HomeMy WebLinkAboutRES CC 2020 3960 2020 1104 RESOLUTION NO. 2020-3960 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ADOPTING RULES FOR TENNIS COURTS, PICKLEBALL COURTS, AND THE MULTI- USE COURT, AND RESCINDING RESOLUTION NO. 2017-3645 WHEREAS, on November 1, 2017, the City Council approved rules for the City's tennis courts pickleball courts, and multiuse court through adoption of Resolution No. 2017-3645; and WHEREAS, on November 4, 2020, City Council approved hours of operation for tennis courts and pickleball courts; and WHEREAS, the tennis courts at Miller Park have been converted to dual use courts for tennis and pickleball; and WHEREAS, City Council has determined that the City Manager shall have the authority to approve uses of courts other than those uses specified in the rules; and WHEREAS, the City Council hereby determines that the rules for tennis courts, pickleball courts, and the multiuse court shall be revised and Resolution No. 2017-3645 be rescinded. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council hereby approves and adopts the Rules for Tennis Courts, Dual Pickleball-Tennis Courts, and Pickleball Courts attached hereto as Exhibit A. SECTION 2. This resolution shall become effective upon adoption. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PERMITTED FOOTWEAR: ONLY athletic shoes with non-marking soles are permitted on the court. Wheelchairs and other mobility devices must have special soft sports tires and rubberized stops that will not damage the court(no urethane or dark tires). 2. PERMITTED ACTIVITIES: Only activities appropriate to a tennis court are permitted (for example, tennis, badminton, and pickleball). Any other use requires the written permission of the City Manager. 3. PROHIBITED ITEMS AND ACTIVITIES: Bicycles, skateboards, scooters, strollers, tricycles, roller skates, rollerblades, inflatable attractions, remote controlled or motorized toys/vehicles, animals, food, and beverages (other than water in plastic containers)are NOT permitted on the courts. Pulling, stretching, or sitting on nets is prohibited. Alcoholic beverages and smoking are prohibited in all areas of the park, including parking lots. 4. RESERVATIONS: Reservations are required for: Groups of 25 or more; regular or reoccurring activities; for-profit and fee-based activities including private lessons; setting up equipment; amplified sound; and exclusive use of the court. Persons with reservations must have the approved rental permit with them during the rental time. No person shall interfere with a permitted rental. 5. USE OF COURTS: • If reserved, the renting party shall have exclusive use of the reserved court during the rental times listed on the approved rental permit. • When not reserved, play shall end on the hour(1:00, 2:00, 3:00 etc.) when others are waiting to use the court. The court must be relinquished to the waiting party on the hour. y If the court opens up prior to the top of the hour, players have the option of waiting to begin play precisely on the hour, or using the remaining minutes in the present hour and vacating the court at the top of the hour if another party is waiting. r An individual using a court must relinquish it to either a singles or doubles group immediately upon request if all other courts are in use. Resolution No. 2020-3960 Page 3 If all courts are in use, the waiting party must place one racquet on the wait board of the court of their choice to hold the court. • Waiting individuals/groups must be present when the court becomes available. The court shall not be held while waiting for players to arrive. ➢ Those waiting to play may not hold a court for someone else already engaged in play. y Those playing may not hold another court for themselves while playing. Only one racquet per group may be placed on the reservation board, whether doubles or singles. • An individual using a court must follow the same rules as groups or teams. Pickleball play cannot commence on an open tennis court unless both pickleball courts on the other tennis court are occupied. Resolution No. 2020-3960 Page 4 • When others are waiting to use a court, play shall end on the hour (1:00, 2:00, 3:00 etc.). Precisely on the hour, all players must vacate the court regardless of game score unless: a) There is at least one open court, and b) There are no racquets/paddles on the reservation board. If a court opens up prior to the top of the hour, players have the option of waiting to begin play precisely on the hour, or using the remaining minutes in the present hour and vacating the court at the top of the hour if another party is waiting. • If all courts are in use, the waiting party must place one racquet/paddle on the Court Reservation Board. ✓ Both pickleball courts on a tennis court must be occupied before pickleball players may occupy another pickleball court. y When a court becomes available, the first waiting party shall remove their racquet/paddle from the Reservation Board and proceed to the court. The next party in line shall move their racquet/paddle to the next up position on the board. • Waiting individuals/groups must be present when the court becomes available. The court shall not be held while waiting for players to arrive. • Those waiting to play may not hold a court for someone else already engaged in play. Those playing may not hold another court for themselves while playing. • Only one racquet/paddle per group may be placed on the reservation board, whether doubles or singles. • Pickleball players are responsible for moving pickleball nets off the courts at the conclusion of their game. • An individual using a court must follow the same rules as groups or teams. PERMITTED FOOTWEAR: ONLY athletic shoes with non-marking soles, roller skates, and roller blades are permitted on the court. Wheelchairs and other mobility devices must have special soft sports tires and rubberized stops that will not damage the court (no urethane or dark tires). Resolution No. 2020-3960 Page 6 2. PERMITTED ACTIVITIES: Only activities appropriate to a multi-use court are permitted (for example, roller hockey, basketball, lacrosse, or futsal). Any other use requires the written permission of the City Manager. 3. PROHIBITED ITEMS AND ACTIVITIES: Bicycles, skateboards, scooters, strollers, tricycles, remote controlled or motorized toys/vehicles, animals, food, and beverages (other than water in plastic containers)are NOT permitted inside the fenced area. 4. RESERVATIONS: Reservations are required for: Groups of 25 or more; regular or reoccurring activities; for-profit and fee-based activities; setting up equipment (including goals); amplified sound; and exclusive use of the court. Persons with reservations must have the approved rental permit with them during the rental time. No person shall interfere with a permitted rental. 5. USE OF COURT: • Only like-uses are permitted on the court at the same time (for example, basketball and roller hockey may not be played at the same time, roller hockey and soccer may not be played at the same time, etc.) • If reserved, the renting party shall have exclusive use of the court during the rental times listed on the approved rental permit. • When not reserved, play shall end on the hour(1:00, 2:00, 3:00 etc.) when others are waiting to use the court. The court must be relinquished to the waiting group on the hour. y The purpose of this court is to encourage group play. Groups of three or less using the court must relinquish it to groups of four or more immediately upon request. If the court opens up prior to the top of the hour, players have the option of waiting to begin play precisely on the hour, or using the remaining minutes in the present hour and vacating the court at the top of the hour if another group is waiting. • Waiting individuals/groups must be present when the court becomes available. The court shall not be held while waiting for players to arrive. Priority designated playing times for specific sports may be established by the Parks and Recreation Director. The schedule of playing times shall be posted at the entrance to the multi-use court. During the designated playing times, the scheduled sport shall have priority use over all other activities, except permitted rentals. The City reserves the right to change the schedule at any time.
