Attachment -Quarter 3 Report Library Board June 8, 2021 Regular Meeting Page2 Events and Activities Moorpark City Library Quarterly Report January -March 2021 ITEM: ATTACHMENT Out of an abundance of caution and due to the rising COVID cases, curbside pickup service at the Moorpark City Library was temporarily suspended from January 11th -27th. During this time, staff was available by phone and email to assist patrons in accessing digital resources and their accounts. Because of the closure, we could not provide craft kits in January, and the February Book Club for Adults was canceled. On February 24th, the City held its second community workshop for the New City Library. This virtual event provided updates on the development process and collected input on the children's space, teen space, and preliminary architectural considerations. A total of 23 participants logged in to the event. On March 3rd, the Moorpark Teen Council hosted a discussion between the City's planning team and teens from the Moorpark community to discuss features planned for the teen space in the new Library. The meeting provided lots of good feedback and ideas for the teen area. On March 24th, the City's design team updated the City Council on the progress to date and received guidance on the floorplan layout and exterior design. The meeting is available to view on the City's website. In honor of Women's History Month, the Library hosted two virtual presenters. On Saturday, March 20th, Dr. Leslie Goddard, an award-winning actress and scholar, gave a presentation on Betty Crocker and her cookbook that changed the way America cooks. And on Thursday, March 25th, Chaya Miltchein of Mechanic Shop Femme guided participants through a lesson on "The Whys and Whens of Car Maintenance." Also, during March, the Library held a virtual book tournament called Book Madness. The bracket was made of the top sixteen checked-out books in our Library during 2020. Each week patrons voted for their favorite books until one remained. There was a total of 36 responses and Educated: A Memoir by Tara Westover was crowned champion. Patrons were encouraged to call and make an appointment to use a computer ahead of time, but if space permitted, walk-ins were accommodated. In January, 98% of Brainfuse users accessed databases such as U.S. Citizenship Test Preparation and Practice Tests, Chess, Computers and Technology, and ASVAB Preparation. In post-session surveys, 100% of respondents are glad that the Library offers this service and would recommend it to a friend. For live programs, we are to count the number of attendees during the program or one-minute views if live streamed. Previously, we had been directed to count the number of views within the first 24 hours but that was changed for this fiscal year. For live-streamed events made available for later viewing, count total on-demand views for the fiscal year and do not include views of the live broadcast. · For recorded programs, we are to count the total number of posted recordings in a month, and the total number of views of all recordings in a month whether old or new. Despite slowly growing the Library's Facebook followers, year-to-date reach has increased by 30% compared to the previous year. This increase in reach is reflective of the new ways staff has been using social media to engage with users and disseminate information since the pandemic began. Library Board June 8, 2021 Regular Meeting Page 2 Committee Members City of Moorpark Library Board Ad Hoc Committee Report June 2021 ► Moorpark Library Board members -Michael Marshall, Linda Goble ► Former Moorpark Library Board member -Heather McGregor ► Moorpark Friends of the Library -Rosalie Bari Ii, Diana Fowler ► Moorpark Women's Fortnightly Club -Dona Pugh ► Moorpark Library Director -Christine Conwell Committee Purpose The purpose of the ad hoc committee is to raise funds to support equipping the planned new Moorpark City Library and to raise awareness of the new Library project. Accomplishments ► The Moorpark Friends of the Library (MFOTL) and the Moorpark Women's Fortnightly Club (MWFC) agreed to work with the Library Board Ad Hoc Committee. It was agreed that funds raised will go through the MFOTL, as they are already an established non- profit organization. ► A meeting was held with Linda Demmers to discuss fundraising -for what, how and when. A follow up meeting with Linda D will be scheduled with all named committee members to be invited. ► At the first meeting of the full ad hoc committee, Linda Goble was named as the committee lead. ► After a year in a pause due to the pandemic, the committee held 2 meetings. ► A spreadsheet layout was approved for tracking donations. Planned Activities ► Create an exhibit of the plan for the new library to be displayed in the current library and one to be used to bring to speaking engagements. ► Identify a couple of people who can help us communicate with our Latin-x population. ► Find an appropriate spokesperson that can provide their name and influence in the community for this project. ► Plan activities that will raise awareness of the project. Those activities will begin around October. Actions will include speaking to community organizations and groups to request their help in reaching out into the community with information. We have begun to develop a list of organizations. Dona Pugh will create and maintain a Facebook page for the Ad Hoc Committee. ► Develop a single consistent message that all committee members and volunteers will use and will be used as a part of all speeches and presentations. ► Define a process for handling donations -soliciting, bookkeeping, acknowledgement, etc. A spreadsheet for tracking donations has been agreed on. ► The next committee meeting will be scheduled for mid-July. Dependencies ► City schedule for building new Library project o Final approval of external architectural plan by city o Ground breaking Submitted by Linda Goble TO: FROM: DATE: CITY OF MOORPARK MOORPARK LIBRARY BOARD AGENDA REPORT Moorpark Library Board Jessica Sandifer, Community Services Manager June 8, 2021 (Regular Meeting) SUBJECT: Consider Update on Library Project DISCUSSION ITEM: 7.C. Since the City Council adoption of the Master Plan in September 2020, staff has continued working on gathering community input on the new Library project. The Community Input phase of the library project began in 2018. A survey was released to gather information from Library users to assist with preparing the library space needs study and building program. The survey gathered 756 responses and an additional 900+ written comments. Using the survey data, the City's Library Consultant put together the library building program, which then generated various floor plan schemes. Staff held community Meetings, virtually, in December, February, and March to review the survey data and show participants how that data had been used to inform the space needs study and building program. Participants were asked to provide comments and vote on the preferred floor plans; interior theming for the children's areas; desired elements for teen spaces; general library spaces and uses; and approaches to the exterior design of the library. Each Community Workshop outcome is discussed in more detail below. December 2020 Workshop -Staff and consultants provided an overview into the survey results, how the results were extrapolated into a floorplan scheme and the library design principals that went into those schemes. Two options were presented as potential floor plans, Scheme A and Scheme B. There were 24 participants at the workshop, and they overwhelmingly supported Scheme A. The reasons for the support of Sch-eme A were that it activates High Street; provides good sightlines for supervision of Teen and Children's Areas; felt that the Children's Area will activate the entrance; liked the two entrance locations; liked that the adult spaces are in quieter areas away from the market place and multipurpose rooms; the great Friends of the Library space and adjacency to the marketplace; placement of staff work space and storage rooms provide good sound attenuation to the space; and the fact that the study rooms were separate in the teen and adults areas. Scheme A is included as Attachment 1. Library Board June 8, 2021 Regular Meeting Page 2 February 2021 Workshop -Staff and consultants provided an overview of potential interior schemes for the library and discussed potential architectural direction for the library. Two themes were presented to the workshop attendees for the Children's Area: Country Village and Nature. Voting was split 50/50 on the two themes. Staff also received general interior input such as avoiding drab ceilings; try to include Moorpark's native American history in art or theming; provide gender neutral restrooms and lactation areas; and ensure the building is large enough for Moorpark. Additionally, staff gathered input from workshop attendees on the Exterior of the library. Staff shared images of the future development on High Street and solicited input from the attendees regarding what the exterior architecture of the Library should look like. Staff asked attendees the following questions regarding the architecture and shared photos of what is existing on High Street and what is proposed in the future. The questions were: What is the Architectural Style? Should the architectural style match the existing and/or proposed architecture on High Street? OR Should the architectural style build on the existing architectural elements on High Street while creating its own unique building? OR Should the architectural style be completely unique to High Street? After reviewing the images, the general consensus from the workshop participants was that Architectural style for the new library will set the tone for the future City Hall; participants supported a design approach that would use elements existing on High Street but that building should still be unique; the building should appear grand from the street level; participants felt that building sustainability should be considered, with a strong support for the use of solar on the building. March 2021 -Teen Workshop -Staff held a workshop for teens that use the Library to confirm that the survey information and was still accurate and to review the study spaces, innovation spaces, and programming suggestions. Generally, the teens were excited to have a new space and study areas. Flexibility was key, so that the teens could have a space that fits their needs or activity for the day. There was also a lot of discussion and input about different ways the library design could assist teens and children with disabilities, particularly sensory disabilities, and make them comfortable in the library. There was discussion of quiet spaces and quiet programming to accommodate these particular library users. The next step was to review the library floor space scheme and exteriors with the City Council. In March 2021, staff held a special City Council workshop on the library. Using the data gathered from the survey and subsequent community workshops, staff had prepared exterior elevations for City Council review. While the City Council agreed with the proposed floorplan scheme, they did not like the exterior elevations. They felt that they were too modern and did not capture enough of the historic "old town" feel that they feel the public associates with the downtown area. Since the Council workshop, staff has been working with the Architect and the feedback received at the Council workshop, to Library Board June 8, 2021 Regular Meeting Page 3 design some exterior elevations that are more in line with the City Council's vision for High Street. As of the posting of this Agenda, the exterior elevations have not been completed. Staff is tentatively scheduled to present the revised elevations to the City Council at the July 7 regular City Council meeting.
