MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: PJ Gagajena, Assistant City Manager DATE: 11/04/2020 Regular Meeting SUBJECT: Consider Resolution Amending the Classification Plan and Rescinding Resolution No. 2020-3939, and Resolution Amending the Salary Plan for Non-Competitive Service and Competitive Service Employees and Rescinding Resolution No. 2020-3940 BACKGROUND/DISCUSSION The new classification series of Senior Account Technician I and II are proposed to be added to the Classification and Salary Plans. This offers a career advancement ladder and succession plan opportunity in the overall accounting series in the Finance Department, which already includes the classification series of Account Clerk I and II, Account Technician I and II, and Accountant I and II. The existing position of Senior Account Technician will convert to Senior Account Technician I with all essential duties, qualifications and salary level at Range 53 remaining the same. The new position of Senior Account Technician II will include higher level responsibilities and additional minimum qualifications to distinguish it from the lower level position, and will be placed on a higher salary level at Range 59. A salary survey for the Senior Account Technician II position was completed to identify the appropriate salary level, and remain competitive with other nearby cities in Ventura and Los Angeles counties. Both Senior Account Technician I and II positions are classified as Competitive Service. Adding this new classification series offers employees to develop and progress within the organization. The recent retirement and departure of key employees in the Finance Department offered an opportunity to reassess its staffing and classifications plans in the short term while a classification and compensation study, and succession plan for the entire organization is conducted next year. Since the entire Classification Plan exceeds 400 pages, the Classification Plan Resolution attachments included with this agenda report are limited to the new job description described in this report. The final adopted Classification Plan resolution will include all City job descriptions and will be available on the City’s website. Item: 9.I. 110 Honorable City Council 11/04/2020 Regular Meeting Page 2 FISCAL IMPACT There are no fiscal impacts in amending the Classification and Salary Plans. However, if the new position of Senior Account Technician II is filled, it will have a fiscal impact of approximately $105,510, which includes salary and benefits. The position is expected to be advertised internally. If an internal candidate is selected, their former position will remain vacant to offset the costs of the new position. Other planned staffing adjustments in the Finance Department may be implemented to offer salary savings and ensure there are minimal budget impacts for Fiscal Year 2020/21. Attachment 1: Draft Classification Plan Resolution No. 2020-___ Attachment 2: Draft Salary Plan Resolution No. 2020-____ for Competitive Service and Non-Competitive Service Employees Attachment 3: Salary Survey 111 RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A REVISED CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON- COMPETITIVE, COMPETITIVE SERVICE, AND HOURLY EMPLOYEES AND RESCINDING RESOLUTION NO. 2020-3939 WHEREAS, the City Council adopted Resolution No. 2020-3939 on September 2, 2020, establishing a revised classification plan and job descriptions for Non-Competitive and Competitive Service employees; and WHEREAS, at the regular meeting on November 4, 2020, the City Council has determined that the City’s Classification Plan should be amended to add the new classification series of Senior Account Technician I and II; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The job description attached as Exhibit A to this resolution is hereby adopted into the City’s Classification Plan. SECTION 2. The City Manager shall have the authority to make temporary additions or deletions to the Classification Plan in the interest of efficient and effective administration of the Plan. Such alterations shall not become an approved part of the Plan until adoption by City Council resolution. SECTION 3. For all Classification Plan job descriptions which contain a reference to City, City of Moorpark, or City Council, such reference may also include responsibility for other governmental public agencies for which the Moorpark City Council serves as the governing body or has entered into a joint exercise of powers agreement, including but not limited to the Successor Agency of the Redevelopment Agency of the City of Moorpark, Successor Housing Agency of the Redevelopment Agency of the City of Moorpark, Moorpark Public Financing Authority, Industrial Development Authority of the City of Moorpark, and Moorpark Watershed, Parks, Recreation, and Conservation Authority. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform technical accounting and fiscal duties in support of the assigned supervisor; to oversee accounts payable, accounts receivable and payroll functions; to reconcile major accounts and bank statements from the City's accounts; and to participate in the development of a variety of financial reports. These positions are not overtime exempt. DISTINGUISHING CHARACTERISTICS Account Technician I--This is the entry-level class in the account technician series. This class is distinguished from the Account Technician II by the performance of the more routine tasks and duties assigned to positions within the series. Employees may have previous accounting experience but may have no supervisory experience. Account Technician II--This is the intermediate journey level class within the account technician series. Employees within this class are distinguished from the Account Technician I by the performance of the full range of duties as assigned, but not including lead worker supervision over technical and clerical staff. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Account Technician I level, or when filled from the outside, applicants must have prior experience. Employees at this level have previous accounting experience, but may have no supervisory experience. Senior Account Technician I--This is the full advanced journey level class within the account technician series. Employees within this class are distinguished from the Account Technician II by the performance of lead worker supervisor responsibilities. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Account Technician II level, or when filled from the outside, applicants must have prior accounting and supervisory experience. 115 Senior Account Technician II--This is the full journey level class within the account technician series. Employees within this class are distinguished from the Senior Account Technician I by having more experience, a higher level of skills, and would perform the full range of duties and work more independently. Employees at this level receive limited instruction or assistance as new or unusual situations arise, and may enhance and improve the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Senior Account Technician I level, or when filled from the outside, applicants must have prior accounting and supervisory experience. SUPERVISION RECEIVED AND EXERCISED Account Technician I and II Receives general supervision from the Senior Account Technician I or II or division manager. Account Technician II Receives general supervision from the Senior Account Technician I or II or division manager. May exercise lead worker supervision over technical and clerical staff. Senior Account Technician I Receives direction from Senior Account Technician II, division manager or department head. Exercises lead worker supervision over technical and clerical staff. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Perform technical accounting and fiscal duties including balancing and reconciling major accounts and bank statements for the City's bank accounts; balance and reconcile cash for various division accounts. 2. Provide responsible staff assistance and support to the division manager or department head. 3. Review calculation of medical, dental, vision, and disability insurance premiums. 116 4. Coordinate and review the preparation of accounts payable and warrant processing. 5. Review the preparation of payroll for accuracy; review accounts receivable input; review the input and balance of specialized accounts and daily deposit of revenue. 6. Prepare financial statements, schedules, and related statistical and financial reports; cash receipts, run reports, prepare forms and spreadsheets, and categorize revenue. 7. Monitor cash balances in various accounts; review cash deposits to maintain appropriate balances; balance and reconcile various accounts. 8. Assist with various City audits including the annual audit and single audit. 9. Maintain a variety of ledgers, registers and journals; audit account claims and monitor corresponding funds. 10. Research background information; analyze accounting information and solve problems; compile and prepare a variety of statistical and financial reports. 11. Review and process budget adjustments and line item adjustment requests. 117 Senior Account Technician II In addition to the Essential Functions for Senior Account Technician I: 1. Compiles budget request data submitted by City departments. 2. Reviews compiled budget documents to ensure all required submissions have been received and all steps are complete. 3. Assists in the preparation of operating budgets including mid-year and annual preliminary and final budgets. 4. Provides backup support and assists in reviewing payroll, accounts payable, accounts receivables, cash receipts and merchant charge back research processes and other finance related services and activities as assigned. 5. Assists with updating staff billing rate calculations. 1. Marginal Functions: 1. Serve as emergency response worker as necessary. 2. Perform related duties and responsibilities as required. QUALIFICATIONS Account Technician I Knowledge of: Principles and practices of fiscal record keeping and reporting. Principles and techniques of governmental accounting. Principles of municipal budget preparation and control. Principles and procedures related to accounts payable and receivable. Basic auditing principles. English usage, spelling, grammar and punctuation. 118 Ability to: Understand, interpret and communicate the City procedures, rules and regulations. Implement applicable procedures. Maintain a variety of financial records and files. Perform varied technical accounting clerical work. Accurately tabulate, record, and balance assigned transactions. Perform routine clerical work. Operate and use modern office equipment including 10-key adding machine, computer, printers and copiers. Enter data into a computer at a speed necessary for successful job performance. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Maintain mental capacity, which allows for effective interaction and communication with others. Principles of supervision, training and performance evaluation. Ability to: Lead and review the work of support staff. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Account Technician II Experience Three years of increasingly responsible clerical and technical accounting experience. Training Equivalent to completion of the twelfth grade supplemented by specialized or college level course work in accounting or business practices. License or Certificate: Possession of or ability to obtain and maintain an appropriate, valid California driver's license. Senior Account Technician I Experience Four years of increasingly responsible clerical and technical accounting experience, including one year of lead worker supervisory responsibility. 120 Training Equivalent to completion of the twelfth grade supplemented by specialized or college level course work in accounting or business practices. License or Certificate: Possession of or ability to obtain and maintain an appropriate, valid California driver's license. Senior Account Technician II In addition to the qualifications for Account Technician II and Senior Account Technician I: Knowledge of: Generally accepted finance and accounting principles and procedures. Principles and practices of general ledger preparation, maintenance and reconciliation. Principles and practices of budgeting. Purchasing practices and procedures. Ability to: Examine, complete and analyze detailed financial documents, forms and records. Prepare a variety of financial statements, reports and analyses. Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience Five years of increasingly responsible administrative and technical accounting experience, including two years of lead worker supervisory responsibility. Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time; light lifting, carrying, pushing and pulling; reaching; handling; use of fingers; talking; hearing; near acuity. 122 RESOLUTION NO. 2020-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, REVISING THE SALARY PLAN FOR NON-COMPETITIVE SERVICE AND COMPETITIVE SERVICE EMPLOYEES AND RESCINDING RESOLUTION NO. 2020-3940 WHEREAS, the City Council at its regular meeting on November 4, 2020, considered and adopted an amended Salary Plan Resolution for Non-Competitive Service and Competitive Service positions to change the position of Senior Account Technician to Senior Account Technician I and add the new position of Senior Account Technician II. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The corresponding salaries for the ranges established in Section 1 of this resolution are attached hereto and incorporated herein as the “Salary Schedule” Table. The Bi-Weekly Salary for each range is calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twenty six (26) pay periods. The Monthly Salary for each range is calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twelve (12) months. The Annual Salary for each range is calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours. The “Salary Schedule” Table, City Manager Annual Salary Schedule, and Classification and Salary Schedule attached to this resolution are for information purposes, only, since calculations are approximate due to rounding differences. SECTION 3. The Salary Plan is based on ranges of two and one-half percent (2.5%) and step increases of two and one-half percent (2.5%) with a total of thirteen (13) steps, not including the City Manager Salary Schedule. SECTION 4. City shall continue to pay a deferred compensation contribution into a City approved deferred compensation program, for enrolled regular full-time and regular part-time employees, and the contribution amount shall be as follows: City Manager - Four percent (4.0%) of gross base salary, Department Head positions – two and one-half percent (2.5%) of gross base salary, and all other Management and Competitive Service regular full-time and regular part-time positions – Two percent (2.0%) of gross base salary. Gross base salary is defined as wages paid as described 125 Resolution No. 2020-____ Page 4 in the Salary Plan Schedule (reference Section 2, herein) and including longevity pay; and excluding bilingual pay, in-lieu insurance payment, uniform cleaning allowance, leave cash-out, overtime pay, car and cellular telephone allowances, and deferred compensation payment. A Retired Annuitant is not eligible for a deferred compensation contribution. SECTION 5. Bilingual pay compensation for Spanish language bilingual skills shall be paid to qualified regular full-time and part-time employees, consistent with the qualification requirements approved in a Memorandum of Understanding (MOU) between the City of Moorpark and the Service Employees International Union CTW, CLC, Local 721, and to qualified non-competitive service employees consistent with a City Council adopted management benefits resolution. Qualification for bilingual pay shall be determined by the City Manager at his or her sole discretion. The current rates per an approved MOU and management benefits resolution are: forty cents ($.40) per hour for verbal bilingual pay, for all hours actually worked, and including annual leave, vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week; and fifty cents ($.50) per hour for combined verbal/written bilingual pay, for all hours actually worked, and including annual leave, vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week. A Retired Annuitant is not eligible for bilingual pay compensation. SECTION 6. Longevity pay compensation shall be paid to qualified regular full- time employees hired prior to January 1, 2015, consistent with the qualification requirements approved in a Memorandum of Agreement between the City of Moorpark and the Service Employees International Union CTW, CLC, Local 721 as follows: 121 to 180 Months of service – one-percent (1%), 181 to 240 Months of service – one and one-half percent (1.5%), 241 to 300 Months of service – two percent (2.0%) 301 or more Months of service – two and one-half percent (2.5%); and Longevity pay compensation shall be paid to qualified Non-Competitive Service employees hired prior to January 1, 2015, consistent with the qualification requirements approved in a City Council adopted Management Benefits Resolution as follows: Department Heads 61 to 120 Months of service – one percent (1.0%) 121 to 180 Months of service – one and one-half percent (1.5%) 181 to 240 Months of service – two percent (2.0%) 241 to 300 Months of service – two and one-half percent (2.5%) 301 or more Months of service – three percent (3.0%) Management Employees 121 to 180 Months of service – one percent (1.0%) 181 to 240 Months of service – one and one-half percent (1.5%) 241 to 300 Months of service – two percent (2.0%) 301 or more Months of service – two and one-half percent (2.5%). 126 Resolution No. 2020-____ Page 5 Retired Annuitant Not eligible for longevity pay compensation. SECTION 7. Implementation of salary adjustments for positions noted in Section 1, herein, shall be limited by the performance evaluation system established by the City Manager. Employees shall be evaluated prior to their anniversary date, and approved salary adjustments shall be effective as of the first day of the pay period in which the anniversary date or revised anniversary date occurs. A Retired Annuitant is not eligible for merit raise salary adjustments pursuant to a performance review system, based on the limited term of the Retired Annuitant appointment. SECTION 8. Resolution No. 2020-3940 shall be rescinded in its entirety, and this revised Salary Plan for Non-Competitive Service and Competitive Service Employees shall become effective with the pay period beginning November 7, 2020. SECTION 9. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
