Knipe, Assistant City Engineer DATE: February 24, 1988 SUBJECT: Driveway Erosion Problem -Bradford Property BACKGROUND INFORMATION Attached is a letter was received in the City Engineer's office received on February 8, 1988 from Mr. Thomas Bradford. Mr. . Bradford's letter expressed concerns regarding erosion and undermining of his driveway at 13760 Donnybrook Lane, Lot 506 of the Steeple Hill Tract (Pacifica) . The exact cause of the erosion is unknown at this time. Pacifica Corporation's Customer Service representative (Mr. Alan Dunne) is presently conducting tests to determine exactly why the erosion is occuring. Tests are centering on a 4-inch yard drain pipe which runs from the building pad underneath the driveway. It is believed that there may possibly be a leak in this pipe. However, it should be emphasized that the exact-cause of the erosion is not known yet. The City Engineer's office will continue to monitor this situation and report back to the City Council when the cause of this erosion has been determined. The homeowner's letter also requested that the exoneration of bonds be withheld until this problem was resolved. Since this problem does not involve either street or storm drain improvements, these bonds can still be exonerated at the appropriate time. Lot 506 of the Steeple Hill Tract Dear Mr. Delzeit: This letter is in follow up to my recent conversation with your offices regarding my home at the above-referenced address. As mentioned, the heavy rains which started in October, 1987 have been causing erosion and undermining of the driveway of our home. The erosion has spilled over onto our adjacent neighbor's property. I have also noticed cracking in the driveway in the area where the undermining has occurred which I believe to be associated with this problem. When the problems first arose with the heavy rains in October, 1987 I contacted John Ryder of Pacifica Corporation over the telephone. Mr. Ryder came to the premises, saw the area where the erosion was occurring and contacted me stating that he really to assess the problem while it was raining in order to determine if it was somehow related to the construction of the home. The next heavy rains did not occur until mid-January, 1988 at which time the erosion problem again was quite evident. I myself went out in the heavy rains to check the drainage flow off of the property and down the driveway and all seemed to be appropriate. However, there was obviously a large amount of water coming from underneath the driveway, causing erosion onto my adjacent neighbor's property, and undermining the foundation of the driveway. I again contacted John Ryder of Pacifica and submitted a formal Request for Service dated January 19, 1988. I have received a letter acknowledging receipt of the Request for Service form from Pacifica Corporation. As discussed with your offices, it is my understanding that you have recently submitted to Pacifica a list of corrections on certain roadways and driveways, certain corrections having to be made before Pacifica receives its final clearances from the City. I would ask that you add the problem with my driveway to this list of corrections for Pacifica to make before they are released from their obligations to the City and the Home Owners' Mr. Dennis Delzeit Re: 13760 Donnybrook Lane, Moorpark, California 93021 February 8, 1988 Page Two of Steeple Hill.
