Speakers who wish to address the Council concerning a Public Hearing or Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the Agenda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting; for a Presentation/Action/Discussion item, prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued hearing. Consider an Agreement with Lee & Associates -LA NorthNentura, Inc. for an Exclusive Right to Represent the City for the Purchase or Lease of Real Property to Relocate City Hall. Staff Recommendation: Authorize the City Manager to sign an Exclusive Right to Represent Agreement for Purchase or Lease of Real Property with Lee & Associates -LA NorthNentura, Inc. subject to final language approval of ~he City Manager and City Attorney. Staff Recommendation: Authorize the City Manager to sign the Agreement with Library Systems & Services, LLC (LSS) for operation of the Moorpark City Library, which includes the scope of services and compensation plan for the five-year term of the agreement, subject to final language approval of the City Manager and City Attorney. Staff Recommendation: Approve Agreement with Linda L. Consider Amendment to Agreement with West Coast Arborists, Inc. for Tree Maintenance Services. Staff Recommendation: Authorize the City Manager to sign Amendment No. 1 the Professional Services Agreement with Stantec Consulting Services, Inc., subject to final language approval of the City Manager. (Staff: Shaun Kroes) L. Consider an Agreement with Hartzog & Crabill, Inc. for Traffic Engineering Services. Staff Recommendation: Authorize the City Manager to sign the Agreement with Hartzog & Crabill, Inc. in an amount not-to-exceed $50,000 for a three-year term expiring June 30, 2024, subject to final language approval by the City Manager. (Staff: Daniel Kim) M. Consider the Design Specifications and Authorization to Advertise for Bids for the 2021 Sidewalk Rehabilitation Project (MPK 21-01). Staff Recommendation: 1) Approve Specification No. MPK 21-01 for the 2021 Sidewalk Rehabilitation Project; and 2) Authorize staff to advertise to obtain construction bids. N. Consider the Notice of Completion for the 2020 Slurry Seal and Pavement Rehabilitation Project (Project No. M0047) Specification No. MPK 20-01; Consider Authorization for Release of Project Bonds in Accordance with the Contract Provisions: and Consider Resolution Authorizing a Budget Amendment to Fiscal Year 2020/21 Budget. Staff Recommendation: 1) Authorize the City Clerk to file the Notice of Completion for the 2020 Slurry Seal and Pavement Rehabilitation Project, Project Specification No. MPK 20-01; and 2) Authorize the City Clerk to release the Faithful Performance and Material Suppliers and Laborers Bond, Bond No. 107296589, one year after the date of recordation of the Notice of Completion; and 3) Adopt Resolution No. 2021-__ amending the Fiscal Year 2020/21 budget as noted in Exhibit "A" to the attached resolution.
