022. May direct and coordinate City code compliance activities for the Community Development Department. The Housing Analyst shall rReceive, review and respond to inquiries, complaints, reports and questions regarding the Housing Program and housing units managed by the program. If compliance concerns arise, the Senior Housing Analyst shall recommend corrective actions, prepare written correspondence and prepare reports regarding compliance efforts and resulting actions. Marginal Functions: 1. Serve as emergency response worker as necessary. 2. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: 45 Principles and practices of building construction, structural design, and processing procedures for land development. Pertinent building related codes, ordinances, and regulations enforced by the City for residential construction, including the Uniform Building Code, plumbing, electrical, and mechanical codes, zoning ordinances, general land use codes, and related City codes and state mandated regulations. Geographic information system software. Technical report writing. Methods and techniques of research and analysis related to urban development and environmental impact assessment. Affordable housing programs including deed restriction provisions, home mortgage financing and related procedures. Principles and practices of tax increment financing. Principles and practices of state and federal tax credit financing, home mortgage financing and other forms of public assistance provided for private f or-profit and non-profit housing developments. Management skills to analyze programs, policies and operational needs. Negotiation strategies. Principles and practices of contract administration. Principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Purchasing procedures and practices. Modern office procedures, methods, and equipment. Principles of supervision, training, and performance evaluation. Pertinent Federal, State, and local laws, codes and regulations including California Environmental Quality Act (CEQA). English usage, spelling, grammar, and punctuation. Ability to: Perform complex administrative and analytical activities for assigned programs. Conduct financial research and analysis. Independently perform the most difficult administrative and analytical activities in the area of work assigned. Understand the organization and operation of the assigned department and outside agencies as necessary to assume assigned responsibilities. Interpret and apply administrative and departmental policies and procedures. Effectively manage contracts and evaluate the work of contractors. Research, analyze, and evaluate programs, policies, and procedures. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, develop and prepare ordinances, resolutions, contracts, and technical reports and associated summary data for presentation to City Council and others. Prepare clear and concise reports. Operate and use modern office equipment including computer, printers and copiers. Enter data on a computer at a speed necessary for successful job performance. 46 Research, analyze, and evaluate new service delivery methods, procedures and techniques. Research and prepare effective grant proposals. Independently prepare correspondence and memoranda. Communicate clearly and concisely, both orally and in writing. Respond tactfully, clearly, concisely and appropriately to inquiries from the public, press or other agencies on sensitive issues in area of responsibility. Establish and maintain effective working relationships with those contacted in the course of work. Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities. Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience Four years of increasingly responsible public agency or non-profit agency affordable housing program experience, including one year of lead worker supervisory experience,. Experience with development of market rate housing, affordable for-sale and rental housing, financing, and rehabilitation programs is desirable. Training Equivalent to a Bachelor’s degree from an accredited college or university with major course work in planning, public policy, public administration, government or business administration, economics, law, social work, urban studies or a related field. License or Certificate: Possession of or ability to obtain and maintain an appropriate, valid California driver's license. WORKING CONDITIONS 47 Environmental Conditions: Office environment; occasional field environment; exposure to computer screens. Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time; light lifting, carrying, pushing and pulling; reaching; handling; use of fingers; talking; hearing; near acuity. 48
