MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Director BY: Stephanie Anderson, Recreation Services Manager DATE: 11/04/2020 Regular Meeting SUBJECT: Consider Rules and Regulations for City-Operated Equestrian Staging Areas SUMMARY The City currently operates one equestrian staging area (staging area) in Landscape Maintenance District (LMD) 15 and it is anticipated that an additional staging area in LMD 20 will be accepted by the City prior to the end of year. Staff is requesting that the City Council approve the Rules and Regulations for City-Operated Equestrian Staging Areas. BACKGROUND AND DISCUSSION It is anticipated that the City will operate two equestrian staging areas (staging areas) by the end of the year. The intent of the staging areas is to provide a location for individuals to transport their horses so that they can utilize the multi-use trails that have been installed within the various developments on the north side of Moorpark. The staging areas include large parking areas that have been designed so that vehicles with trailers have ample room to pull in and turn around. These staging areas are located on Meridian Hills Drive in LMD 20 and on Grimes Canyon Road in LMD 15. The facility on Meridian Hills Drive includes a paved parking lot, benches and tables, a drinking fountain, landscaping, trash receptacles, and hitching posts. The facility on Grimes Canyon Road is a gravel lot with a bench, hitching posts, trash receptacles, and a trough. The City has operated the Grimes Canyon Road staging area since approximately 2007. Construction on the Meridian Hills Drive staging area has recently been completed and staff anticipates that the City will assume operation of this facility by the end of the year. Item: 9.H. 105 Honorable City Council 11/04/2020 Regular Meeting Page 2 Attached is a draft resolution for the Rules and Regulations for City-Operated Equestrian Staging Areas. The resolution includes rules regarding speed limit, control and hitching of animals, parking, prohibited activities, and hours of operation. The rules were written to be consistent with existing regulations for trails, parks, and parking lots. The following is a summary of the rules: • The speed limit in equestrian staging areas is fifteen (15) miles per hour. • Animals must be attended and under the control of the animal’s custodian at all times, and are subject to the requirements of Section 12.16.040 of the Moorpark Municipal Code. • Animals may only be tied to hitching posts or the animal’s custodian’s trailer. Animals may not be tied to any fence, gate, tree, table, bench, or pole. • Trail entry points, driveways, and pedestrian walkways must be kept clear at all times. • Vehicles may not enter or drive on trails or pedestrian walkways. • Prohibited items and activities: Littering; consumption of alcoholic beverages; smoking and vaping; use of amplified sound; camping or lodging; vending or sales; bar-be-ques, grills, or fires; fireworks; firearms, airguns, or slingshots; archery; golf; motor-driven and/or remote controlled model airplanes, rockets, projectiles, drones, or unmanned aerial vehicles. • Equestrian staging areas shall be closed from sunset to 6:00 a.m. FISCAL IMPACT There are no direct costs associated with the approval of the resolution for the Rules and Regulations for City Operated Equestrian Staging Areas. The maintenance costs associated with these areas have been included in the FY 2020/21 Operating Budget. COUNCIL GOAL COMPLIANCE This action is consistent with City Council Strategy 6, Goal 1, Objective 3 (6.1.3) – “Develop rules for use of Country Club Estates and Meridian Hills equestrian staging areas by December 31, 2020.” STAFF RECOMMENDATION Adopt Resolution No. 2020-____, Rules and Regulations for City Operated Equestrian Staging Areas. Attachment 1: Draft Resolution No. 2020-____ Adopting Rules and Regulations for City Operated Equestrian Staging Areas Attachment 2: Equestrian Staging Area Location Map 106 RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ADOPTING RULES AND REGULATIONS FOR CITY OPERATED EQUESTRIAN STAGING AREAS WHEREAS, the City of Moorpark (City) operates the equestrian staging areas located on Meridian Hills Drive in Landscape Maintenance District 20 and on Grimes Canyon Road in Landscape Maintenance District 15; and WHEREAS, the City Council hereby determines that rules and regulations for said equestrian areas shall be established. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby approves and adopts the Rules and Regulations Governing City Operated Equestrian Staging Areas attached hereto as Exhibit A. SECTION 2. This resolution shall become effective immediately upon adoption. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. Unless otherwise posted, the speed limit in equestrian staging areas is fifteen (15) miles per hour. 2. Animals must be attended and under the control of the animal’s custodian at all times. Animals are subject to the requirements of Section 12.16.040 of the Moorpark Municipal Code. 3. Animals may only be tied to hitching posts or the animal’s custodian’s trailer. Animals may not be tied to any fence, gate, tree, table, bench, or pole. 4. Trail entry points, driveways, and pedestrian walkways must be kept clear at all times. Vehicles may not be parked in any way that fully or partially blocks any trail entry point, driveway, or pedestrian walkway. 5. Vehicles may not enter or drive on trails or pedestrian walkways, except law enforcement and emergency personnel engaged in the performance of their duties, or if authorized in writing by City. 6. The following activities and items are prohibited: • Littering • Consumption of alcoholic beverages • Smoking and vaping • Use of amplified sound • Camping or lodging • Vending or sales • Bar-b-ques, grills, or fires • Fireworks • Firearms, airguns, or slingshots • Archery • Golf • Motor-driven and/or remote controlled model airplanes, rockets, projectiles, drones, or unmanned aerial vehicles 7. Equestrian staging areas shall be closed from sunset to 6:00 a.m. Overnight parking is prohibited.
