SUBJECT: Consider Resolution to Adopt a Project List to be Funded by Senate
Bill 1 (SB 1): The Road Repair and Accountability Act of 2017
BACKGROUND/DISCUSSION
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), the Road Repair and
Accountability Act of 2017, into law which will nearly double the amount of revenue cities
and counties will receive from the state for local street maintenance and rehabilitation needs.
On September 16, 2017, the Governor signed Assembly Bill 135 (AB 135) cleanup
legislation for SB 1. In the part of the statute relevant to this staff report, the law was changed
to simplify the process by which cities and counties could approve SB 1 project lists. Cities
only need to adopt project lists at a regularly scheduled meeting by resolution and not adopt
the list as a budget amendment.
The California Transportation Commission (CTC) provided guidance to cities and counties
that requires project lists to be submitted that include, at a minimum: a description and
location of projects to be funded by SB 1 revenues; schedule; and useful life of the work.
The CTC does not approve city and county lists but rather tracks and reports on the program.
Cities can revise the lists as desired. The City’s projected SB 1 funding for Cycle 5 is
$696,911, to be distributed in Fiscal Year (FY) 2021/22. To ensure that the City receives
FY 2021/22 funding, the list must be sent to the CTC by July 1, 2021. The proposed projects
are described below and reflected within the draft resolution, attached. The City will be
required to submit a completed and in-progress expenditure report each year in December.
Staff is proposing two new projects for FY 2021/22 and the expansion of a previously
submitted project from Cycle 4 (FY 2020/21).
The first new project will be for $476,911 for a slurry seal project of a number of streets
throughout the City generally described as being residential streets off of Mountain Meadow
Drive and Walnut Creek Road, south of Tierra Rejada Road and residential streets off of
Peach Hill Road, north of Tierra Rejada Road and west of Spring Road. It should be noted
that staff anticipates using additional Local Transportation Development Act (TDA) Article

8a Fund (2412) revenues to also fund the slurry seal project. This project will be
incorporated in a new capital improvement program project to be presented to City Council
in FY 2021/22.
The second new project will be for $120,000 of Cycle 5 funds to be used to fund a citywide
pavement management program. The City will contract with a consulting firm that will
evaluate the City’s streets and provide a pavement condition index (PCI) score for all City
streets. The PCI score will then guide the City in determining the level of repairs that
streets require as well as the priority of City streets for maintenance. The ultimate goal
will be to develop an overall timeline for paving projects throughout the City (identifying
the streets and years that maintenance will take place).
Staff also proposes requesting $100,000 of Cycle 5 funds be used for preconstruction
(design, surveying, and geotechnical services) as well as construction of sidewalk and
resurfacing of Arroyo Drive from Collins Drive to the Simi Valley city limit. Cycle 4’s
funding request included $500,000 to go towards construction of sidewalk and resurfacing
of Arroyo Drive from the western limit of the Villa Del Arroyo Mobile Home Park to the
Simi Valley city limit. Staff has received guidance from CTC staff that the term
“construction” is not interpreted to include preconstruction activities such as project
design. By establishing preconstruction activities, the City will be able to use not only
Cycle 5 SB 1 funds for preconstruction activities, but also any previous SB 1 allocations
that remain after completion of the respective projects. Staff is also including language
in the resolution that encompasses potential railroad design improvements and “complete
streets” such as storm drain improvements. The updated language expands the eligibility
of SB 1 funding for the project as the City moves forward with design and construction of
the project.
As with prior SB 1 revenues, funding will be received on a monthly basis beginning in
FY 2021/22. It should be noted that actual revenue received may be different from the
amount of revenue requested as revenues are contingent upon tax receipts.
FISCAL IMPACT
Staff anticipates that approximately $696,911 of new funding will be made available to the
City in this fifth program year/cycle.
COUNCIL GOAL COMPLIANCE
While the proposed pavement management program and slurry seal project is not
consistent with a specific City Council Goal, approval of the funds for preconstruction and
construction of the sidewalk on Arroyo Drive is consistent with City Council Goal 2,
Objective 15 (2.15): “Improve Arroyo Drive, including complete design and construction
of sidewalk on south side of Arroyo Drive east of the train tracks to Simi Valley city limit
line; and complete conceptual design of pedestrian improvements between Collins Drive
and train tracks.”

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ADOPTING A PROJECT LIST
FOR FISCAL YEAR 2021/22 TO BE FUNDED BY SB 1: THE
ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the
Governor on April 28, 2017, in order to address significant multi-modal transportation
funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of the City of Moorpark are aware of the projects proposed for
funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City of Moorpark (City) must include a list of all projects proposed
to receive funding from the Road Maintenance and Rehabilitation Account (RMRA),
created by SB 1, which must include a description and the location of each proposed
project, a proposed schedule for the project’s completion, and the estimated useful life of
the improvement; and
WHEREAS, the City will receive an estimated $696,911 in RMRA funding from
Cycle 5, Fiscal Year 2021/22; and
WHEREAS, this is the fifth year in which the City will receive SB 1 funding and will
enable the City to continue essential road maintenance and rehabilitation projects, safety
improvements, repairing and replacing aging bridges, and increasing access and mobility
options for the traveling public that would not have otherwise been possible without SB
1; and
WHEREAS, funding from SB 1 will help the City maintain and rehabilitate streets
in the City this year and into the future; and
WHEREAS, the 2018 California Statewide Local Streets and Roads Needs
Assessment found that California’s streets and roads are in “at-risk” condition and this
revenue will help increase the overall quality of our road system and over the next decade
will bring our streets and roads into a “good” condition; and
WHEREAS, without revenue from SB 1, the City would have otherwise postponed
street projects; and
WHEREAS, modernizing the local street and road system provides well-paying
construction jobs and boosts local economies; and

WHEREAS, the local street and road system is also critical for farm-to-market
needs, interconnectivity, multimodal needs, and commerce; and
WHEREAS, police, fire, and emergency medical services all need safe, reliable
roads to react quickly to emergency calls and a few minutes of delay can be a matter of
life and death; and
WHEREAS, maintaining and preserving the local street and road system in good
condition will reduce drive times and traffic congestion, improve bicycle safety, and make
the pedestrian experience safer and more appealing, which leads to reduce vehicle
emissions helping the State achieve its air quality and greenhouse gas emissions
reductions goals; and
WHEREAS, restoring roads before they fail also reduces construction time which
results in less air pollution from heavy equipment and less water pollution from site run-
off; and
WHEREAS, the SB 1 project list and overall investment in our local streets and
roads infrastructure with a focus on basic maintenance and safety, will have significant
positive co-benefits statewide.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct.
SECTION 2. The following list of newly proposed projects will be funded in-part
or solely with Fiscal Year 2021/22 (Cycle 5) Road Maintenance and Rehabilitation
Account revenues:
Project Title: Project 2021-002 (Pavement Maintenance)
Description: General maintenance including but not limited to pavement
maintenance and repairs and repairs to adjacent facilities due to the work.
Location: Various sections in the City including residential streets off of Mountain
Meadow Drive and Walnut Creek Road, south of Tierra Rejada Road and
residential streets off of Peach Hill Road north of Tierra Rejada Road and west of
Spring Road.
Estimated Project Schedule: Start (08/2021), Completion (06/2022)
Estimated Project Useful Life: 7 years

Project Title: Project 2021-003 (Pavement Management Program)
Project Description: Establish a citywide pavement condition index (PCI). The PCI
shall be used to guide the City in determining the level of repairs that streets require
as well as the priority of City streets for maintenance.
Project Location: Citywide study of all public streets.
Estimated Project Schedule: Start (09/2021), Completion (03/2022)
Estimated Project Useful Life: 5 years
SECTION 3. The following previously proposed and adopted projects may also
utilize Fiscal Year 2021/22 Road Maintenance and Rehabilitation Account revenues in
their delivery. With the relisting and amending of this project in the adopted fiscal year
resolution, the City is reaffirming to the public and the State of our intent to fund this
project with Road Maintenance and Rehabilitation Account revenues:
Project Title: Project 2021-001 (Arroyo Drive Improvements)
Description: Preconstruction and Construction activities related to resurfacing of
Arroyo Drive from the Simi Valley city limit to the Collins Drive. Expands the
original Project 2021-001 that originally called for construction activities related to
resurfacing Arroyo Drive from the Simi Valley city limit to the Villa Del Arroyo Mobile
Home Park and expands the activities to also include complete streets
components of pedestrian and bicycle safety, as well as drainage and stormwater
capture. Investigation of traffic control devices and railroad crossing improvements
will also be included. Preconstruction and construction activities are included.
Project Location: Arroyo Drive, east of Collins Drive to Simi Valley city limit.
Estimated Project Schedule: Preconstruction (Start 07/2021), Completion
(06/2022). Construction (Start 10/2022), Completion (06/2023).
Estimated Project Useful Life: 30 years
SECTION 4. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
