SUBJECT: Widening of Tierra Rejada Road Between Moorpark
Road and the Moorpark Freeway (SR 23) ',
BACKGROUND INFORMATION
At the last Council meeting citizen concerns regarding high
traffic volumes and associated congestion prompted the City
Council to request the City Engineer to analyze the current
capacity and the cost to widen Tierra Rejada Road between
Moorpark Road and the Moorpark Freeway (SR 23) (see Exhibit
"A") •
The 0.6 mile roadway section was a portion of the original
Moorpark Road and does not conform to current standards of
horizontal and vertical alignment for a secondary road. The
existing two lane configuration has a theoretical capacity
of 2300 vehicles per hour in both directions.
Tierra Rejada Road currently carries approximately 1000
vehicles per hour during the peak hour and 10, 000 vehicles
per day. According to standard practice for determination
of two-lane highway level of service, the current peak hour
volume corresponds to a level of service "D".
Widening Tierra Rejada Road to a four lane facility (see
Exhibit "B", Alternate A) would improve current operation to
level of service "A" (excluding any traffic increases due to
the Tierra Rejada Road Bridge opening within the next year).
The Embassy projects (PD-1062 and PD-1063) on the northwest
corner of Tierra Rejada Road and Moorpark Road are currently
pending approval.· The recommended City Engineer. conditions

require ultimate street improvements along both sides of
Tierra Rejada Road and the west side of Moorpark Road along
the project frontage as well as local widening at the
intersection to facilitate future traffic signal
installation.
When Carlsberg develops their property on the north

Without the benefit of a specific design, widening Tierra
Rejada Road 30 feet is estimated to cost approximately
$750,000 and would result in a 52 foot wide road that would
p=ovide four 12 foot travel lanes, a 4 foot striped median
and 6 foot gravel shoulders. However, this cost estimate
does not include drainage facilities and other
appurtenances. Because the existing alignment is
substandard, however, it will eventually require removal and
reconstruction. Widening of the existing roadway is
therefore not recommended.
An alternative project would entail removal of the existing
roadway and construction a a new 52 foot roadway (see
Exhibit "B", Alternative B) with the same 4 lane
configuration. This project is estimated to cost
approximately $1,350,000 and would bring this section of
Tierra Rejada Road up to the standard currently existing
between Los Angles Avenue and Moorpark Road. Although
reconstruction of the road to a 4 lane facility would
improve operating level of service, it does not appear to be
cost effective at this time due to the associated expense.
RECOMMENDED ACTION
