SUBJECT: Consider Appointments to Fill Two Vacancies on the Area Agency on
Aging Advisory Council
BACKGROUND
The Area Agency on Aging is responsible for the implementation of the Older Americans
Act in Ventura County. Its mandated functions are planning and coordinating senior
citizen programs and the administration of all Older American Act funds. Applicants must
be 60-years of age or older, a resident of Moorpark, and registered to vote in Moorpark.
The bylaws of the Area Agency on Aging do not provide for an alternate representative.
On April 26, 2021, the City Clerk’s Office issued a press release and opened a recruitment
to fill two vacancies on the Ventura County Area Agency on Aging Advisory Council for a
two-year term ending June 30, 2023. Notice of the recruitment was also prominently
advertised on the City’s website and social media feeds, and notices were posted at the
Moorpark Library and Community Center. Recruitment for applicants closed on May 24,
2021, at 5:00 p.m. Applications were received from the following individuals and are
attached to the staff report:

Breeze Zuckerman
The City Council’s adopted procedure for appointments (Resolution No. 2019-3851,
Policy 2.2.7. provides that applicants for the City’s Arts Commission, Parks and
Recreation Commission, Planning Commission, and Library Board provide a brief
presentation on qualifications and interest in the appointment. It should be noted that this
requirement does not apply to applicants seeking appointment to the Ventura County
Area Agency on Aging Advisory Council, as such the applicants will not be making
presentations before the City Council.

DISCUSSION
The City Council’s adopted procedure for appointments in Resolution No. 2019-3851,
Policy 2.2.9. is as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall then make a motion putting forth each individual name to
be approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Appoint two Area Agency on Aging Advisory Council representatives to serve two-year
terms ending June 30, 2023.
