SUBJECT: Consider Additional Softball Fencing at Mountain Meadows Park
BACKGROUND and DISCUSSION
Mountain Meadows Park was constructed with two softball fields located along the
eastern boarder of the park. 'The fields are rented on a regular basis by'both Moorpark
based softball leagues, as well as a variety of other leagues for tournaments, games,
and league practices. Additionally, the fields are popular with nearby residents and are
used frequently for informal gatherings.
The fields generally consist of a fenced back stop, 8' high foul line fences on both sides
of the field and dugout areas. The north field is located approximately 38' from the
nearest neighbor's property fence, and the south field is located approximately 22' from
the nearest property fence. A row of mature trees borders the park along the east
property line adjacent to the neighboring properties. However, between 2017 and 2018
several large sequoia trees (Sequoia sempervirens) were removed along the eastern
park boundary due to a fungal disease commonly called Sequoia Canker. Sequoia
Canker is the result of the pathogen Botryodiplodia spp. The fungal disease is the
same disease that infected many of the Sequoia trees on Tierra Rejada Road and
ultimately resulted in the loss of several hundred trees. At this time, a cure for the
disease has not been identified.
In 2019, staff was contacted by the neighbor directly east of the north field. The
neighbor stated that over the years, many errant balls have landed on their roof and
other personal property located in the back and side yard areas of their residence.
Several large Sequoia trees were removed directly adjacent to his property in 2018 and
it is likely that these trees provided the resident with some relief from errant balls. At the
time staff was contacted by the resident, staff suggested installing a taller foul line fence
to mitigate the concern. However, the neighbor did not feel that a tall fence was an
, adequate solution. The resident's concern was regarding the views from his home, as
he felt that a tall fence would be unattractive and would ultimately lower his property
value. In an effort to solve this issue, staff installed a variety of tall trees between his
property wall and the softball field. Staff explained to the neighbor that it may be
several years before the trees grow tall enough to mitigate the issue. However, the,
neighbor has been pleased with the results thus far, even though an occasional ball will
make.its way into his yard.

In 2020, staff was contacted by the neighbor that lives directly east of the south field
and was informed of a similar situation. However, this neighbor's home is considerably
closer to the field than the neighbor adjacent to the north field, although none of the
trees along the east side of the park have been removed at this location. The neighbor
explained to staff that errant balls have been coming into their yard for many years.
They stated they did not notify the City in the past because they felt they had some
responsibility for purchasing their home directly adjacent to the park. However, they
stated that more and more balls have been making their way over their wall over the last
several years.
Field rentals at Mountain Meadows Park have increased over the last several years due
to an increase in the number of softball leagues. However, in an effort to provide some
relief to the neighbors, staff has been renting field rentals at other parks that have
softball fields instead of Mountain Meadows Park. Currently, the City has eight
dedicated softball fields: four at Arroyo Vista Community Park, two at Mountain
Meadows Park, one at Miller Park and one at Campus Canyon Park. Over the last
twelve months, moving field rentals to the other parks has not been an issue since the
leagues have not been able to schedule games or tournaments due to the COVID-19
pandemic. However, as California reopens and leagues are able to utilize the fields, it
is becoming increasingly difficult to move leagues to other parks. It is likely that the City
will need to utilize the fields at Mountain Meadows Park to accommodate all the leagues
this summer.
Currently, the south field at Mountain Meadows Park is installed with a 16' backstop and
8' foul line fence. The fencing sizes meet the minimum industry standards for softball
fields. However, since the adjacent homes are within close proximity to the fields, staff
is recommending replacing the 8' high foul line fence with a 16' high foul line fence on
the east side of the south field to mitigate errant balls. Since the homeowner adjacent
to the north field does not feel this is a suitable solution and has expressed his
satisfaction with the trees that were previously installed, staff is only recommending the
installation of the fence adjacent at the south field (See Attachment 1).
FISCAL IMPACT
The cost to replace the 8' height foul line fence with a 16' height foul line fence is
approximately $40,000. Currently there is no funding available in the Park Improvement
Fund for Park Zone 2, as the remaining funding was utilized in 2020 to complete the
playground improvement projects at several parks. As a reminder, the Park
Improvement Funds are funded through development projects. When a development
project is not able to provide land to the City for the construction of a public park, City
policy requires developers to pay an in-lieu park fee. The fee is distributed 60% to the
individual Park Improvement Fund where the development project is located, and 40%
is distributed to Citywide Park Improvement Fund. Park Zone 1 includes all land within
the City's boundary north of Los Angeles Avenue and Park Zone 2 includes all land
within the City on the south side of Los Angeles Avenue. The intent of the Park
Improvement Funds is to provide funding for the improvement of park facilities within a
particular zone. In the case of the Citywide Park Improvement Fund, the funding is

used for projects that generally provide a benefit to all Moorpark residents, such as
projects at Arroyo Vista Community Park. However, the City Council has some
discretion on where and when to use this fund.
The estimated FY 21/22 fund balance in the Citywide Park Improvement fund is
approximately $175,000. The relatively low fund balance is due to the fact that
approximately $1.5M is reserved for the Inclusive Playground Project at Tierra Rejada
Park. However, it should be noted that approximately $1.2M will be reimbursed through
a combination of grant funding and funding from the Public Art Fund.
STAFF RECOMMENDATION
Staff recommends that the Parks and Recreation Commission make a recommendation
to the City Council to approve the installation of a 16' height foul line fence along the
east side of the south softball field at Mountain Meadows Park.

SUBJECT: Consider Dates for Spring Park Tour
BACKGROUND and DISCUSSION
Historically, the Parks and Recreation Commission (Commission) holds a Special
Commission Meeting to tour the various City parks. The meetings are held two or three
times during the year and include five or six parks. Typically, two or three hours are
scheduled for the meetings, however, the start time and date has been selected by the
Commission based on the availability of Commission members. The meetings are
typically scheduled on a Saturday morning, or late afternoon during the week. There
are various reasons why individual parks are selected by the Commission, such as:
• General review of parks to discuss potential future improvements.
• Review of new park amenities or facilities after they have been installed.
• Review of park locations related to the City Council's Goals and Objectives.
• Review of issues and/or concerns.
Over the last several years many park improvements have been constructed and
amenities have been replaced. The following is a brief list of some of the recent
projects that have been competed:
• Removal of 19 acres of turf in various parks and the installation of drought
tolerant and California native plant material.
• Pickleball courts at Tierra Rejada Park.
• Pickleball courts at Miller Park.
• Ball Wall at Mountain Meadows Park.
• Parking improvements, recreation trail and exercise equipment at Arroyo
Vista Community Park.
• ADA improvements and playground equipment replacement at Country Trail
Park.
• The replacement of playground equipment at Poindexter Park, Peach Hill
Park, Miller Park, Campus Canyon Park, Glenwood Park and Campus Park.

Over the next several years, several new projects have been identified by the City
Council as priority projects. These projects are either related to a City Council Objective
or have been included in the City's Capital Improvement Program (CIP). Funding for
these projects is approved by the City Council and may include a variety of funding
sources, such as grants, Park Improvement Funds, the City's Equipment Replacement
Fund, or the City's General Fund.
• Inclusive Playground at Tierra Rejada Park (CC Objective)
• Playground equipment replacement at Glenwood Park, the Community
Center Park and Campus Park (CIP)
• Campus Park Restroom Replacement (CIP)
• Arroyo Vista Community Park Storage Facility (CIP)
• ADA and parking lot improvements at Mountain Meadows Park, Peach Hill
Park, and Tierra Rejada Park (CIP)
• Feasibility study to expand Arroyo Vista Recreation Center (proposed CC
Objective)
• Parks and Recreation Master Plan (proposed CC Objective)
Due to the COVID-19 pandemic, the Commission only held one park tour in 2020. The
tour was held individually with each Commissioner and City staff. The tour was not
scheduled under a Special Meeting format, however, each Commissioner had an
opportunity to report back to the Commission during a regular Commission meeting so
that the parks could be discussed in an open forum. Due to the fact that outdoor
gatherings are now allowed under certain protocols, staff would like to schedule a
Special Commission Meeting and Park Tour this spring. The parks that were toured in
2020 include the following:
• Campus Canyon Park
• Country Trail Park
• Magnolia Park
• Walnut Acres Park
• Miller Park
• Peach Hill Park
STAFF RECOMMENDATION
Staff recommends that the Parks and Recreation Commission select a date and five or
six parks to tour during the Spring 2021 Special Commission meeting and Park Tour.

A Regular Meeting of the.Parks and Recreation Commission of the City of Moorpark
was held on March 1, 2021 at the Moorpark Community Center located at 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER:
Mr. Laurentowski called the meeting to order at 6:32 p.m.
The City Clerk administered the Oath of Office to the newly appointed
Commission.
2. PLEDGE OF ALLEGIANCE:
Commissioner Gunning led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Estrella, Flame, Gunning, Ho and Morgan.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director and
Kimberly Sexton, Administrative Assistant II.
4. SPECIAL AGENA ITEMS:
A. Consider Nomination and Selection of Chair and Vice Chair.
MOTION: Commissioner Estrella moved and Commissioner Flame
seconded a motion to appoint Commissioner Gunning as Chair.

Spring tour.

carried by unanimous roll call vote of 5-5.

Statement, Strategies, Goals and Obiectives. Staff Recommendation:
Receive and file report.
Ms. Laurentowski gave the report.

motion to approve the staff recommendation and receive and file the Fiscal Year
2019-2020 and Fiscal Year 2020-2021 Mission Statement, Strategies, Goals and
Objectives. The motion carried by unanimous roll call vote of 5-5.
