MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Karen Vaughn, Community Development Director DATE: 06/03/2020 Regular Meeting SUBJECT: Consider a Resolution Directing the Planning Commission to Hold a Public Hearing and Provide a Recommendation to the City Council on Amendments to the Downtown Specific Plan Pertaining to Mixed- Use Development Regulations BACKGROUND/DISCUSSION The City Council adopted the Downtown Specific Plan (DTSP) in 1998, which set forth the vision for downtown and identified the potential for mixed-use development along High Street. On May 15, 2019, the City Council held a workshop on a proposed mixed-use development project in downtown (High Street Station) and provided policy guidance to staff regarding regulations for mixed-use development projects within downtown. Council affirmed the following policy statements pertaining to mixed-use development in downtown: • Design flexibility is appropriate for mixed-use projects. • Higher residential densities are appropriate when located within transit-oriented development (TOD) hubs. • Flexible parking standards for mixed-use projects located within TOD hubs are appropriate. Section 17.44.050 of the Municipal Code requires the adoption of a resolution of intent by the City Council to proceed with amendments to specific plans. Staff is seeking Council initiation of amendments to the DTSP to build and augment regulations pertaining to mixed-use development based on the policy guidance provided at the May 15, 2019 workshop. Item: 10.G. 630 Honorable City Council 06/03/2020 Regular Meeting Page 2 If the resolution of intent is approved, staff will prepare the necessary amendments to the DTSP and schedule a public hearing for review and recommendation by the Planning Commission. The Planning Commission’s recommendation and the proposed amendments would be considered by the City Council for decision at a future public hearing. ENVIRONMENTAL DETERMINATION The action by the City Council to authorize staff to prepare amendments to the DTSP is considered administrative policymaking and is therefore not subject to environmental review pursuant to Section 15378(b)(2) of the California Environmental Quality Act (CEQA). FISCAL IMPACT Other than staff time, there are no direct fiscal impacts associated with this request. COUNCIL GOAL COMPLIANCE This action supports City Council Strategy 1, Goal 3: “Evaluate and deploy tools for adaptive reuse of vacant and existing underutilized sites with property owners.” STAFF RECOMMENDATION Adopt Resolution No. 2020-____. Attachment: Draft Resolution No. 2020-____ 631 RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DIRECTING THE PLANNING COMMISSION TO HOLD A PUBLIC HEARING AND PROVIDE A RECOMMENDATION TO THE CITY COUNCIL ON AMENDMENTS TO THE DOWNTOWN SPECIFIC PLAN PERTAINING TO MIXED-USE DEVELOPMENT REGULATIONS WHEREAS, Section 17.44.050 of the Municipal Code provides that the City Council may initiate proceedings to consider amendments to Specific Plans by the adoption of a resolution of intent; and WHEREAS, the City Council wishes to initiate proceedings to consider amendments to the Downtown Specific Plan pertaining to mixed-use development regulations; and WHEREAS, the Community Development Director has determined that the initiation of proceedings for a Specific Plan Amendment is not subject to environmental review, pursuant to Section 15378(b)(2) of the California Environmental Quality Act. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. ENVIRONMENTAL DETERMINATION: The City Council concurs with the determination of the Community Development Director that the initiation of proceedings for a Downtown Specific Plan Amendment is not subject to environmental review, pursuant to Section 15378(b)(2) of the California Environmental Quality Act. SECTION 2. INITIATION OF PROCEEDINGS: The City Council hereby authorizes the initiation of proceedings to consider a Specific Plan Amendment to the Downtown Specific Plan pertaining to mixed-use development regulations. SECTION 3. DIRECTION TO PLANNING COMMISSION: The Planning Commission is hereby directed to study, hold a public hearing, and provide a recommendation to the City Council on this matter. CITY CLERK CERTIFICATION AND FILING: The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
