HomeMy WebLinkAboutRES CC 2021 4018 2021 0616 RESOLUTION.NO. 2021-4018 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ADOPTING A PROJECT LIST FOR FISCAL YEAR 2021/22 TO BE FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor on April 28, 2017, in order to address significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the City of Moorpark are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Moorpark (City) must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $696,911 in RMRA funding from Cycle 5, Fiscal Year 2021/22; and WHEREAS, this is the fifth year in which the City will receive SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, funding from SB 1 will help the City maintain and rehabilitate streets in the City this year and into the future; and WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment found that California's streets and roads are in "at-risk" condition and this revenue will help increase the overall quality of our road system and over the next decade will bring our streets and roads into a "good" condition; and WHEREAS, without revenue from SB 1, the City would have otherwise postponed street projects; and WHEREAS, modernizing the local street and road system provides well-paying construction jobs and boosts local economies; and Resolution No. 2021-4018 Page 2 WHEREAS, the local street and road system is also critical for farm-to-market needs, interconnectivity, multimodal needs, and commerce; and WHEREAS, police, fire, and emergency medical services all need safe, reliable roads to react quickly to emergency calls and a few minutes of delay can be a matter of life and death; and WHEREAS, maintaining and preserving the local street and road system in good condition will reduce drive times and traffic congestion, improve bicycle safety, and make the pedestrian experience safer and more appealing, which leads to reduce vehicle emissions helping the State achieve its air quality and greenhouse gas emissions reductions goals; and WHEREAS, restoring roads before they fail also reduces construction time which results in less air pollution from heavy equipment and less water pollution from site run- off; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, will have significant positive co-benefits statewide. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The foregoing recitals are true and correct. SECTION 2. The following list of newly proposed projects will be funded in-part or solely with Fiscal Year 2021/22 (Cycle 5) Road Maintenance and Rehabilitation Account revenues: Project Title: Project 2021-002 (Pavement Maintenance) Description: General maintenance including but not limited to pavement maintenance and repairs and repairs to adjacent facilities due to the work. Location: Various sections in the City including residential streets off of Mountain Meadow Drive and Walnut Creek Road, south of Tierra Rejada Road and residential streets off of Peach Hill Road north of Tierra Rejada Road and west of Spring Road. Estimated Project Schedule: Start (08/2021), Completion (06/2022) Estimated Project Useful Life: 7 years Resolution No. 2021-4018 Page 3 Project Title: Project 2021-003 (Pavement Management Program) Project Description: Establish a citywide pavement condition index (PCI). The PCI shall be used to guide the City in determining the level of repairs that streets require as well as the priority of City streets for maintenance. Project Location: Citywide study of all public streets. Estimated Project Schedule: Start (09/2021), Completion (03/2022) Estimated Project Useful Life: 5 years SECTION 3. The following previously proposed and adopted projects may also utilize Fiscal Year 2021/22 Road Maintenance and Rehabilitation Account revenues in their delivery. With the relisting and amending of this project in the adopted fiscal year resolution, the City is reaffirming to the public and the State of our intent to fund this project with Road Maintenance and Rehabilitation Account revenues: Project Title: Project 2021-001 (Arroyo Drive Improvements) Description: Preconstruction and Construction activities related to resurfacing of Arroyo Drive from the Simi Valley city limit to the Collins Drive. Expands the original Project 2021-001 that originally called for construction activities related to resurfacing Arroyo Drive from the Simi Valley city limit to the Villa Del Arroyo Mobile Home Park and expands the activities to also include complete streets components of pedestrian and bicycle safety, as well as drainage and stormwater capture. Investigation of traffic control devices and railroad crossing improvements will also be included. Preconstruction and construction activities are included. Project Location: Arroyo Drive, east of Collins Drive to Simi Valley city limit. Estimated Project Schedule: Preconstruction (Start 07/2021), Completion (06/2022). Construction (Start 10/2022), Completion (06/2023). Estimated Project Useful Life: 30 years SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions. PASSED AND ADOPTED this 16th day of June, 2021.
