OF THE CITY OF MOORPARK
Moorpark, California February 17, 2021
A Regular Meeting of the City Council of the City of Moorpark and the Successor
Agency was held on February 17, 2021, in the Council Chambers of said City located at
799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon
by the City Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:35 p.m.
2. PLEDGE OF ALLEGIANCE:
Captain Victor Fazio, Ventura County Sheriff's Office, led the Pledge of
Allegiance.

CONSENSUS: It was the consensus to pull Consent Calendar Item 1 0.G. for further
discussion upon the request of Councilmember Pollock.

7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Enegren reported on February 5 he attended the Ventura
County Transportation Commission (VCTC) meeting and reported on
Commission appointments made and approval of a consulting agreement to
examine current operations and make recommendations.
Councilmember Enegren reported on February 6 he attended a meeting of the
Ventura County Animal Services Commission and stated the County is
performing a Needs Assessment to define the scope for the proposal for a new
animal shelter.
Councilmember Enegren reported on February 10 he attended a meeting of the
Administration, Finance and Public Safety Standing Committee where the
committee reviewed proposals submitted by redistricting consultants.
Councilmember Groff reported on February 16 he participated in the first Holiday
on High Street planning meeting noting this year's event is scheduled for
December 4, 2021.
Councilmember Groff reported he participated in a meeting with State
Assemblymember Jacqui Irwin.
Councilmember Castro reported on February 12 he met with Ventura County
Sheriff's Captain Victor Fazio.
Councilmember Pollock reported on February 16 he attended the Southern
California Association of Governments (SCAG) Legislative Committee meeting
with Assemblymember Aguiar-Curry who is reintroducing Assembly
Constitutional Amendment 1 (ACA 1) which would give counties and cities the
same voter threshold of 55% that school districts have to pass bond funding; and
Senate Bill 4 and Assembly Bill 14 that seek to expand broadband access across
the, state and Senate Bill 44 which is and California Environmental Quality Act
(CEQA) streamlined judicial review.
Mayor Parvin announced the General Plan Advisory Committee (GPAC) will be
meeting on February 25 at 6:30 p.m. to kick-off a series of citywide discussions
on land use and evaluate opportunity areas where changes could occur and
begins the first in a series of meetings on land use, opportunity areas and
housing. A GPAC Community Workshop is scheduled on March 18 at 6:30 p.m.

Mayor Parvin announced registration is open for Spring classes at Arroyo Vista
Recreation Center. For information or to register, visit

Mayor Parvin announced a New Library design meeting on February 24 from
6:00 p.m. to 8:00 p.m.
Mayor Parvin reported on February 4 she attended a Clean Power Alliance
Board meeting where its reserve policy and diversification of its energy portfolio
were discussed.
Mayor Parvin reported on February 9 she attended a Boys & Girls Club
governance meeting.
Mayor Parvin reported on February 10 and 17 she participated in the weekly
County elected official's COVID-19 meeting.
A. City Manager COVID-19 Update.
Mr. Brown reports as of February 16, Ventura County has reported 1,046
new COVID-19 cases, 176 hospitalizations with 39 in the Intensive Care
Unit, and 19 new deaths. Moorpark currently has 2,598 cases of COVID-
19, which represents 3.4% of the County's total cases. The County's
adjusted case rate has decreased from 41.1 cases last week to 26.2
cases this week and must drop below an adjusted case rate of 7 per
100,000 in population in order to move from the Purple to the Red Tier.
Vaccinations are now available for those 65 years and older, in addition to
healthcare workers and long-term care residents. If you are in the eligible
vaccination group phase, register at vcrecovers.org. Transportation to
vaccination sites for older adults can be scheduled by calling (805) 477-
7300.
The Economic Development Collaborative is offering free webinars to
businesses related to financial assistance, grants, marketing, and social
media this month, as well as mental health resources for business owners.

A second round of business assistance grants will be announced by the
County next month and will offer $5,000 grants to eligible businesses who
opened any time prior to 2021. Subscribe to the City's M-Powered e-
newsletter to receive the latest news about this program.
As of February 8, nearly all City employees have returned to the office
after working remotely for four weeks due a COVID outbreak, and the City
will continue to comply with strict health and safety protocols in the
workplace.

9. PRESENTATION/ACTION/DISCUSSION:
February 17, 2021
A. Consider Resolution Amending the Classification Plan and Rescinding
Resolution No. 2020-3966, and Resolution Amending the Salary Plan for
Non-Competitive Service and Competitive Service Employees and
Rescinding Resolution No. 2020-3967. Staff Recommendation: 1) Adopt
Resolution No. 2021-3992 amending the Classification Plan and
rescinding Resolution No. 2020-3966; and 2) Adopt Resolution
No. 2021-3993, amending the Salary Plan for Non-Competitive Service
and Competitive Service Employees and rescinding Resolution
No. 2020-3967. (ROLL CALL VOTE REQUIRED)
Mr. Gagajena gave the staff report.

MOTION: Mayor Parvin moved and Councilmember Pollock seconded a motion
to adopt Resolution No. 2021-3992 rescinding Resolution No. 2020-3966, and
adopt Resolution No. 2021-3993 rescinding Resolution No. 2020-3967. The
motion carried by unanimous roll call vote.
B. Consider Resolution Authorizing Mid-Year Amendments to Fiscal Year
2020/21 Budget. Staff Recommendation: Adopt Resolution No. 2021-3994
amending the fiscal year 2020/21 budget as noted in Exhibits "A", "B", "C"
and "D" to the attached resolution. (ROLL CALL VOTE REQUIRED)
Mr. Borhani gave the staff report.

MOTION: Councilmember Pollock moved and Councilmember Groff seconded a
motion to adopt Resolution No. 2021-3994 amending the fiscal year 2020/21
budget. The motion carried by unanimous roll call vote.
10. CONSENT CALENDAR:
MOTION: Councilmember Enegren moved and Councilmember Castro seconded a
motion to approve the Consent Calendar with the exception of Item 1 0.G. which was
pulled from the Consent Calendar at the request of staff. The motion carried by
unanimous roll call vote.

A. Consider Warrant Register for Fiscal Year 2020/21 -February 17, 2021.
Staff Recommendation: Approve the warrant register.
B. Consider Minutes of Regular City Council/Successor Agency Meeting of
October 2, 2019. Staff Recommendation: Approve the minutes.
C. Consider Minutes of Regular City Council/Successor Agency Meeting of
January 15, 2020. Staff Recommendation: Approve the minutes.
D. Consider Minutes of Special City Council/Successor Agency Meeting of
May 27, 2020. Staff Recommendation: Approve the minutes.
E. Consider Amendment No. 2 to Agreement with Bernard D. Clarke, OBA
Backflow Prevention Device Tester for Backflow Device Repairs. Staff
Recommendation: Approve Amendment No. 2 with Bernard D. Clarke, OBA
Backflow Prevention Device Tester; and authorize City Manager to execute
the Amendment, subject to final language approval of the City Manager.
F. Consider Revisions to Policy for Display of Banners on City-owned
Streetlight Poles within the City of Moorpark. Staff Recommendation:
Approve revisions to City Council Policies Resolution as detailed in the staff
report and direct the City Clerk to incorporate the revisions into the next City
Council Policies update.
H. Consider Resolution Authorizing the Use of Electronic Signatures as
Allowed by State Law. Staff Recommendation: Adopt Resolution
No. 2021-3995 authorizing the use of electronic signatures on certain City
documents such as City Agreements and other documents as allowed by
State law.
The following item was pulled for individual consideration:
G. Consider Resolution Exonerating Monument Bonds for K. Hovnanian at
Meridian Hills, LLC -Tracts 5405, 5187-1 and 5187-2. Staff
Recommendation: 1) Adopt Resolution No. 2021-3996, exonerating
Monumentation Bond Numbers SNO4002555, SNO4002554, and
SNO4002553; and 2) Authorize the City Clerk to exonerate the Bonds as
shown in the agenda report and draft resolution.
MOTION: Mayor Parvin moved and Councilmember Groff seconded a motion to
adopt Resolution No. 2021-3996 exonerating Monumentation Bond Numbers
SNO4002555, SNO4002554, and SNO4002553; and directing the City Clerk to
exonerate the bonds. The motion carried by roll call vote of 4-0 with
Councilmember Pollock abstaining.

11. ORDINANCES: (ROLL CALL VOTE REQUIRED)
A. Consider Ordinance No. 487 Amending Chapter 17.20 (Uses by Zone) of
Title 17 (Zoning) of the Moorpark Municipal Code to Prohibit the
Cultivation of Industrial Hemp Within the City Limits, and Making a
Determination of Exemption from the California Environmental Quality Act.
Staff Recommendation: Waive full reading, declare Ordinance No. 487
read for the second time, and adopted as read. (ROLL CALL VOTE
REQUIRED)
Mr. Ennis read the title of Ordinance No. 487.
AN ORDINANCE OF THE CITY OF MOORPARK,
CALIFORNIA, AMENDING CHAPTER 17.20 (USES BY
ZONE) OF TITLE 17 (ZONING) OF THE MOORPARK
MUNICIPAL CODE TO PROHIBIT CULTIVATION OF
INDUSTRIAL HEMP WITHIN CITY LIMITS, AND MAKING A
DETERMINATION OF EXEMPTION FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT
MOTION: Mayor Parvin moved and Councilmember Enegren seconded a
motion to adopt Ordinance No. 487. The motion carried by unanimous roll call
vote.
B. Consider Ordinance No. 488 Amending Chapter 12.16 (Parks and Open
Space) of Title 12 (Streets, Sidewalks and Public Places) of the Moorpark
Municipal Code to Change the Title of Chapter 12.16 to "Parks, Open
Space and Civic Center" and add New Section 12.16.230 to Close the
Civic Center Grounds During Certain Nighttime Hours, and Making a
Determination of Exemption from the California Environmental Quality Act.
Staff Recommendation: Waive full reading, declare Ordinance No. 488
read for the second time, and adopted as read. (ROLL CALL VOTE
REQUIRED)

MOTION: Councilmember Pollock moved and Councilmember Grofff seconded
a motion to adopt Ordinance No. 488. The motion carried by unanimous roll call
vote.
12 . CLOSED SESSION:
Mr. Brown requested the Council go into closed session for discussion of Item
12.A. on the agenda. The time was 7: 19 p.m .

Pursuant to Government Code Section 54957(b)(1)
Title: City Manager
Present in closed session were Councilmembers Castro, Enegren, Groff, Pollock,
and Mayor Parvin; and Troy Brown, City Manager .
The Council reconvened into open session at 7:45 p.m. Mr. Brown stated Item
12.A. was discussed and there was no action to report.
13. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 7:45 p.m.
