MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Shaun Kroes, Program Manager DATE: 07/15/2020 Regular Meeting SUBJECT: Consider Authorizing City Manager to Approve Adjustments to Moorpark City Transit Bus Schedule; and Require Approved Bus Schedule Changes be Presented to City Council in September 2020 BACKGROUND AND DISCUSSION On June 23, 2020, Moorpark Unified School District (District) Superintendent, Dr. Kelli Hays, contacted the City inquiring if the City of Moorpark would be able to adjust Moorpark City Transit Route 1 and Route 2 bus timetables if the District adjusted its start and end times for the fall semester. The City of Moorpark does not provide school bus services directly for the District; however, a large proportion of bus ridership (estimated at around 50%) has been from passengers traveling to and from K-12 schools. This is predominately travel to and from Moorpark High School. For comparison, Moorpark College has averaged 16% to 20% of bus ridership. At the time of this staff report, the District had not provided staff with revised school start and end times. City staff typically requests that City Council approve changes to the City’s bus schedules after providing public outreach about the proposed changes and offering an opportunity for the public to submit comments to the City Council for consideration. With City Council not meeting in August and the District’s changes potentially going into effect in August, staff is requesting that City Council authorize the City Manager to approve changes to the City’s bus schedule instead of City Council to accommodate changes to ridership caused by the COVID pandemic. City staff would still provide public outreach for any proposed changes and provide the public with an opportunity to submit comments/concerns, which would be forwarded to the City Manager for consideration. If feasible, City staff may be able to hold a web-based forum that would enable the public to provide input to City staff. After implementation; City staff would return to City Council in September with any changes that were made and ask City Council to ratify the changes that were made. This would be another opportunity for the public to provide comments and, if City Council deems it necessary, rescind the changes and return the bus routes to their Item: 10.E. 235 Honorable City Council 07/15/2020 Regular Meeting Page 2 previous timetables. It should be noted that depending on the school schedule adjustments, City staff may determine that it is infeasible to make adjustments to the City’s bus schedule that would accommodate the school schedule. FISCAL IMPACT None at this time. If bus schedules are changed, there would be some printing costs for new Ride Guides. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive STAFF RECOMMENDATION 1. Authorize City Manager to approve schedule adjustments to Moorpark City Transit bus schedule if deemed necessary after soliciting public input; and 2.
