MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 06/16/2021 Regular Meeting SUBJECT: Consider Appointments to the 2021/2022 Teen Council BACKGROUND On June 30, 2021, the current term for the Teen Council will expire. Recruitment for Teen Council applicants for the 2021/2022 Fiscal Year term opened on May 4 and closed on June 8, 2021, with a total of 25 applications received for consideration. One application was received from a student residing outside of the Moorpark City limits and outside the Moorpark Unified School District boundaries and therefore is ineligible to serve. The following are the names and grade levels of the 24 applicants who meet the requirements for Teen Council consideration consistent with City Council Policy 6.6. Additionally, consistent with Policy 6.6 §3, the Teen Council shall consist of no less than seven (7) and no more than fifteen (15) members, with a goal of having a minimum of one (1) representative from each grade level from 7th grade to 12th grade. In the event there are sixteen (16) applications, Policy 2.2 states that the Council may appoint sixteen (16) members if it determines doing so would help meet the goal of having at least one (1) representative from each grade level from 7th grade to 12th grade. Currently all representatives must be City of Moorpark residents and must be enrolled in school. Special attention should be given to ensure that all middle schools and high schools in Moorpark have some representation on the Teen Council. Representatives would typically be limited to not serving more than a total of three years on the Teen Council to allow more teens the opportunity to serve as a Teen Council representative. None of the current applicants have served more than two years on the Teen Council. The City Council’s adopted procedure for appointments (Policy 2.2 [10.]) in Resolution (2019-3851) is as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointments, the Mayor shall announce the names of all persons he/she intends to nominate, for the Teen Council. C. The Mayor shall then make a motion putting forth all the names to be approved for appointment to the Teen Council. D. A second shall be required. E. The Council shall vote on the one motion to appointment the Teen Council. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. STAFF RECOMMENDATION Make appointments to the Teen Council for a one-year term beginning July 1, 2021 and ending June 30, 2022. 179
