SUBJECT: Consider Presentation from Applicant and Make Appointment to Fill
One Vacancy on the Library Board
BACKGROUND/DISCUSSION
The application period to fill one vacancy on the Library Board, created by the June 30,
2021, expiring term of Board Member Linda Goble, opened on April 26, 2021, and
closed on May 24, 2021 at 5:00 p.m. A press release was issued, notice of the
recruitment was prominently advertised on the City’s website and social media feeds,
and notices were posted at the Moorpark Library and Community Center. One
application was received from the following individual and is attached to the staff report:
Linda Goble (Library Board Member since June 2015)
Library Board applicants are required to attend a City Council meeting to give a
presentation to the Council on qualifications and interest in the appointment.
The City Council’s adopted procedure for appointments in Resolution No. 2019-3851,
Policy 2.2.9. is as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
