Background – Development Agreements and Entitlements 4 A Development Agreement (DA) is a formal agreement between the City of Moorpark (via City Council) and the Developer that establishes the scope and schedule for new development, as well as the terms for certain community benefits negotiated with the project. Entitlements refer to the permits that authorize the construction of a specific development, including Residential Planned Development Permits, Subdivision Maps, etc. Approved DAs 5 15 Approved/Active DAs 1.City Ventures 2.Meridian Hills 3.Canterbury Lane 4.Toll Land XX, LP (Championship/Grimes) 5.Toll Land XX, LP (Championship/Walnut) 6.Warehouse Discount Center 7.Birdsall 8.Moorpark West Studios 9.AB Properties 10.Essex 11.Aldersgate Senior Housing 12.Green Island Villas 13.Duncan Ashley 14.Pacific Communities 15.High Street Depot Approved/Active Development Projects 6 General Plan Opportunity Sites 7 An Opportunity Site refers to an property or area that is prioritized for change in order to achieve specific goals (housing, economic development, job creation, etc.) Goal: Updated Land Use Plan depicting distribution of uses and development standards First Step: Identify areas which merit consideration for a change of designation and/or density/intensity Unimproved Land Under-Improved Land Improved Land for Redevelopment Process: Iterative conversation with GPAC and community via public workshops and digital platforms Opportunity Site Identification 8 Evaluate uses and appropriate densities/intensities for focused areas with input and buy-in by the community and individual property owners Assess impacts of revised land use designations or development standards and ability to achieve outcomes in line with Vision Statement Purposes of Opportunity Site Inclusion 9 Next Steps – Opportunity Sites and Land Use GPAC Identification of Opportunity Sites Feb 2021 Public Workshop Opportunity Sites and Uses March 2021 GPAC Develop Land Use Concept April 2021 Public Workshop Review Land Use Alternatives May 2021 GPAC Review and Confirm Land Use Concept June 2021 Planning Commission and City Council Approve Land Use Concept August 2021 10 Recommendation 11 Staff recommends that the City Council allow the inclusion of sites with entitlements and approved DAs that have not moved forward to construction as opportunity sites to be presented to the GPAC.
