MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 03/17/2021 Regular Meeting SUBJECT: Consider Presentations from Applicants to Fill an Unscheduled Vacancy on the Planning Commission BACKGROUND At its meeting on January 6, 2021, the City Council appointed five members each to the Planning, Arts, and Parks and Recreation Commissions for two-year terms expiring in December 2022. Subsequent to the appointments being made, Planning Commissioner Debra Aquino regretfully submitted a letter of resignation on February 5, 2021. On February 9, the City Clerk’s Office issued a press release and opened a recruitment to invite applicants to fill the unscheduled Planning Commission vacancy, and recruitment closed on Monday, March 8 at 5:00 p.m. Ten applications were received. Applicants were requested to attend the March 17, 2021, regular City Council meeting to make a brief presentation, not to exceed three minutes, on their qualifications and interest in the appointment. The Council policies have been followed for positing and publication of notice of the vacancy. The Council’s Policy resolution also provides procedure for appointment as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he/she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. FISCAL IMPACT There is no fiscal impact associated with this action. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. What drew my family here, like it does me now as I have gotten older is that Moorpark still maintains the "small town" feel. Moorpark provides families with a homes with a yard, parks and conveniences of other large cities. There is little if any crime here and you can always see kids playing outside. Having the space and parks for families has become even more important during the pandemic. Being outside of LA, I have also seen Moorpark and the citizens handle the changes and requirements so differently than our neighboring cities. In learning what this position requires, I am thankful for the prior planning commissioners who have helped shaped Moorpark what it is today. I see a lot of upcoming projects that are anticipated for the city and I hope to help ensure that these decisions in a whole are made for the benefit and taking into consideration the needs of the citizens here. Over the years, Moorpark has grown as it should grow. Municipalities need those tax dollars to create and fund current and new infrastructure, staff and programs to serve the community. My hope is that Moorpark can maintain the "small town feel" while expanding to support future generations. My kids are now having kids and they want to raise them here as well. Local businesses got closed, sales tax revenue is down, a lot of residents lost their jobs. The city is also in a process of updating Strategic General Plan for next 30 years. So, the decisions made next two years will have long reaching effects. Let’s face it Covid-19 pandemic changed the world around us forever. Large retailers are not coming back. Major corporations already announced that people will continue to work full time or part time from home beyond the pandemic. (On the bright side it will improve traffic and reduce air pollution level). Some businesses are already downsizing rented office space. Despite the economic crisis the price of the real estate is sky high and become unaffordable to middle-income families not only to low-income. New housing development in the City of Moorpark will be important in short- term and long-term recovery process: • Moorpark needs additional property tax revenue from new development • Moorpark need all these fees that it will collect from the developers • Moorpark is aging. The number of people living on the fixed retirement income is growing. The city needs young families with kids. These new families will spend money in the city and support existing retail businesses, services, and restaurants. According to Regional Housing Needs Allocation (RHNA) Moorpark needs the additional 1288 new housing units by the year 2029. It is at least 4,000-5,000 thousand new residents. The city though is not responsible for building these units. Right now, Moorpark has 2 major projects in the progress High Street Station with 79 housing units and Hitch Ranch with 755 units. It leaves another 454 units to be planned in the upcoming years. It is critical how these housing units will be built. Many new questions should be asked. • Will they have solar panels 76 Yurovski, Yuri • Will they have electrical cars charging stations or each unit will have its own charging plug-in • What will be broadband connection for these new developments so people can work and study from home • How we can secure reliable power supply to avoid endless PSPS (Public Safety Power Shutoff The second urgent issue that has to be addressed is hundreds of thousands square feet of empty retail spaces on Los Angeles Ave. The city needs to ask the owners what plans they have going forward. I lived for many years in Westlake Village of Hampshire Rd. It used to be Kmart plaza. Kmart filed for bankruptcy in 2002. Kmart building is slowly deteriorating for last 20 years. Very ugly picture and we don’t want our main street look like this in a few years. Mixed-use redevelopment can be one of the solutions to this problem. • I live in the city of Moorpark since 2005. • I am Moorpark small business owner and I created jobs for the city residents. • I have engineering background and many years of successfully executing multi- million dollars technology development projects. • The problems of Moorpark City are my problems. • The future of Moorpark City s my future.
