Staff requests that the City Council provide direction
whether certain sites with existing entitlements and
development agreements that have not moved
forward to construction should be considered as
potential General Plan Opportunity Sites and
presented to the GPAC .
Background – Development
Agreements and Entitlements

A Development Agreement (DA) is a formal agreement between
the City of Moorpark (via City Council) and the Developer that
establishes the scope and schedule for new development, as
well as the terms for certain community benefits negotiated
with the project.
Entitlements refer to the permits that authorize the construction
of a specific development, including Residential Planned
Development Permits, Subdivision Maps, etc.

An Opportunity Site refers to an property or area that is
prioritized for change in order to achieve specific goals
(housing, economic development, job creation, etc.)
