8. PUBLIC HEARINGS:
All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available
for public inspection at the City Hall public counter located at 799 Moorpark Avenue during regular business hours. The
agenda packet for all City Council meetings is available on the City's website at www.moorparkca.qov.
Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public
Hearing or a Presentation/Action/Discussion item.Speakers who wish to address the Council concerning a Public Hearing or
Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the
Agenda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the
Public Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards
for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public
Hearing, or beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each

A. Consider Resolution Amending the Classification Plan and Rescinding
Resolution No. 2020-3966, and Resolution Amending the Salary Plan for
Non-Competitive Service and Competitive Service Employees and
Rescinding Resolution No. 2020-3967. Staff Recommendation: 1) Adopt
Resolution No. 2021- amending the Classification Plan and rescinding
Resolution No. 2020-3966; and 2) Adopt Resolution No. 2021- ,
amending the Salary Plan for Non-Competitive Service and Competitive
Service Employees and rescinding Resolution No. 2020-3967. (ROLL CALL

B. Consider Resolution Authorizing Mid-Year Amendments to Fiscal Year

E. Consider Amendment No. 2 to Agreement with Bernard D. Clarke, DBA
Backflow Prevention Device Tester for Backflow Device Repairs. Staff
Recommendation: Approve Amendment No. 2 with Bernard D. Clarke, DBA
Backflow Prevention Device Tester; and authorize City Manager to execute the
Amendment, subject to final language approval of the City Manager. (Staff:

F. Consider Revisions to Policy for Display of Banners on City-owned Streetlight
Poles within the City of Moorpark. Staff Recommendation: Approve revisions
to City Council Policies Resolution as detailed in the staff report and direct the
City Clerk to incorporate the revisions into the next City Council Policies

G. Consider Resolution Exonerating Monument Bonds for K. Hovnanian at
Meridian Hills, LLC — Tracts 5405, 5187-1 and 5187-2. Staff
Recommendation: 1) Adopt Resolution No. 2021- , exonerating
Monumentation Bond Numbers SNO4002555, SNO4002554, and
SNO4002553; and 2) Authorize the City Clerk to exonerate the Bonds as
shown in the agenda report and draft resolution. (Staff: Daniel Kim)
H. Consider Resolution Authorizing the Use of Electronic Signatures as Allowed
by State Law. Staff Recommendation: Adopt Resolution No. 2021-
. authorizing the use of electronic signatures on certain City documents such
as City Agreements and other documents as allowed by State law. (Staff: Ky

11. ORDINANCES:
A. Consider Ordinance No. 487 Amending Chapter 17.20 (Uses by Zone) of
Title 17 (Zoning) of the Moorpark Municipal Code to Prohibit the Cultivation
of Industrial Hemp Within the City Limits, and Making a Determination of
Exemption from the California Environmental Quality Act. Staff
Recommendation: Waive full reading, declare Ordinance No. 487 read for
the second time, and adopted as read. (ROLL CALL VOTE REQUIRED)
B. Consider Ordinance No. 488 Amending Chapter 12.16 (Parks and Open
Space) of Title 12 (Streets, Sidewalks and Public Places) of the Moorpark
Municipal Code to Change the Title of Chapter 12.16 to "Parks, Open Space
and Civic Center" and add New Section 12.16.230 to Close the Civic Center
Grounds During Certain Nighttime Hours, and Making a Determination of
Exemption from the California Environmental Quality Act. Staff
Recommendation: Waive full reading, declare Ordinance No. 488 read for
the second time, and adopted as read. (ROLL CALL VOTE REQUIRED)
