MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Sean Corrigan, City Engineer/Public Works Director BY: Daniel Kim, Senior Civil Engineer DATE: 07/01/2020 Regular Meeting SUBJECT: Consider Approval of Final Parcel Map No. 2019-01 (Tuscany Square) BACKGROUND On May 2, 2018, Milan Capital Management submitted an application for the subdivision of the Tuscany Square Shopping Center at 140 to 146 Los Angeles Avenue. The developed property is a 6.96-acre lot that is bounded to the north by Los Angeles Avenue, to the east by Moorpark Avenue, to the south by Park Crest Lane, and to the west by the Moorpark Grove Shopping Center. The existing site improvements consist of four commercial retail buildings and a paved parking lot facility. As part of the subdivision application, Tentative Parcel Map No. 2019-01 was submitted for review and consideration. On April 23, 2019, the Planning Commission adopted Resolution No. PC-2019-638, recommending approval of the proposed subdivision to the City Council. On June 5, 2019, the City Council adopted Resolution No. 2019-3814, approving Tentative Parcel Map No. 2019-01. A general location map is provided as Attachment 1 and 2. DISCUSSION City staff from the Community Development and City Engineer/Public Works Departments has reviewed the Conditions of Approval of Resolution No. 2019-3814 to ensure compliance prior to the approval of the Final Parcel Map and recordation. The City Engineer has determined that the proposed Final Parcel Map No. 2019-01 is legally and technically correct and is in substantial conformance with the approved Tentative Parcel Map. Attachment 1: Location Map Attachment 2: Aerial Map Attachment 3: Final Parcel Map No. 2019-01 Attachment 4: Draft Resolution No. 2020-___ 135 Location Map - 140 to 146 Los Angeles Avenue 136ATTACHMENT 1 136 Aerial Map - 140 to 146 Los Angeles Avenue 137ATTACHMENT 2 137 ATTACHMENT 3138 139 140 ATTACHMENT 4 RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, APPROVING FINAL PARCEL MAP NO. 2019-01 (TUSCANY SQUARE SHOPPING CENTER) WHEREAS, the City Council approved Tentative Parcel Map No. 2019-01 on June 5, 2019, by Resolution No. 2019-3814; and WHEREAS, Final Parcel Map No. 2019-01 will allow the subdivision of a 6.96 acre developed lot into five parcels at 140 to 146 Los Angeles Avenue (Tuscany Square Shopping Center; and WHEREAS, the City Engineer/Public Works Director and Community Development Director have reviewed the Conditions of Approval of Resolution No. 2019-3814 to ensure compliance prior to the approval of a Final Map and recordation; and WHEREAS, the survey monuments for this subdivision have already been set by the applicant’s surveyor; therefore, no Monumentation Survey Bond is required to guarantee the installation of monuments. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Moorpark hereby approves Final Parcel Map No. 2019-01 and directs that the Mayor sign and the City Clerk cause to be recorded. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
