MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jessica Sandifer, Community Services Manager DATE: 06/16/2021 Regular Meeting SUBJECT: Consider Resolution Accepting Bridging the Digital Divide Grant for Moorpark City Library BACKGROUND The California State Library was granted $1.6 million in emergency COVID-19 recovery funds in order to supply Wi-Fi hotspots and Chromebooks to community libraries through the “Bridging the Digital Divide” program. The Southern California Library Cooperative (SCLC) was granted a portion of these funds to be distributed to their member libraries, of which the Moorpark City Library is one. DISCUSSION The Moorpark City Library has been notified by SCLC that it is eligible for $7,000 in funding to be used to purchase Chromebooks or hotspots for the Library. Staff has determined that the purchase of Chromebooks would be most advantageous for Library patrons. We have elected to not purchase the hotspots at this time due to the on-going data costs associated with the hotspots once the grant funding is spent. The Chromebooks will be purchased by the City and reimbursed by SCLC with the grant funds. The Chromebooks will be available for checkout and use by library patrons while they are in the Library. We expect to receive between 10 and 12 Chromebooks depending on the final pricing quote from the City’s computer vendor. While there is no formal application for the grant funding it is important that the City Council authorize acceptance of the grant since the Chromebooks become an asset of the City of Moorpark and the City will be responsible for maintenance of hardware and software associated with the Chromebooks. The grant funded Chromebooks will allow us to reduce the number of desktop public computer stations in the Library without compromising access to public computers for our patrons. The reduction in desktop Item: 10.M. 526 Honorable City Council 06/16/2021 Regular Meeting Page 2 public computers will save the City $6,000 on the public computer upgrade project at the Library since we will not need to replace six of the desktop computers. Currently, there are 18 public desktop computers at the Library, which will reduce to 12 desktop public computers. The Chromebooks will provide 11 public computers for use, which will be a net gain of five public use computers available for Library patrons. The reduction of the six desktop computers will also free up funding in the budget for any associated maintenance costs. FISCAL IMPACT As noted, the Grant will pay for the cost to purchase the Chromebooks and administrative licensing console up to $7,000. There will be minimal maintenance costs associated with the Chromebooks that will need to be covered with the library technology budget. With the reduction in public desktop computers, there is sufficient funding in the budget to cover any minor maintenance costs that arise. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. Attachment: Draft Resolution No. 2021-____ 527 RESOLUTION NO. 2021-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING ACCEPTANCE OF THE BRIDGING THE DIGITAL DIVIDE GRANT FROM THE SOUTHERN CALIFORNIA LIBRARY COOPERATIVE WHEREAS, the State of California allocated $1.6 million in emergency COVID-19 Recovery Funds to the California State Library to help connect communities by increasing access to digital resources such as Chromebooks and Wi-Fi hotspots; and WHEREAS, the Southern California Library Cooperative (SCLC) was granted funding to supply to its member agencies, of which the City of Moorpark is one; and WHEREAS, SCLC has notified the City that they are eligible for $7,000 in grant funds; and WHEREAS, the City is electing to purchase Chromebook computers for public computer use at the Moorpark City Library; and WHEREA, the City Council is being requested to accept the $7,000 grant and authorize staff to purchase the required Chromebooks and associated software on a reimbursement basis. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Accepts the Bridging the Digital Divide Grant from the Southern California Library Cooperative. SECTION 2. Authorizes staff to purchase the Chromebooks and associated software on a reimbursement basis. SECTION 3. Designate the City Manager or his designee as the authorized signor for any granted related documents and forms. SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
