MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND PLANNING COMMISSION Moorpark, California January 8, 2020 A Special Joint Meeting of the Moorpark City Council and Planning Commission was held on January 8, 2020, at 6:30 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the Special Joint Meeting of the Moorpark City Council and Planning Commission to order at 6:32 p.m. 2. THE PLEDGE OF ALLEGIANCE: Councilmember Simons led the Pledge of Allegiance. 3. ROLL CALL: Planning Commissioners: Commissioners Di Cecco, Hamous, Haverstock, Landis and Chair Aquino. City Council: Councilmembers Enegren, Mikos, Pollock, Simons, and Mayor Parvin. Staff Present: Troy Brown, City Manager; Deborah Traffenstedt, Assistant City Manager; Kambiz Borhani, Finance Director; Jeremy Laurentowski, Parks and Recreation Director; Sean Corrigan, City Engineer/Public Works Director; Karen Vaughn, Community Development Director; Douglas Spondello, Planning Manager; Captain Victor Fazio, Sheriff's Department; Kevin Ennis, City Attorney; and Blanca Garza, Deputy City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Receive Update on New Housing-Related Laws. Staff Recommendation: Receive the report and presentation. Item: 10.B. 35 Minutes of the City Council and Planning Commission Moorpark, California Page 2 January 8, 2020 Ms. Vaughn gave a brief oral report. Ms. Varat with Richards, Watson & Gershon gave a presentation on new housing-related laws. A discussion followed among the Councilmembers and staff, which focused on: retaining authority over housing in Very High Fire Hazard Severity Zones; updating the City’s Building Permit Application to include liquefaction concerns and any additional needed updates to the Moorpark Zoning Code and Moorpark Municipal Code; updating the City’s processing fees; and anticipated clean-up legislation to follow when adopted by the State. CONSENSUS: It was the consensus of the Council and Commission to receive the presentation and file the report. 6. ADJOURNMENT: MOTION: Mayor Parvin moved and Chair Aquino seconded a motion to adjourn the Special Joint Meeting of the Moorpark City Council and Planning Commission.
