Gould, Chair and Members of the Moorpark Planning Commission via email planningcommission@moorparkca.gov Subject: Special Joint Meeting, July 8, 2020 Presentation re Draft Hitch Ranch Specific Plan 2020 0708 CCPC SPC Item O5A Dear Mayor Parvin, Chair Gould, and members of the City Council and Planning Commission: On behalf of Colin Velazquez, I write to respectfully request that in the city’s initial review of the Specific Plan at this presentation meeting, the members of the City Council and Planning Commission direct city staff to alter the plan’s proposed circulation grid to remove the proposed extension of High Street. The Committee does not oppose this project but is sure that the circulation needs of the plan can be met in many other ways and without destruction of historic resources. I have not appeared before you in recent years but by way of introduction my statewide law practice for over 30 years has focused on CEQA on behalf of citizen groups and in particular on the adaptive reuse of historic resources. I represented Mr. Velazquez and the Committee to Preserve Historic High Street in successful CEQA litigation against this city in 2005 — for the same reason: to prevent significant environmental impacts from proposed extension of High Street. Removing the extension from the Draft Hitch Ranch Specific Plan at the outset will allow Mr. Velazquez to support it without concern about compliance with CEQA’s mandates to avoid significant environmental impacts when feasible to do so.
