GILLESPIE Chief of Police Proposed Improvements of Unimproved Medians and Parkways The City Council recently requested a status report on planned jmprovements for certain medians and related work. In attached Exhibits "A" and "B" I have provided a list of medians and parkways, respectively, that are in need of improvement and accompanying status of each project. Also included are those locations that are totally or partially improved and require City reimbursement to a developer. The Council may also be aware of other locations not on the attached lists. It would be helpful to add them to the list and incorporate the complete list to the City's Capital Improvement Plan for construction as funds become available. In addition to the two AOC and developer financing, the City has included funds in AD 84-2 to improve a portion of the unimproved areas each year. The amount available in 1988/89 is $15, 000. In 1987 /88, the City, along with the Marlborough Homeowners Association (HOA), jointly improved the parkway at the southwest corner of Peach Hill and Spring Road. The total cost was about $7, 500 with the HOA committed for $3, 500. The Council should consider developing a priority list for the unfunded projects it desires to have improved or at least designate the project ( s) to be constructed with the $15, 000 from AD 84-2 for 1988/89. Staff feels that consideration should be given to the parkway on the east side of Peach Hill Road extending north from Peach Hill Park and the Princeton Avenue median and parkways. The first location, to at least Westgate Road, would complement the recent improvements installed as part of the park construction. SK:sc cm.88111 Attachments EXHIBIT 'A' MEDIANS 1. Description Tierra Rejada Road west of Peach Hill Road to PC-3 (Warmington Tracts 3019 and 3525). Status To be funded by Tierra Rejada/Spring Road AOC. Developer has installed median curb and partially installed irrigation system and is entitled to reimbursement for completed work. Landscape plans have been submitted to the City for review. An accurate estimate for reimbursement is not available. No time estimate as to when sufficient AOC funds will be available to complete work or to reimburse the developer. 2. Description Tierra Rejada Road east of Peach Hill Road to 550 feet west of Spring Road (Tract 2865 Pacifica and Pardee). Status Funded by special assessment of $367. 00 on each of the 622 lots within Tract 2865 as part of AD 84-2 over a four year period ($91. 70 per year). This tract did not pay into the AOC. Total estimated cost of $228,000 ($156,000 for median and $72,000 for hardscape). This included AC paving adjacent to the median. To date the City has paid $27,834 to Pacifica and $56,068 to Pardee for a total of $83,902. It is planned that design and final cost estimates for the landscaping and irrigation be prepared in 1988/89 with construction in 1989/90. The assessments for the fourth year (1989/90) are planned to be adjusted based on the final cost estimate. 3. Description Tierra Rejada Road from Spring Road to 550 feet west of Spring Road (LDM 11 and PD 1062 and 1063 Embassy). Status AOC funded. If constructed by developer of LDM 11 and PD 1062 and PD 1063, they would be reimbursed from AOC. Exhibit "A" Medians Page 2 4. Description Tierra Rejada Road from Spring Road to east City limits. Status AOC funded. No scheduled construction. 5. Description Spring Road from Tierra Rejada Road to Arroyo Simi. Status AOC funded. No scheduled construction. 6. Description Princeton Avenue from Los Angeles Avenue (Highway 118) to Campus Park Drive. Status Unfunded. 7. Description Campus Park Drive from Julliard to 200 feet east of Marquette Street Status To be constructed by Griffin Homes within the next few months. This would complete the planned median improvements the entire length of Campus Park Drive. 8. Description Tierra Rejada Road from Arroyo Simi north 710 feet. Status To be constructed as part of the Tierra Rejada Road Bridge project at an approximate cost of $26, 000 from the Los Angeles Avenue AOC. The landscaping and irrigation improvements must be designed and installed. These improvements would also be funded by the Los Angeles Avenue AOC. 9. Description Los Angeles Avenue A. Tierra Rejada Road to Spring Road. B. Tierra Rejada Road to west City limits. Exhibit "A" Medians Page 3 C. Condor Drive south to Condor Drive north. D. High Street to Condor Drive South. Status A. AOC funded. No scheduled construction. B. Unfunded. Due to existing right-of-way constraints may not be feasible. C. AOC funded. No scheduled construction. D. Unfunded. Due to existing right-of-way and physical constraints may not be feasible. 10. Description New Los Angeles Avenue -Spring Road to Freeway 23. Status AOC funded. No scheduled construction. 11. Description Tierra Rejada Road within PC-3. Status Previously improved by Urban West Communities (UWC). This is Tierra Rejada/Spring Road AOC funded so UWC is entitled to reimbursement. The reimbursement amount has not been determined. AOC funds are not currently available for reimbursement. cm. 88112 EXHIBIT I B" PARKWAYS 1. Description Princeton Avenue -Both sides from Los Angeles Avenue (Highway 118) to Campus Park Drive. Status Unfunded. 2. Description Campus Park Drive -west of Princeton Avenue to its terminus adjacent to Tract 2453. Status Unfunded. 3. Description 4. 5. Campus Park Drive -south side from Princeton Avenue east to Penn Street. Status Unfunded. Description Peach Hill Road -east side from Peach Hill Park north to Mesa Verde Drive. Status Unfunded. Description Peach Hill Road from Mesa Verde Drive to Rolling Knoll Road (portions of both sides of street excluding the north side between Bella Vista and Vista Del Valle). Exhibit "B" Parkways Page 2 Status Unfunded. 6. Description Tierra Rejada Road -north side from Peach Hill Road east to 550 feet west of Spring Road (Tract 2865 Pacific and Pardee). Status The Pardee portion of the parkway will be landscaped at the time the meandering sidewalk is installed. These improvements have been designed by the City as part of the AD 84-2 assessments for Tract 2865 at a cost of about $1, 000. Pardee will install the improvements in the near future. Installation is being delayed until after scheduled installation of a water line adjacent to this area. No improvements to the Pacifica portion are currently planned. 7. Description Rolling Knoll Road -west side from Peach Hill Road to 300 feet north of Peach Hill Road. Status Unfunded. 8. Description Spring Road west side from Arroyo Simi to Peach Hill Road (Tree well cutouts provided, but no provision to provide trees or irrigation system). Status Unfunded. 9.
