SUBJECT: Consider Presentations from Applicants for Arts Commission, Parks
and Recreation Commission, and Planning Commission
BACKGROUND
Recruitment to fill five vacancies each for the Arts Commission, Parks and Recreation
Commission, and Planning Commission opened on October 5 and closed on
November 9, 2020, with 28 applications received.
Policy 2.2 of City Council Policies Resolution states applicants for the Arts Commission,
Parks and Recreation Commission, and Planning Commission are required to attend a
regular or special City Council meeting, as scheduled by the City Clerk, to make a brief
presentation on qualifications and interest in the appointment. The recruitments
specified December 16, 2020, as one of the City Council meetings for applicants to
make a brief presentation on qualifications and interest in appointment. The City
Council may by majority vote further extend the date for the presentations.
All applicants have been invited to attend a City Council meeting, either on
December 16, 2020, or January 6, 2021, to give a presentation with a maximum
presentation time period of three (3) minutes. All applications have been provided to
Council under separate cover.
The City Clerk will conduct a random drawing of the names of the applicants scheduled
to present on December 16 just prior to the start of the meeting to determine the order
in which they will speak.
DISCUSSION
Following is an alphabetical list of the applicants who have indicated they will attend a
City Council meeting to provide a presentation:

The City Council’s current Policies Resolution No. 2019-3851 sets forth the Council
policies for citizen appointments to boards, commissions, and committees. The Council
policies have been followed for the posting and publication of notice of the vacancies.

Additionally, Council Policy 2.2 (Advertising and Appointment Procedures for
Appointments to Boards, Commissions, and Committees), Subsection 7 provides that,
“A presentation will not be required if after recruitment a determination is made by the
City Clerk that only the incumbents for the expiring appointments have reapplied.” In
the case of the Art Commission, there are five positions available and five applications
have been received; therefore it has been determined that presentations from the
incumbents reapplying to continue service are not required. Therefore, only 24 of the
28 applicants are required to provide presentations for City Council consideration.
Due to COVID-19 gathering restrictions and in order to schedule applicants for virtual
presentations at the December 16, 2020, meeting, staff randomly selected 18 of the
applicants for presentations this evening, and the remaining six applicants will be
scheduled for the January 6, 2021, City Council meeting.
The Council’s Policy resolution also provides the procedure for appointments as follows;
this procedure will be utilized at the January 6, 2021, meeting to nominate and appoint
members to the respective Commissions:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
FISCAL IMPACT
None.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Hear presentations from a random selection of 18 of the applicants and defer the
appointments until the remaining six presentations are completed at the meeting of
January 6, 2021.
