BACKGROUND
The City Council’s Policies Resolution includes the following language in Policy 1.2.,
Standing Committees:
“With the approval of the majority of the members of the City Council, the Mayor shall make
all appointments to Standing Committees of the City Council, including the designated
alternate. The appointments shall be made at the first regularly scheduled meeting in
January of each odd-numbered year and at the reorganization meeting of the City Council
in each even-numbered year.”
DISCUSSION
Attached to this report is the current list of City Council Committee Assignments for the City
Council’s consideration regarding appointments. Some reorganization is required due to
the Mayor Pro Tem selection and the seating of newly elected Councilmembers Castro and
Groff. Current vacancies are shown with legislative format. There are four (4) Ad Hoc
committees that will have a vacancy that will need to be filled. This is also the time that
membership of the Standing Committees is considered. The specific meeting times for the
Standing Committees may be revised, based on the availability of the appointed
Councilmembers and Mayor.
The following Standing and Ad Hoc Committees and Other Assignments have vacancies at
this time as shown on the attached Council Appointments List.

representative to the Economic Development Collaborative Ventura County (EDC-VC).
Outside Appointments
The City Council Committee Assignments List also includes “Other Assignments” and
“Other Agency Appointments.” The positions listed under “Other Assignments” are made
at the discretion of the City Council; the positions listed under “Other Agency
Appointments” are made by other entities such as the City Selection Committee.
Three positions listed under “Other Assignments” on page 1 of the Council Committee
Assignments List have vacancies and require appointment of a new member: the Clean
Power Alliance (Alternate Director); the Santa Monica Mountains Conservancy Advisory
Committee; and the Ventura County Transportation Commission (VCTC).
Clean Power Alliance
The City of Moorpark joined the Clean Power Alliance (formerly Los Angeles Community
Choice Energy) through the adoption of a Joint Powers Agreement on January 17, 2018.
On February 7, 2018, Mayor Parvin was appointed Primary Director with Councilmember
Pollock being appointed Alternate Director and Councilmember Mikos as second Alternate
Director. In April 2018, the Council voted to select Community Services Manager Jessica
Sandifer to replace Councilmember Pollock as an Alternate Director.
Santa Monica Mountains Conservancy Advisory Committee (SMMCAC)
The Public Resources Code Section 33213 sets forth the composition of the SMMCAC. It
consists of 26 members: 15 appointees made by the City Councils of various cities, the
Mayor of Los Angeles, and the Boards of Supervisors for Los Angeles and Ventura
Counties; six appointees made at the State level; three appointees from Parks and
Recreation Districts; and one representative each from the cities of Santa Clarita and
Moorpark, both appointments to be made by respective City Councils. This representation
makeup was established by SB 1455 (Schiff) adopted in 2000 (see Attachment 3). The
statute does not specify if the appointment must be an elected official, staff member, or
member of the public, only that the appointment is made at the discretion of the City
Council.
At the December 6, 2000, City Council meeting, Councilmember Mikos was appointed to
serve as the City of Moorpark’s representative to the Santa Monica Mountains
Conservancy with Councilmember Millhouse serving as the alternate member. The
appointment of Councilmember Mikos has remained unchanged since that time.

An appointment for the SMMCAC was made by the City at that time, however a formal
policy outlining the parameters for serving in on the SMMCAC was not adopted by the City.
As previously stated, Public Resources Code Section 33213 does not establish who must
serve as a City representative. With the transition of Councilmember Mikos off the City
Council, staff recommends the City Council provide direction to staff on a policy
establishing parameters and protocols for serving as the City’s representative for the
SMMCAC.
The following considerations on a policy should be considered:
Representation:
The City has the authority to appoint any member of the City Council, staff or community
as the City’s representative. The SMMCAC is advisory in nature and provides broad policy
recommendations to the SMMC Board for consideration. Having direct representation by
an elected official representing the City is not required and member cities of the SMMCAC
appoint staff and residents to represent the City.
Should the City Council determine a duly elected City Councilmember, or staff member of
the City serve as the Moorpark representative, that appointment can be made immediately
at the December 2, 2020, City Council meeting. If the City Council determines that a
resident represent the City on the SMMCAC, staff would follow existing procedures and
publicly solicit applications for the City Council to interview and consider at the January 6,
2021 City Council meeting. Further, the Council can take any other actions to appoint a
representative for the SMMCAC as the Public Resource Code provides for broad discretion
for member agencies on how to identify and select representatives for the committee.
Should the City Council wish to initiate a citizen recruitment, in order to accommodate
interviews at the January 6, 2021, City Council meeting, staff requests waiver of Council
Policy 2.2 that calls for a 30 day recruitment period in which to receive applications.
Term:
A term should be established for the purpose of providing direction and clarity to future
applicants seeking appointment to the SMMCAC. Establishing a set term does not
necessarily mean that any person could not serve multiple terms. A term helps inform
potential appointees not only of the expectations of service on the SMMCAC, but also
serves as an opportunity for the City Council to evaluate and/or validate the performance of
the individual representing the City.
Of the boards and committees the City has authorization to make appointments to, many of
those appointments occur every two years concurrent with the election of the Mayor. Staff
recommends the City Council establish a two-year term for the SMMCAC representative.
The City has received a request from a member of the public, Dr. Roseann Mikos,
expressing interest in appointment to the SMMCAC. Correspondence dated November 13,
2020 (Attachment 3) is included for the Council’s consideration.

Ventura County Transportation Commission
Each of the 10 cities in Ventura County has a representative on the Ventura County
Transportation Commission appointed at the discretion of the City Council. In December
2018, Councilmember Simons was appointed to serve as the City’s representative on
VCTC.
Fair Political Practice Commission requirements
Fair Political Practice Commission (FPPC) Regulation 18705.5 requires that Form 806 be
completed and published on the City’s website to report additional compensation that
public officials receive when appointing themselves to positions on committees, boards, or
commissions of a public agency, special district, or joint powers agency or authority. It has
been determined that the Ventura County Animal Services Commission and the Ventura
County Transportation Commission provide compensation for meetings attended.
Councilmembers nominated for appointment to the Ventura County Animal Services
Commission or the Ventura County Transportation Commission may recuse themselves
and leave the dais while the remaining members of the Council make those appointments;
or Councilmembers may wish to participate in the vote for self-appointment, in which case,
the City would complete and post the FPPC Form 806 on the City’s website.
FISCAL IMPACT
There is no fiscal impact associated with Councilmember appointments to Boards,
Commissions, and Committees.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
1. Determine City Council Standing Committee, Ad Hoc Committee appointments, and
other assignments; and
2. Determine representation parameters for service on the Santa Monica Mountains

A Public Document
Background
This form is used to report additional compensation that officials
receive when appointing themselves to positions on committees,
boards, or commissions of another public agency or to a
committee or position of the agency of which the public official is
a member.
This form is required pursuant to FPPC Regulation 18702.5.
Each agency must post on its website a single Form 806 which
lists all the paid appointed positions to which an official will vote
to appoint themselves. When there is a change in compensation
or a new appointment, the Form 806 is updated to reflect the
change. The form must be updated promptly as changes occur.
Instructions
This form must be posted prior to a vote (or consent item) to
appoint a governing board member if the appointee will participate
in the decision and the appointment results in additional
compensation to the appointee.
FPPC Regulation 18702.5 provides that as long as the public
is informed prior to a vote, an official may vote to hold another
position even when the vote results in additional compensation.
Part 1. Agency Identification
Identify the agency name and information on who should be
contacted for information.
Part 2. Appointments
Identify the name of the other agency, board or commission. List
the name of the official, and an alternate, if any.
List the appointment date and the length of term the agency
official will serve. Disclose the stipend provided per meeting and
the estimated annual payment. The annual salary is an estimate
as it will likely vary depending upon the number of meetings. It
is not necessary to revise the estimate at the end of the calendar
year.
Part 3. Verification
The agency head or his/her designee must sign the verification.
Frequently Asked Questions (FAQs)
1. When does an agency need to complete the Form 806?
A Form 806 is required when an agency’s board members
vote to appoint a board member to serve on another
governmental agency or position of the agency of which the
official is a member and will receive additional compensation.
2. The city council votes to serve as the city’s housing authority,
a separate entity. Will the Form 806 be required?
If the council members receive additional compensation for
serving on the housing authority, the Form 806 is required.
3. Are appointments made by a governing board to appoint
one of its members to serve as an officer of that board for
additional pay (e.g., mayor) required to be disclosed on Form
806?
No. FPPC Regulation 18702.5(b)(6) exempts from this
requirement decisions to fill a position on the body of which
the official is a member (such as a councilmember being
appointed as mayor) despite an increase in compensation.
4. In determining the income, must the agency include mileage
reimbursements, travel payments, health benefits, and other
compensation?
No. FPPC Regulation 18702.5 requires only the amount of
the stipend or salary to be reported.
5. Which agency must post the Form 806?
The agency that is voting to appoint a public official must post
the Form 806 on its website. The agency that the official will
serve as a member is not required to post the Form 806. The
form is not sent to the FPPC.
6. When must the Form 806 be updated?
The Form 806 should be amended promptly upon any of
the following circumstances: (1) the number of scheduled
meetings is changed, (2) there is a change in the
compensation paid to the members, (3) there is a change in
membership on the board or commission, or (4) there is a
new appointment to a new agency.
7. If officials choose to recuse themselves from the decision
and leave the room when a vote is taken to make an
appointment, must the Form 806 be completed?
No. The Form 806 is only required to identify those officials
that will vote on an appointment in which the official will also
receive additional compensation.

Dear Honorable Mayor, Mayor Pro-tem, Councilmembers, and Councilmembers-Elect:
RE: Request for your consideration: time sensitive
On December 2, 2020 will be the reorganization of the Moorpark City Council, at which I will step down after 20 years on the City
Council and Councilmembers-Elect Castro and Groff will be seated for the first time, while Mayor Parvin will be re-seated for the
seventh time as Mayor after serving six (6) years as a councilmember before that. Congratulations to you all.
At this reorganization meeting, it will be on the agenda to appoint various councilmembers to various committees.
For the past 20 years I have been the City of Moorpark’s representative on the Santa Monica Mountains Conservancy Advisory
Committee (SMMCAC) and I have gained valuable experience doing so. While historically, the City of Moorpark has appointed
an elected councilmember to this position, given that there is no requirement from the Conservancy for a city representative to be
an elected member of the city council; and, given that more cities are represented by those who are not elected, than who are, I
am requesting—for the sake of continuity, that you appoint me to continue representing the City of Moorpark on the SMMCAC.
I know all the players at the conservancy, having built these relationships over these many years and I believe that it would
benefit the City of Moorpark as well as the SMMC and SMMCAC to keep me on the advisory committee. I would also welcome
the chance to stay involved with the city more formally than as a private citizen only.
The SMMCAC consists of 26 members representing a range of stakeholders including 14 cities in Los Angeles and Ventura
Counties, as well as both counties, three park districts in Ventura County, and a number of representatives appointed by the CA
Governor, the CA Senate Rules Committee, and the CA Speaker of the Assembly, See attached meeting agenda with the
roster. The SMMCAC gives advice and recommendations to the Board of the SMMC.
Of the 14 cities represented, nine (9) are represented by members of the public who are not elected councilmembers and five (5)
are represented by people who are elected Councilmembers of their respective cities. The breakdown is as follows:

I am the Representative of Westlake Village, appointed by the City twenty eight years ago to represent them on the SMMC Advisory
Committee. Eighteen years ago I was elected by the Members of the Advisory Committee to the Chairperson role. I have been re-
elected unanimously every year since 2002.
I am interested in providing support for the continuation of Rose Ann Mikos to be your City's Representative for several reasons.
1. She has been a Member of the AC for many years. Her opinions and talents were valued by the Advisory Committer Members
during that period.
2. I am also the Chair of the Moorpark Watershed, Parks, Recreation, and Conservation Authority. Once again, her assistance to me
personally have greatly assisted my understanding of the City.
3. In my review of the current 27 Members of the SMMC Advisory Committee, I am aware of the benefit provided by them to their
appointing Authorities, especially as 70% have been representing those Authorities and the Conservancy for more than five years.
This fact suggests that we all benefit by the longevity of their service.
