HomeMy WebLinkAboutAGENDA REPORT 2021 0505 CCSA REG ITEM 09C POWERPOINTTract No. 5906 Consider Resolution for the Approval of Final Tract Map No. 5906 (A-B Properties) and Authorize the City Manager to Execute the Subdivision Improvement Agreement Tract 5147 •March 21, 2007, City Council approved Tract 5147 for 17 industrial lots on 34.7 acres. •During construction of an access road from Gabbert Road, a dispute over an easement to Tract 5147 arose between A-B Properties and SCE. •A Settlement Agreement, dated August 5, 2010, between A-B Properties and SCE was reached and new terms and requirements were placed on the access road to Tract 5147. Access •Settlement Agreement granted an access easement to the property with terms and conditions. •New access roads to the property, that are entirely off the SCE Transmission Strip need to be considered. •Resulting outcome -need to reconfigure the 17 lots, improvements, and permanent access. Tract 5906 •On August 17, 2012, A-B Properties filed an application for Tentative Tract Map 5906, to resubdivide the 17 lots with new lot configurations, updated street circulation, and new ingress/egress locations. •City Council approved Tentative Map 5906 on May 15, 2013. •The term of the Tentative Map expires 8 years after its approval date, May 15, 2021, 5147 vs. 5906 •Ingress/egress to and from the east-west segment of future North Hills Parkway (Castlebrite Street) •Ingress/egress location to and from the north-south segment of future North Hills Parkway has moved northerly. •Right-of-way dedication for future North Hills Parkway reduced from 120’ to 100’. Tract Map Status •Final Tract Map has been reviewed by the City Engineer’s Office and is satisfied that it is technically accurate and in substantial conformance with the Tentative Tract Map. •Staff from Community Development and Public Works/Engineering has worked with Applicant’s consultant team to ensure compliance with the Conditions of Approval for Map approval and recordation. •The draft Subdivision Improvement Agreement stated a 20-year Completion Period for construction of all Tract 5906 improvements. Staff is recommending that this Completion Period be changed to 5- years to ensure the timely construction and development of Tract 5906. Staff Recommendation 1.Adopt Resolution approving Tract Map No. 5906. 2.Authorize the Mayor and the City Clerk to sign Tract Map No. 5906. 3.Authorize the City Manager to execute the Subdivision Improvement Agreement, subject to final language, and accept the provided sureties for all improvements as required by the Subdivision Improvement Agreement. 4.Authorize the City Clerk to record Tract Map No. 5906 in the Office of the Ventura County Recorder.
