SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY
OF THE CITY OF MOORPARK
Moorpark, California December 2, 2020
A Regular Meeting of the City Council of the City of Moorpark and the Successor
Agency was held on December 2, 2020, in the Council Chambers of said City located at
799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon
by the City Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:38 p.m.
2. PLEDGE OF ALLEGIANCE:
Mayor Parvin led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Enegren, Mikos, Pollock, Simons, and
Mayor Parvin.

4. PROCLAMATIONS AND COMMENDATIONS:
A. Consider City Council Resolution Reciting the Fact of the General
Municipal Election Held on November 3, 2020, and Declaring the Election
Results and Such Other Matters as Required by Law. Staff
Recommendation: Adopt Resolution No. 2020-3974 (as revised to
incorporate the certified election results).
Ms. Spangler provided a supplemental staff report documenting the
results of the election, as received on December 2, 2020, from the
Ventura County Elections Division.

MOTION: Mayor Parvin moved and Councilmember Pollock seconded a motion
to adopt Resolution No. 2020-3974, reciting the Fact of the General Municipal
Election held on November 3, 2020, and declaring the election results and such
other matters as required by law. The motion carried by unanimous roll call vote.
B. Comments from Councilmember Roseann Mikos.
Councilmember Mikos made comments and thanked everyone for the
opportunity to have served the City of Moorpark for the last 20 years.
C. Comments from Councilmember Ken Simons.
Councilmember Simons made comments and thanked everyone for the
opportunity to have served the City of Moorpark for the last 4 years.
D. Presentations to outgoing Councilmembers Mikos and Simons.
Megan Brand, District Director for U.S. Congresswoman Julia Brownley,
presented Councilmember Mikos with a Certificate of Congressional
Record from the 116th Congressional Session, recognizing her community
service to the City of Moorpark.
State Senator Henry Stern, District 27 provided a recorded message in
honor of Councilmembers Mikos and Simons recognizing their service.
State Assemblywoman Jacqui Irwin thanked Councilmembers Mikos and
Simons for their leadership and dedicated service and presented
recognition certificates.
Supervisor Bob Huber representing Ventura County Board of Supervisors
District 4 presented Councilmembers Mikos and Simons with Certificates
of Recognition from the Ventura County Board of Supervisors for their
service.
Supervisor Linda Parks representing Ventura County Board of
Supervisors District 2 made comments on Councilmembers Mikos’ and
Simons’ years of service.
Thousand Oaks Councilmember Ed Jones spoke to thank
Councilmembers Mikos and Simons for their service.
Ventura County Community College District Board Chair and former
Moorpark City Councilmember Bernardo Perez thanked Councilmember
Mikos for her years of service to Moorpark College and the community.
Mr. Perez also thanked Councilmember Simons, and congratulated
Councilmember-elect Groff and Councilmember-elect Castro.

Captain Victor Fazio on behalf of Ventura County Sheriff Bill Ayub thanked
Councilmembers Mikos and Simons for their commitment to public safety
and their partnership.
Darren Kettle, Ventura County Transportation Commission (VCTC)
Executive Director, thanked Councilmember Mikos for her contributions to
the community and thanked Councilmember Simons for his service.
Mary Rees, Interim Vice President of Academic Affairs for Moorpark
College, thanked Councilmembers Dr. Mikos and Simons for their
commitment to service, Moorpark College and the community.
Former Moorpark City Councilmember Keith Millhouse thanked
Councilmember Mikos for her years of service to the City of Moorpark and
County of Ventura, thanked Councilmember Simons for his service on
VCTC and extended congratulations to incoming Councilmembers Groff
and Castro.
Former Moorpark City Manager Steven Kueny congratulated Mayor Parvin
on her re-election and the two new Councilmembers, Mr. Castro and
Mr. Groff, and extended thanks to Councilmember Mikos on her 20 years
of service to the City of Moorpark.
Moorpark Foundation for the Arts President Hugh Riley thanked
Councilmembers Mikos and Simons for their support of the High Street
Theater.
Knights of Columbus Moorpark Council 9969 Past Grand Knight John
Cleary thanked Councilmembers Mikos and Simons for their service to the
community.
Community Action of Ventura County Board Chair Vincent Stewart
thanked Councilmember Mikos for her service and accomplishments.
Kiwanis Club President Ute Van Dam thanked Councilmember Mikos for
her many years of service on the Moorpark City Council and thanked
Councilmember Simons his time on the Council, and for his decades of
service to the City through the Kiwanis Club of Moorpark the Boys and
Girls Club, and Moorpark Chamber of Commerce.
Kiwanis Club representative Mark Van Dam thanked Councilmember
Simons for his service on the Council, Kiwanis, Rotary, Veteran’s
Memorial events, and food collections at the Post Office, and thanked
Councilmember Mikos all for making a positive difference in the
community.

Linda Demyan, Moorpark resident, thanked Councilmember Simons for
his service, congratulated incoming Councilmembers Castro and Groff,
and commended Councilmember Mikos for her dedication to the
community.
Mary Ellen Consenza, Moorpark resident, congratulated incoming
Councilmembers Castro and Groff and thanked Councilmembers Simons
and Mikos for their service over the many years.
Dawn Mortara, Moorpark resident, thanked Councilmember Simons for his
service and thanked Councilmember Mikos for being active on City issues.
James Patterson, Moorpark resident, thanked Councilmember Mikos for
her years of service.
Economic Development Collaborative Ventura County President Bruce
Stenslie, recognized Councilmember Simons for his business leadership
and thanked Councilmember Mikos for her ten years of service on the
EDC-VC Board of Directors.
City Manager Brown presented a City Plaque and Certificate of
Recognition to outgoing Councilmembers Mikos and Simons and for their
contributions and support to the organization, to staff, and the community.
Mayor Parvin made remarks on Councilmember Mikos’ 20 years of
Council service and accomplishments as, the numerous positions she has
held with local and regional committees, development projects she has
been involved in, and her efforts to preserve open space in Moorpark.
She further commented on Councilmember Simons’ service and
committee involvement and efforts on the City’s Broadband Strategic Plan.

Antonio A. Castro and District 2 Councilmember-elect Daniel Groff.

Councilmember and thanked everyone for their collective trust.

Councilmember Groff thanked Councilmembers Simons and Mikos for
their dedicated service and thanked the Mayor Parvin and
Councilmembers his family and the citizens of Moorpark for their support.
G. City Clerk Administers Oath of Office to Mayor Janice S. Parvin.
City Clerk Ky Spangler administered the oath of office to Mayor Janice S.
Parvin.
H. Comments from Newly Seated Mayor.
Mayor Parvin thanked the voters for another term and the opportunity to
continue the focus on priorities including enhancing Moorpark’s quality of
life, protecting open space, increasing local jobs, and maintaining a
commitment to public safety and economic development.
I. Nomination and Selection of Mayor Pro Tempore.
MOTION: Councilmember Pollock moved and Mayor Parvin seconded the
motion to nominate Councilmember Enegren to serve as Mayor Pro Tempore.
The motion carried by unanimous roll call vote.
5. PUBLIC COMMENT:
Sharon Noel, Gabbert Road resident, spoke to request the Council consider
extending the notification distance for the Hitch Ranch project as an appeal as
the 1,000 feet radius does not reach very many people due to the sparce
population of the area.
6. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
CONSENSUS: It was the consensus to pull Consent Calendar Item s 10.B. and 10.C.
from the agenda for consideration at the December 16, 2020, City Council meeting
upon the request of the City Manager.
7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Pollock made comments about out-going Councilmembers
Mikos and Simons and extended remarks to incoming Councilmembers Groff
and Castro.
Councilmember Enegren made comments about Councilmembers Mikos and
Simons and extended remarks to the incoming Councilmembers.

Councilmember Groff announced the third annual Holiday on High Street drive-
thru event taking place from 5:00 p.m. to 7:00 p.m. on Saturday, December 5.
Mayor Parvin commented she is looking forward to working with the new Council.
Mayor Parvin announced Ventura County’s COVID-19 Mobile Testing Unit will be
at the Moorpark City Hall parking lot at 799 Moorpark Avenue on December 7
from 9:00 a.m. to 3:30 p.m. Testing is free and available to anyone who lives or
works in Ventura County with no pre-registration. Testing continues to be
available at Moorpark College and other locations throughout the County. Go to
VenturaCountyRecovers.org for more information.
Mayor Parvin announced registration is open for Breakfast with Santa that will be
held outdoors at the Peppertree Pavilion of Arroyo Vista Community Park with
five times to choose from on Saturday December 12 and two times on Sunday,
December 13. The fee is $12 per person. For more information or to register
call (805) 517-6300 or visit MoorparkCa.gov/Santa.
Mayor Parvin announced “Shop Moorpark, Win Moorpark!” through Sunday,
December 6. The City is giving away gift cards worth up to $100 at some of your
favorite Moorpark small businesses for shopping Moorpark. Shop at any
Moorpark store, drop off your receipts at collection boxes spread across the City,
and you’ll be entered to the raffle, up to ten entries. For more information, please

A. City Manager COVID-19 Update.
City Manager Brown provided a COVID-19 update stating Ventura County
reported 794 new cases today, bringing the total in the County to 20,987
with 807 cases are attributed to Moorpark.
Testing continues to be a priority in the County and Moorpark College saw
a dramatic increase in demand resulting in traffic impacts which the City
and County have been working collaboratively to address. Testing hours
have been expanded from 10:00 a.m. to 7:00 p.m. Monday-Friday to
seven days per week with no appointment needed, and the number of
lanes has been expanded from four to six.
Due to the rise in cases, Ventura County and 40 other counties reverted
back from the Red Tier to the Purple Tier and the number of cases has
continued to rise with the Governor considering a new Stay at Home
Order. For up-to-date data or information related to COVID-19 go to:

8. PUBLIC HEARINGS:
A. Consider Interim Urgency Ordinance to Extend the Existing Moratorium for
One Year on the Cultivation, Manufacturing, Testing, Storing, and Certain
Retail Sales of Industrial Hemp in the City of Moorpark, Declaring the
Urgency Thereof and the Immediate Effectiveness of the Ordinance
Pursuant to Government Code Section 65858, 36934 and 36937, and
Making a Determination of Exemption under the California Environmental
Quality Act. Staff Recommendation: 1) Conduct the public hearing on the
proposed one-year extension of the moratorium on industrial hemp uses;
and 2) Waive full reading and adopt Urgency Ordinance No. 486 as read
by title only. (REQUIRES A ROLL CALL VOTE AND A 4/5THS VOTE OF
THE CITY COUNCIL TO ADOPT)
Mr. Ennis gave the staff report.
Mayor Parvin opened the public hearing at 8:27 p.m.
Mardi Douglas, Moorpark resident, spoke to thank the Council for its
support and requested their continued support of this ban and of the
residents’ efforts in communicating local concerns to the Ventura County
Board of Supervisors.
The public hearing was closed at 8:32 p.m.
Mr. Ennis read the title of Ordinance No. 486.
AN INTERIM URGENCY ORDINANCE OF THE CITY OF
MOORPARK, CALIFORNIA, EXTENDING THE EXISTING
MORATORIUM FOR ONE YEAR ON THE CULTIVATION,
MANUFACTURING, TESTING, STORING, AND CERTAIN
RETAIL SALES OF INDUSTRIAL HEMP, DECLARING THE
URGENCY THEREOF AND THE IMMEDIATE
EFFECTIVENESS OF THIS ORDINANCE PURSUANT TO
GOVERNMENT CODE SECTIONS 65858, 36934 AND
36937, AND MAKING A DETERMINATION OF
EXEMPTION UNDER THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT
MOTION: Mayor Parvin moved and Councilmember Pollock seconded a motion
to waive full reading and adopt Urgency Ordinance No. 486 as read by title only,
extending the moratorium on hemp cultivation for one year. The motion carried
by unanimous roll call vote.

9. PRESENTATION/ACTION/DISCUSSION:
A. Consider City Council Standing and Ad Hoc Committee Appointments and
Other Assignments and Establish Appointment Protocols for the Santa
Monica Mountains Conservancy Advisory Committee. Staff
Recommendation: 1) Determine City Council Standing Committee, Ad Hoc
Committee appointments, and other assignments; and 2) Determine
representation parameters for service on the Santa Monica Mountains
Conservancy Advisory Committee and establish a two-year term to
coincide with appointments made by the City Council on other boards and
commissions.
Ms. Spangler gave the staff report.
Resident Roseann Mikos spoke to request consideration for appointment
as the City’s representative to the Santa Monica Mountains Conservancy
Advisory Committee to provide continuity of representation for the City on
the Committee.
OTHER ASSIGNMENTS – OUTSIDE APPOINTMENTS
Clean Power Alliance
CONSENSUS: It was the consensus of the City Council for Mayor Parvin
to remain as current Board Member and staff to continue to serve as the
alternate Board Member to the Clean Power Alliance.
Santa Monica Mountains Conservancy Advisory Committee
Discussion followed among the Council to consider opening the
appointment for a citizen recruitment, waiving the Council Policy, and
establishing a two-year term for the position.
MOTION: Mayor Parvin moved and Councilmember Enegren seconded a
motion to initiate a citizen recruitment and waive City Council Policy 2.2
requiring a 30-day recruitment, and establish a two-year term for the
position. The motion carried by roll call vote 4-1, with Councilmember
Pollock dissenting.
Ventura County Transportation Commission
MOTION: Mayor Parvin moved and Councilmember Castro seconded a
motion to appoint Councilmember Enegren to the Ventura County
Transportation Commission. The motion carried by a roll call vote of 4-0,
Councilmember Enegren recusing himself from the vote.

STANDING COMMITTEES
Community and Economic Development Committee
Discussion followed among the Council to consider the committee being
more involved in economic development efforts than in residential project
development, suggested appointment of Councilmember Groff based on
his business ownership background, and to also serve as the City’s
representative on the Economic Development Collaborative.
MOTION: Councilmember Pollock moved and Mayor Parvin seconded a
motion to appoint Councilmembers Enegren and Groff as members , and
Councilmember Pollock as alternate member, to the Community and
Economic Development Standing Committee, with Councilmember Groff
serving as the Economic Development Collaborative -Ventura County
representative for the City of Moorpark. The motion carried by unanimous
roll call vote.
Transportation and Public Works Committee
MOTION: Mayor Parvin moved and Councilmember Enegren seconded a
motion to appoint Councilmembers Enegren and Castro as members, and
Councilmember Groff as alternate member, to the Transportation and
Public Works Committee. The motion carried by unanimous roll call vote.
AD HOC COMMITTEES
Area Housing Authority of County of Ventura and Many Mansions for
Scattered Site Housing Project
MOTION: Mayor Parvin moved and Councilmember Pollock seconded a
motion to appoint Councilmembers Enegren and Castro to the Area
Housing Authority Ad Hoc Committee. The motion carried by unanimous
roll call vote.
Hitch Ranch Development Agreement
MOTION: Mayor Parvin moved and Councilmember Pollock seconded a
motion to appoint Councilmember Groff to serve on the Hitch Ranch
Development Agreement Ad Hoc Committee. The motion carried by
unanimous roll call vote.

Mansi High Street Proposal Ad Hoc Committee
MOTION: Mayor Parvin moved and Councilmember Groff seconded a
motion to appoint Councilmembers Enegren and Pollock to serve on the
Mansi High Street Proposal Ad Hoc Committee. The motion carried by
unanimous roll call vote.
B. Consider Agreement with Southern California Edison for Energy
Efficiency-Light Fixture Replacement Rate. Staff Recommendation:
Authorize the City Manager to sign the Schedule LS -1 Option E, Energy
Efficiency-Light Emitting Diode (LED) Fixture Replacement Rate
Agreement, subject to final language approval of the City Manager.
Mr. Kroes gave the staff report.

MOTION: Mayor Parvin moved and Councilmember Enegren seconded a
motion to authorize the City Manager to sign the Schedule LS -1 Option E,
Energy Efficiency-Light Emitting Diode (LED) Fixture Replacement Rate
Agreement, subject to final language approval of the City Manager. The motion
carried by unanimous roll call vote.
10. CONSENT CALENDAR:
MOTION: Councilmember Pollock moved and Councilmember Groff seconded a
motion to approve the Consent Calendar with the exception of Items 10.B. and 10.C.
which were pulled from the Consent Calendar for future consideration at the request of
staff. The motion carried by unanimous roll call vote.
A. Consider Warrant Register for Fiscal Year 2020/21 – December 2, 2020.
Staff Recommendation: Approve the warrant register.
D. Consider Authorization to Participate in the Self -Generation Incentive
Program and Authorize Agreements with Tesla, Inc. for the Installation of
Battery Backup System at the Police Services Center . Staff
Recommendation: Authorize City Manager to enter into contracts with
Tesla, Inc. for acquisition and installation of battery backup system at the
Police Services Center, and authorization to transfer SGIP incentive to
Tesla, Inc. for payment of the system.
E. Consider Agreement with Riggs & Riggs, Inc. for Property Appraisal
Services and Resolution Amending the Fiscal Year 2020/21 Budget for
Services. Staff Recommendation: 1) Approve Agreement with Riggs &
Riggs, Inc., for property appraisal services; and authorize the City
Manager to sign the Agreement, subject to final language approval of the
City Manager; and 2) Adopt Resolution No. 2020-3975 amending the

Fiscal Year 2020/21 Budget for real estate appraisal services. ROLL CALL
VOTE REQUIRED
F. Consider Resolution Approving and Certifying City of Moorpark Public
Transit Agency Safety Plan (PTASP). Staff Recommendation: Adopt
Resolution No. 2020-3976 Adopting and Certifying the City of Moorpark
Public Transportation Agency Safety Plan.
G. Consider Amendment No. 1 to Cooperative Agreement with the Ventura
County Transportation Commission for Administration of Funds from the
Proposition 1B Public Transportation Modernization, Improvement and
Service Enhancement Account. Staff Recommendation: Approve
Amendment No. 1 to the Ventura County Transportation Commission
Cooperative Agreement subject to final language approval by the City
Manager and authorize the Mayor to sign the amendment.
The following items were pulled for future consideration at the December 16, 2020,
Regular City Council/Successor Agency meeting.
B. (SUCCESSOR AGENCY) Consider Resolution Approving Exclusive
Negotiating Agreement with Quail Capital Investments, LLC for 15404
Princeton Avenue (APN 513-0-024-105, -135). Staff Recommendation:
Adopt Resolution No. SA-2020-___, approving Exclusive Negotiating
Agreement with Quail Capital Investments, LLC subject to final language
approval of the Executive Director, and authorize Executive Director to
execute the agreement. (Staff: Jessica Sandifer)
C. (SUCCESSOR AGENCY) Consider Resolution Approving Exclusive
Negotiating Agreement with Tom Lindstrom RV, Inc. for 500 Los Angeles
Avenue (APN 506-0-050-080). Staff Recommendation: Adopt Resolution
No. SA-2020- ___, approving Exclusive Negotiating Agreement with Tom
Lindstrom RV, Inc., subject to final language approval of the Executive
Director, and authorize Executive Director to execute the agreement.
