MINUTES OF THE CITY COUNCIL
OF THE CITY OF MOORPARK
Moorpark, California November 13, 2019
A Special Meeting of the City Council of the City of Moorpark was held on
November 13, 2019, in the Council Chambers of said City located at 799 Moorpark
Avenue, Moorpark, California. All items listed are heard and acted upon by the City
Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:34 p.m.
2. ROLL CALL:
Present: Councilmembers Enegren, Mikos, Pollock, and Mayor
Parvin.
Absent: Councilmember Simons.
Staff Present: Troy Brown, City Manager; Deborah Traffenstedt, Assistant
City Manager; Kambiz Borhani, Finance Director; Sean
Corrigan, City Engineer/Public Works Director; Jeremy
Laurentowski, Parks and Recreation Director; Brian Chong,
Assistant to the City Manager; Captain Victor Fazio, Sheriff's
Department; and Ky Spangler, City Clerk.
3. PUBLIC COMMENT:
Stuart Wing spoke regarding traffic safety and suggested measures that could
improve safety and reduce traffic.
4. PRESENTATION/ACTION/DISCUSSION:
A. Workshop: Discussion on Improvements, Enhancements and
Enforcement Efforts on State Route 118/Los Angeles Avenue. Staff
Recommendation: Receive a presentation on 1) Improving the Safety of
State Route 118 through Moorpark, and 2) Past, Current and Future
Improvements of State Route 118 through Moorpark.
City Engineer/Public Works Director Corrigan and Captain Fazio provided the
presentation.
A discussion followed among the Councilmembers and staff focusing on:

1) Comments on the report/study regarding restricting truck traffic in some
manner including weigh station/commercial inspection facilities and noted
that in addition to local, State, and Caltrans jurisdiction, there is also
federal oversight;
2) Potential of traffic issues should the City choose to install additional
signals at Millard Street and at Shasta Avenue;
3) Concerns regarding median changes on Los Angeles Avenue and a
reduction of turn pocket length at Millard Street;
4) Financial contributions to Los Angeles Avenue from developer fees and
the Los Angeles Avenue Area of Contribution Fund;
5) The City’s commitment financial commitment to truck traffic enforcement
and confirmation of specific funding for truck enforcement on Los Angeles
Avenue and other City streets;
6) Officers are specifically trained in commercial truck enforcement and
improvements have been made on enforcement related to commercial
trucks;
7) Widening between Spring Road and Moorpark Avenue and clarification
that the goal is to have the design work completed by the end of 2020 ;
8) Challenges associated with needed right-of-way acquisitions in some
locations on Los Angeles Avenue, and significant engineering to be
accomplished in addition to negotiating with Caltrans;
9) Truck fees for passing through Moorpark on State Route 118 have been
proposed in the past but there is an inability to implement because trucks
already pay the State for the use of the road;
10) Confirmation that trucks are not permitted in the Number 1 lane on Los
Angeles Avenue; and
11) Increased enforcement of commercial trucks on High Street.
Captain Fazio announced a Safety Fair scheduled on November 14th at Arroyo
Vista park held by Moorpark Police Department.
It was noted that this workshop is the second in a series, with two more coming
next year regarding Investment in High Street anticipated for Spring of 2020, and
Economic Development in Summer of 2020.
