HomeMy WebLinkAboutMIN 2020 0713 PR SPC MINUTES OF THE SPECIAL PARKS AND RECREATION COMMISSION Moorpark, California July 13, 2020 A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on July 13, 2020 at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Norwalt called the meeting to order at 6:02 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Estrella, led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Estrella, Morgan, Thompson, Vice Chair Gunning and Chair Norwalt. Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Stephanie Anderson, Recreation Services Manager and Kimberly Sexton, Administrative Assistant II. 5. PUBLIC COMMENTS: None. 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: Chair Norwalt requested a report regarding what Parks and Recreation has been working on during the COVID-19 pandemic. Commissioner Estrella announced that he observed Arroyo Vista Community Park track being well used during the COVID-19 pandemic and that it appeared social distancing was being practiced. Consider Rules and Regulations Governing City Facility Rentals and Facility Rental Fees, Deposits and Additional Charges. Staff Recommendation: 1) Provide feedback on the Rules and Regulations Governing City Facility Rentals; and 2) Provide feedback on Facility Rental Fees, Deposits, and Additional Charges; and 3) Recommend the Rules and Fees be presented to City Council for consideration. Mr. Laurentowski gave an overview of the staff report. Ms. Anderson gave the staff report. There were no speakers. Chair Norwalt suggested staff look into a subscription fee model for park reservations. MOTION: Chair Norwalt moved and Vice Chair Gunning seconded a motion to 1) Provide feedback on the Rules and Regulations Governing City Facility Rentals; and 2) Provide feedback on Facility Rental Fees, Deposits, and Additional Charges; and 3) Recommend the Rules and Fees be presented to City Council for consideration. The motion carried 5-0. B. Schedule 2020 Fall Park Tour. Staff Recommendation: Select a Date and Time for a 2020 Fall Park Tour and Provide Recommendations to Staff on Parks to be Toured. Mr. Laurentowski gave the report. There were no speakers. Commissioners chose Miller Park, Country Trail, Campus Canyon Park, Peach Hill Park, Magnolia Park and Walnut Acres Park for a Fall Park Tour on September 14, 2020. MOTION: Commissioner Morgan moved and Commissioner Estrella seconded a motion to Select a Date and Time for a 2020 Fall Park Tour and Provide Recommendations to Staff on Parks to be Toured. The motion carried 5-0. 9. CONSENT CALENDAR: A. Approval of Minutes of the Regular Parks and Recreation Commission Meeting of March 2, 2020. Staff Recommendation: Approve as presented. The motion carried 5-0. 10. ADJOURNMENT: Chair Norwalt adjourned the meeting at 6:34 p.m. in honor of the fifty-three Ventura County residents that lost their lives due to COVID-19, the thousands infected by it and those that continue to be affected by it.
