HomeMy WebLinkAboutAGENDA REPORT 2021 0317 CCSA REG ITEM 09B POWERPOINTGeneral Plan2020 Annual Progress Report City Council March 17, 2021 1 Doug Spondello, AICP Planning Manager Annual Reporting Requirements Section 65400 of Government Code requires: •An Annual Progress Report (APR) on the status of the General Plan and implementation; and •Reporting progress in meeting the City’s share of Regional Housing Needs. APRs are submitted annually to the Department of Housing and Community Development (HCD) and Governor’s Office of Planning and Research (OPR) by April 1st. 2 Existing General Plan Elements •Land Use -1992 •Circulation -1992 •Noise -1998 •Open Space, Conservation and Recreation -1986 •Safety -2001 •Housing -2014 to 2021 3 Comprehensive Update to the General Plan 4 •A comprehensive update of our General Plan and EIR is underway. •Project will continue through 2022/23. •APRs will continue to assess progress in implementing the existing General Plan while the General Plan update is underway. The Housing Element (2014) •Provides an analysis of the existing and projected housing needs, goals, policies, and objectives to further the preservation, improvement and development of housing. •Certified by the CA Department of Housing and Community Development (HCD). •Updated in 8-year cycles. Existing Housing Element addresses 2014-2021. 5 NO AMENDMENTS TO THE HOUSING ELEMENT WERE REQUESTED OR APPROVED IN 2020 Regional Housing Needs Assessment (RHNA) •RHNA –An HCD Program that assigns housing unit targets to each jurisdiction within an 8-year cycle. These units are assigned to specific income groups. In order to comply, the Housing Element must designate sufficient land and density to accommodate the development of the City’s RHNA housing number. •The current 5th Cycle (2014-2021) RHNA assigned Moorpark 1,164 new units that are allocated in the existing Housing Element. •The 6th Cycle (2021-2029) RHNA assignment is 1,289 additional units and will be allocated in the new Housing Element. •For reporting purposes, the State requires RHNA activity to be based on actual building permits issued for housing units. 6 2020 -RHNA by the Numbers 7 Housing Income Type RHNA Allocation for 2014-2021 New Units Permitted in 2020 RHNA Cumulative Totals by end of 2020 Housing still needed/required by 2021 Very Low Income 289 Units 11 Units 26 Units 263 Units Low Income 197 Units 7 Units 46 Units 151 Units Moderate 216 Units 1 Unit 12 Units 204 Units Above Moderate 462 Units 79 Units 597 Units 0 (Surplus of 135 Units) Total :1,164 Units Required 98 Units Permitted 681 Units Permitted in Moorpark 2014- 2021 618 Additional Units Required by 2021 * There are approximately 1,200 units that have approved planning permits but have not yet obtained building permits The Land Use Element (1992) Identifies the permitted uses of land, including the density and intensity of these uses. •2020 Land Use Amendments -Approved –Green Island Villas: General Commercial to Very High Density Residential for development of 69 townhomes, with 11 units reserved for low-income households (approved 2/19/20). •2020 Land Use Amendments –In Process –North Ranch (Rasmussen): Rural Low Density Residential to Rural Low Density Residential, Medium Density Residential and Open Space for the development of 138 single-family homes. –Hitch Ranch: Specific Plan 1 to (TBD) for a portion of the 277-acre project that includes development of 755 homes. 8 The Land Use Element (1992) •2020 Land Use Amendment Pre-Screening Applications –Beltramo Road: Conceptual review Low Density Residential and High Density Residential to Very High Density Residential. 9 Other General Plan Elements No amendments to the remaining General Plan Elements were adopted or proposed in 2020: •Circulation Element •Noise Element •Safety Element •Open Space, Conservation, and Recreation Element 10 Questions?
