MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: PJ Gagajena, Assistant City Manager DATE: 07/07/2021 Regular Meeting SUBJECT: Consider Resolution Amending the Classification Plan Adding the Positions of Economic Development Manager and Recreation Program Specialist, Revising the Job Title of Senior Information Systems Analyst, and Rescinding Resolution No. 2020-3992; and Resolution Amending the Salary Plan for Non-Competitive Service and Competitive Service Employees Adding a 2% Cost-of-Living Adjustment, and Rescinding Resolution No. 2020-3993 BACKGROUND/DISCUSSION The new job classifications of Economic Development Manager and Recreation Program Specialist are proposed to be added to the Classification and Salary Plans. The Economic Development Manager position has been approved for funding in Fiscal Year 2021/22 to oversee the City’s economic development programs. This position is identified as a City Council Goal for Fiscal Years 2021/22 and 2022/23, and represents the City’s commitment to economic development and long-term economic sustainability. While the City always had a focus on economic development, specific positions on economic development were lost during the last recession caused by the housing crisis of 2009. The City’s departments have taken on various economic development responsibilities since that time, and this position is intended to coordinate those efforts and implement a focused strategy on business retention, growth, and attraction. The Recreation Program Specialist position is commonly used in parks departments and districts to provide entry-level administration of recreation and community service programs in comparison to the higher-level Recreation Coordinator classification series. If this position is filled, it will be funded by another vacant budgeted position in the Parks, Recreation and Community Services Department. Since Recreation Program Specialist is a new Competitive Service position, the Service Employees International Union Local 721 reviewed and approved the proposed job description and salary range for the position. Item: 9.D. 247 Honorable City Council 07/07/2021 Regular Meeting Page 2 The job title of “Senior Information Systems Analyst” is also being revised to “Senior Information Systems Administrator” to accurately reflect the higher-level job functions of the position and distinguish it from the lower-level Information Systems Administrator position. The Senior Information Systems Analyst position currently exists in the Classification and Salary Plans, and is currently occupied. It is not a new position and there is no change to the salary range. Only the job title is proposed to be changed. There is also a minor edit of changing “Information Systems Analyst” to “Information Systems Administrator” as a reference in the Information Systems Technician I/II job description when this was adopted by the City Council on February 15, 2017, under Resolution No. 2017-3578 of the revised Classification Plan. The position of “Information Systems Analyst” no longer exists. The Salary Plan is proposed to be amended to include the two percent (2%) cost-of- living adjustment for all Competitive Service and Non-Competitive Service employees, effective with the first full pay period commencing on or after July 1, 2021. This salary adjustment for Competitive Service employees was approved by the City Council on June 16, 2021, when they adopted the new two-year Memorandum of Understanding with the Service Employees International Union Local 721 for Fiscal Years 2021/22 and 2022/23. Section 6 of the Management Benefits Resolution makes Non-Competitive Service employees eligible for the same cost-of-living adjustments granted to Competitive Service employees subject to adoption of the Salary Plan by the City Council. The Salary Plan amendment also includes the same two percent (2%) cost-of- living adjustment for the City Manager subject to the City Council’s approval of Amendment No. 4 to the City Manager’s Employment Agreement. GOVERNMENT CODE SECTION 54953(c)(3) ANNOUNCEMENT Consistent with Section 54953(c)(3) of the Government Code, the Mayor, Mayor Pro Tempore, or other presiding officer shall orally report a summary of a recommendation for a final action on the salaries, salary schedules, or compensation paid in the form of fringe benefits of a local agency executive, as defined in Section 3511.1(d) of the Government Code, during the open regular meeting in which the final action is to be taken and prior to the motion to approve. Department Heads and Management Employees are considered local agency executives per the State law definition (which includes a chief executive officer, a deputy and assistant chief executive officer, a department head, and a position held by an employment contract), therefore an oral report is required. The City’s Salary Plan is proposed to be amended to add a two percent (2%) cost-of- living adjustment to all Non-Competitive Service employees, including the City Manager, and is proposed to be effective with the first full pay period commencing on or after July 1, 2021. The estimated costs for this Fiscal Year 2021/22 is approximately $79,429 for Non-Competitive Service employees and $4,472 for the City Manager. The City Manager, Department Heads and Management Employees are employed pursuant to employment agreements that contain standard employment terms covering fringe 248 Honorable City Council 07/07/2021 Regular Meeting Page 3 benefits that include medical, health, retirement, life insurance, leave time, and other benefits as provided in the Management Benefits Resolution. FISCAL IMPACT The new job classification of Economic Development Manager is already included in the Fiscal Year 2021/22 budget and is funded for six months at a cost of $88,200 at Salary Range 71. If the Recreation Program Specialist is filled, it will be funded by replacing it with another budgeted vacant position. It is assigned to Salary Range 39 with a minimum salary of $41,454.00 and maximum salary of $55,764.80. The overall estimated fiscal impact of adding the two percent (2%) cost-of-living adjustment to the Salary Plan for all employees is approximately $130,106. Of this total cost, approximately $79,429 is for Non-Competitive Service (local agency executive) positions, $46,205 is for Competitive Service positions, and $4,472 is for the City Manager. This will be included in Mid-Year for the Fiscal Year 2021/22 adopted budget. COUNCIL GOAL COMPLIANCE Part of this action is consistent with City Council Strategy 3 - Economic Development; Goal 3 - Place an Emphasis on Economic Development with a Focus on Historic High Street to Enhance a Destination and Sense of Community; and Objective 4 - Allocate resources to hire economic development position (3.3.4) by adding the position of Economic Development Manager in the Classification and Salary Plans. The other remaining changes to the Classification and Salary Plans do not support a current strategic directive. STAFF RECOMMENDATION (ROLL CALL VOTE REQUIRED) Prior to a motion to adopt the revised Salary Plan Resolution, the Mayor shall make an oral summary report for compliance with Section 54953(c)(3) of the Government Code as follows: “Staff is recommending the City Council approve a revised Salary Plan Resolution that includes increasing the salary ranges for all Non-Competitive Service employees by adding a cost-of-living adjustment of two percent (2%) effective with the first full pay period commencing on or after July 1, 2021. The estimated total annual cost of the proposed two percent (2%) cost-of-living increase for this fiscal year is $79,429 for all Non-Competitive Service employees and $4,472 for the City Manager. All Non-Competitive Service employee positions are consistent with the local agency executive definition in Section 3511.1(d) of the Government Code.” 1. The final adopted Classification Plan resolution will include all City job descriptions and will be available on the City’s website. 250 RESOLUTION NO. 2021-3992 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING A REVISED CLASSIFICATION PLAN AND JOB DESCRIPTIONS FOR NON- COMPETITIVE, AND COMPETITIVE SERVICE, AND HOURLY EMPLOYEES AND RESCINDING RESOLUTION NO. 2020- 39662021-3992 WHEREAS, the City Council adopted Resolution No. 2020-39662021-3992 on November 4, 2020February 17, 2021, establishing a revised classification plan and job descriptions for Non-Competitive and Competitive Service employees; and WHEREAS, at the regular meeting on February 17July 7, 2021, the City Council has determined that the City’s Classification Plan should be amended to add the new job classifications of Purchasing AnalystEconomic Development Manager and Recreation Program Specialist; and change the job title of Senior Information Systems Analyst to Senior Information Systems Administrator; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The job description attached as Exhibit A to this resolution is hereby adopted into the City’s Classification Plan. SECTION 2. The City Manager shall have the authority to make temporary additions or deletions to the Classification Plan in the interest of efficient and effective administration of the Plan. Such alterations shall not become an approved part of the Plan until adoption by City Council resolution. SECTION 3. For all Classification Plan job descriptions which contain a reference to City, City of Moorpark, or City Council, such reference may also include responsibility for other governmental public agencies for which the Moorpark City Council serves as the governing body or has entered into a joint exercise of powers agreement, including but not limited to the Successor Agency of the Redevelopment Agency of the City of Moorpark, Successor Housing Agency of the Redevelopment Agency of the City of Moorpark, Moorpark Public Financing Authority, Industrial Development Authority of the City of Moorpark, and Moorpark Watershed, Parks, Recreation, and Conservation Authority. DEFINITION To direct, manage, supervise, and coordinate the activities and operations of economic development projects and programs and to supervise, assign and review the work of assigned staff responsible for economic development; responsible for City programs and activities to attract, retain, and grow businesses within the City and to market these programs; reviews and develops economic development policies to strengthen the City’s economy; evaluate potential options for disposition and revenue generation of certain City properties for economic development purposes. This position is overtime exempt. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the City Manager or Department Head as assigned by the City Manager. Exercises direct and primary supervision over professional, technical and clerical staff. ESSENTIAL FUNCTION STATEMENTS--Essential duties may include, but are not limited to, the following: Essential Functions: 1.Plan, organize, implement, and lead economic development programs and projects. 2.Provide responsible staff assistance and support to the City Manager or Department Head as assigned by the City Manager. 3.Recommend and assist in the preparation and implementation of City goals and objectives in areas of economic development and implement approved activities. 4.Prepare and monitor development agreements and assist with property acquisition actions of City as assigned; establish schedules for development performance and other provisions of disposition and development agreements with private developers for the sale and redevelopment of City-owned property. 254 Resolution No. 2021-3992 Page 207 5.Plan, prioritize, assign, supervise and review the work of staff and consultants responsible for the preparation and administration of economic development programs and activities; and ensure staff provides high quality customer service. 6.Provide technical assistance and training to City staff in matters related to economic development programs and activities. 7.Oversee City agreements for professional consulting services relating to economic development programs and activities; monitor contract payments; ensure contracts are within budget requirements; ensure compliance with contract obligations. 8.Analyze operating and capital improvement project budgets for specified areas of responsibility. 9.Prepare the City Annual Operating Budget for areas of responsibility; develop estimates of funds needed for staffing and related expenses; recommend appropriate budget adjustments; and monitor expenditures. 12.Monitor legislative developments related to economic development. 13.Assist City departments in the preparation and maintenance of financial and economic development records. 14.Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate services and staffing levels. 15.Attend and participate in professional training and group meetings; stay abreast of new trends and innovations in the field of economic development; and represent City at regional and state meetings. 16.Coordinate activities with other City departments and public agencies, Chamber of Commerce, and economic development organizations. A typical way to obtain the knowledge and abilities would be: Experience Five years of increasingly responsible experience with public agency economic development programs, projects, and activities, including two years of supervisory or lead worker responsibility. Training Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public or business administration, urban planning, finance, economics or a related field. A Master’s degree is desirable. License or Certificate: Possession of or ability to obtain and maintain an appropriate, valid California driver's license. WORKING CONDITIONS Environmental Conditions: Office environment; occasional field environment; exposure to computer screens. Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time; light lifting, carrying, pushing and pulling; reaching; handling; use of fingers; talking; hearing; near acuity. 257 Resolution No. 2021-3992 Page 258 INFORMATION SYSTEMS TECHNICIAN I INFORMATION SYSTEMS TECHNICIAN II Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform installation, configuration, repair, and maintenance for a variety of personal computer equipment, peripherals and software; to assist in maintaining and administering the local area network; and to provide support, technical assistance and training to end users and perform related duties as required. These positions are not overtime exempt. The City has the discretion to make occasional adjustments of the work week, work day or hours for these positions to serve the interest of the City's operation and mission. DISTINGUISHING CHARACTERISTICS Information Systems Technician I: This is the entry level position in the Information System Technician series. It is distinguished from the Information Systems Technician II by the performance of more routine tasks and duties assigned to positions within the series including the provision of basic computer support services. Since this position is typically used as a training position, employees may have only limited related work experience. Advancement to the II level is based on demonstrated proficiency in performing the full range of assigned duties and is at the discretion of the City Manager. Information Systems Technician II: This is a full journey level position in the Information Systems Technician series performing a variety of hardware and software installation, repair and maintenance functions with only occasional instruction or assistance. Positions at this level are distinguished from the Information Systems Technician I level by the performance of the full range of duties as assigned, working independently, applying well developed information systems knowledge, and exercising judgment and intuitive. Work is normally reviewed only on completion and for overall results. This level is distinguished from the Information Systems Analyst Administrator by the complexity and diversity of the assignments and by the level of knowledge required to perform the assigned duties. The Analyst may also function as a lead work. This position is normally filled by the advancement from the Information Systems Technician I level, or when filled from the outside, requires prior experience. 258 Resolution No. 2021-3992 Page 398 RECREATION PROGRAM SPECIALIST Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION Performs a variety of duties related to the planning, implementation, and administration of youth, adult, and active adult recreation and community service programs and activities including but not limited to adult and youth sports programs, teen programs, day camps, special events, excursions, recreation classes, preschool, special interest groups, and active adult programs and senior nutrition program; to assign and oversee staff providing safe and well managed recreation and community service programs; to assist with the management of the City's recreation and Active Adult Center facilities; and to provide assistance with marketing and promotion of these and other programs. These positions are not overtime exempt. The City has the discretion to make adjustments of the work week, work day or hours for these positions to serve the interest of the City's operation and mission. SUPERVISION RECEIVED AND EXERCISED Receives direction from the department director, division manager, or assigned supervisor. Exercises lead worker supervision over hourly staff and volunteers, and administers contracts and monitors performance. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Provide responsible staff assistance and support to the assigned supervisor. 2.Plan, prioritize, assign, supervise and review the work of hourly staff responsible for leading recreation and community services programs. Provide staff training to part-time and seasonal staff and volunteers working in assigned program area(s). Assist in recruiting and scheduling volunteers for assigned programs and events. 3.Develop, plan, coordinate, and evaluate recreation and community services programs; assist with the development and management of instructor and performer contracts; schedule and coordinate usage of facilities; schedule program activities including classes, games, practices, and playoffs; prepare instruction manuals, activity schedules, and other informational documents; 259 Resolution No. 2021-3992 Page 399 purchase program supplies and equipment; assist with the preparation of analytical and statistical reports on operations and activities; maintain program records and files. . 4.Process park and facility reservations, program registrations, payments, insurance documents, deposits, and refunds; answer phones and assist customers. 5.Assist with oversight for maintenance and repair of facilities and equipment. 6.Assist with the preparation and administration of program budgets including grant applications; monitor expenditures; perform accounting for assigned program area(s), including preparation of grant expenditure reports. 7.Provide coordination of activities related to the Senior Nutrition Program (SNP), including managing and overseeing SNP staff and volunteers; food preparation; and service or delivery of food as required. 8.Prepare marketing materials for and publicize recreation and community services programs. 9. Unlock, lock, and secure facilities. 10.Supervise and monitor activity of participants during recreational activities; monitor use of City facilities by the public. Marginal Functions: 1.Attend and participate in professional group meetings; stay up-to-date on new trends and innovations in the field of recreation. 2.Serve as emergency response worker as necessary. 3.Perform related duties and responsibilities as required. Interpret and explain City policies and procedures. Communicate clearly and concisely, both orally and in writing. Develop, plan, coordinate, and schedule multiple recreational programs. Operate and use modern office equipment including computers, printers, and copiers. Enter data on a computer at a speed necessary for successful job performance. Recruit, motivate, and encourage volunteers. Respond tactfully, clearly, concisely and appropriately to inquiries from the public, press or other agencies on sensitive issues in area of responsibility. Establish and maintain effective working relationships with those contacted in the course of work including City officials and the general public. Maintain physical condition appropriate to the performance of assigned duties and responsibilities. Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience Equivalent to one-year full time paid work experience in recreation, active adult services, or other community services programming. 261 Resolution No. 2021-3992 Page 401 Training Equivalent to an Associate’s degree from an accredited college or university with major course work in recreation, physical education, leisure studies, sociology, communications, or a related field. The equivalent of two (2) years of full-time work experience in recreation or a related field may be substituted for the educational requirement. License or Certificate: Possession of or ability to obtain, an appropriate, valid California driver's license. Possession of or ability to obtain, an appropriate, valid CPR and basic first aid certificate. Possession of or ability to obtain a food safety certification may be required. WORKING CONDITIONS Environmental Conditions: Indoor and outdoor recreational facilities; kitchen environment; irregular work hours (evenings, weekends, and holidays); exposure to outside atmospheric conditions; may work in or around water and slippery surfaces; exposure to computer screens. Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting, standing or walking for prolonged periods of time; travel to various locations; medium lifting, carrying, pushing and pulling; balancing; reaching; handling; use of fingers; talking; hearing; near acuity. 262 Resolution No. 2021-3992 Page 433 SENIOR INFORMATION SYSTEMS ANALYSTADMINISTRATOR Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To perform a variety of complex duties in the design, development, testing, management and maintenance of the City's computerized information systems, including maintaining hardware and software configurations and implementing new information systems technology; assisting with Local Area Network (LAN) and City Home Page administration; and providing highly responsible and complex administrative support to the assigned department head. This position is overtime exempt. DISTINGUISHING CHARACTERISTICS Positions at this level are distinguished from the Information Systems Administrator level by having broader application and organizational knowledge to lead in the prioritizing of Citywide needs for new systems or enhancements to existing systems; having more specialized technical knowledge and the ability to provide more leadership and strategic direction; applying best practices and business principles while serving as project leader and chief technical representative to assigned projects; developing new projects; meeting with project stakeholders and creating written project plans. This position receives only occasional guidance regarding objectives or when unusual situations arise, supervises staff and administers service contracts. Work is normally reviewed on completion and for overall results. SUPERVISION RECEIVED AND EXERCISED Receives general direction from assigned department head. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1.Plan, organize, lead, supervise, and monitor programs and activities related to the management and maintenance of the City's information systems, database applications, optical imaging, accounting/finance applications, and office automation applications including but not limited to word processing, electronic 263 Resolution No. 2021-3992 Page 434 mail, spreadsheets, graphics, geographical information system (GIS) and telecommunication functions. 2.Provide responsible staff assistance and support to the assigned department head. 3.Instruct, assist, and train City staff in the procedures, methods and equipment used in information systems technology. 4.Maintain citywide hardware/software inventory; recommend and implement hardware/software upgrades, policies, and procedures for information systems functions. 5.Assist department representatives in researching solutions to hardware and software problems; interface with vendors and contractors concerning software and hardware needs, problems, requirements, applications, pricing and availability; oversee the purchase/installation of hardware and software; design or customize programs to accommodate the needs of other City departments; and investigate and evaluate system improvements and enhancements. 6.Prepare requests for proposals and/or obtain bids for hardware/software upgrades and professional services. 7.Monitor work activities and information systems security to ensure compliance with established policies and procedures. 8.May assist with administration of contract for video broadcast and production services and management of City government channel. 9.May assist with LAN and City Home Page administration. 10.Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures. 11.Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within City policies and departmental procedures, appropriate service and staffing levels. 12.May plan, direct, coordinate, and review the work plan for the assigned division; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. 264 Resolution No. 2021-3992 Page 435 13.Supervise, train, motivate and evaluate assigned personnel; provide or coordinate staff computer related training; work with employees to correct deficiencies; implement discipline and termination procedures. 14.Participate in the development of the City annual budget, including the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures for division and implement adjustments. 15.May serve as liaison for the assigned department with other City departments and outside agencies; assist in resolution of sensitive and controversial issues. 16.Prepare staff reports and correspondence and present reports at meetings with City officials, employees and others encountered in the course of work; prepare analytical and statistical reports on operations and activities. 17.Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information systems. Marginal Functions: 1.Serve as emergency response worker as necessary. 2.Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Operational characteristics of information service systems, including hardware and software. Principles and techniques of programming. Principles and techniques of computer repair and maintenance. Principles and practices of systems analysis, programming, and documentation. Principles and practices of contract administration. Purchasing procedures and practices. Modern office procedures, methods, and equipment. Principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration and financial management information systems. Methods and techniques of training and instruction. Principles of supervision, training and performance evaluation. Pertinent Federal, State, and local laws, codes and regulations. English usage, spelling, grammar, and punctuation. 265 Resolution No. 2021-3992 Page 436 Ability to: Select, supervise, train, and evaluate support staff. Manage, direct, and coordinate the work of support staff. Analyze programs, policies and operational needs. Instruct and train City staff in information systems operations. Analyze, design, program, and maintain information systems and peripherals. Analyze data and develop logical solutions to complex computer application and programming problems. Troubleshoot computer hardware and software problems. Make recommendations on selection of information systems and software application packages. Effectively manage contracts and evaluate the work of contractors. Develop and administer division goals, objectives and procedures. Prepare and present clear and concise administrative and technical reports to a variety of City staff and officials. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, develop and prepare ordinances, resolutions, contracts, and technical reports and associated summary data for presentation to City Council and others. Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, press or other agencies on sensitive issues in area of responsibility. Operate and use modern office equipment including computer, printers and copiers. Enter data on a computer at a speed necessary for successful job performance. Research, analyze, and evaluate new service delivery methods and techniques. Interpret and apply Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Maintain physical condition appropriate to performance of assigned duties and responsibilities. Maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities. Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. Coordinate medium to large complex technical documents, reports, and correspondence. Organize and prioritize workload. Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative. 266 Resolution No. 2021-3992 Page 437 Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience Four years of increasingly responsible experience in management of information systems, LAN management, and personal computer environments. Training Equivalent to a Bachelor's degree from an accredited college or university with major course work in information systems, computer science, or a closely related field. Two years of the education requirement may be substituted with five years of responsible information systems management work experience. License or Certificate: Possession of or ability to obtain and maintain an appropriate, valid California driver's license. WORKING CONDITIONS Environmental Conditions: Office environment; exposure to computer screens. Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting for prolonged periods of time; light to medium lifting, carrying, pushing and pulling; reaching; handling; use of fingers; talking; hearing; near acuity. 267 RESOLUTION NO. 2021-3993 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, REVISING THE SALARY PLAN FOR NON-COMPETITIVE SERVICE AND COMPETITIVE SERVICE EMPLOYEES AND RESCINDING RESOLUTION NO. 2020- 39672021-3993 WHEREAS, the City Council at its regular meeting on February 17July 7, 2021, considered and adopted an amended Salary Plan Resolution for Non-Competitive Service and Competitive Service positions to add the new positions of Purchasing Analyst Economic Development Manager and Recreation Program Specialist; change the job title of Senior Information Systems Analyst to Senior Information Systems Administrator; increase the salary ranges for Non-Competitive and Competitive Service employees by two percent (2%) effective with the first full pay period commencing on or after July 1, 2021; and increase the City Manager’s base salary by two percent (2%) effective with the first full pay period commencing on or after July 1, 2021; and. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The corresponding salaries for the ranges established in Section 1 of this resolution are attached hereto and incorporated herein as the “Salary Schedule” Table. The Bi-Weekly Salary for each range is calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twenty- six (26) pay periods. The Monthly Salary for each range is calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twelve (12) months. The Annual Salary for each range is calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours. The “Salary Schedule” Table, City Manager Annual Salary Schedule, and Classification and Salary Schedule attached to this resolution are for information purposes, only, since calculations are approximate due to rounding differences. 270 Resolution No. 2021-3993 Page 4 SECTION 3. The Salary Plan is based on ranges of two and one-half percent (2.5%) and step increases of two and one-half percent (2.5%) with a total of thirteen (13) steps, not including the City Manager Salary Schedule. SECTION 4. City shall continue to pay a deferred compensation contribution into a City approved deferred compensation program, for enrolled regular full-time and regular part-time employees, and the contribution amount shall be as follows: City Manager - Four percent (4.0%) of gross base salary, Department Head positions – two and one-half percent (2.5%) of gross base salary, and all other Management and Competitive Service regular full-time and regular part-time positions – Two percent (2.0%) of gross base salary. Gross base salary is defined as wages paid as described in the Salary Plan Schedule (reference Section 2, herein) and including longevity pay; and excluding bilingual pay, in-lieu insurance payment, uniform cleaning allowance, leave cash-out, overtime pay, car and cellular telephone allowances, and deferred compensation payment. A Retired Annuitant is not eligible for a deferred compensation contribution. SECTION 5. Bilingual pay compensation for Spanish language bilingual skills shall be paid to qualified regular full-time and part-time employees, consistent with the qualification requirements approved in a Memorandum of Understanding (MOU) between the City of Moorpark and the Service Employees International Union CTW, CLC, Local 721, and to qualified non-competitive service employees consistent with a City Council adopted management benefits resolution. Qualification for bilingual pay shall be determined by the City Manager at his or her sole discretion. The current rates per an approved MOU and management benefits resolution are: forty cents ($.40) per hour for verbal bilingual pay, for all hours actually worked, and including annual leave, vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week; and fifty cents ($.50) per hour for combined verbal/written bilingual pay, for all hours actually worked, and including annual leave, vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week. A Retired Annuitant is not eligible for bilingual pay compensation. SECTION 6. Longevity pay compensation shall be paid to qualified regular full- time employees hired prior to January 1, 2015, consistent with the qualification requirements approved in a Memorandum of Agreement between the City of Moorpark and the Service Employees International Union CTW, CLC, Local 721 as follows: 121 to 180 Months of service – one-percent (1%), 181 to 240 Months of service – one and one-half percent (1.5%), 241 to 300 Months of service – two percent (2.0%) 301 or more Months of service – two and one-half percent (2.5%); and Longevity pay compensation shall be paid to qualified Non-Competitive Service employees hired prior to January 1, 2015, consistent with the qualification requirements approved in a City Council adopted Management Benefits Resolution as follows: 271 Resolution No. 2021-3993 Page 5 Department Heads 61 to 120 Months of service – one percent (1.0%) 121 to 180 Months of service – one and one-half percent (1.5%) 181 to 240 Months of service – two percent (2.0%) 241 to 300 Months of service – two and one-half percent (2.5%) 301 or more Months of service – three percent (3.0%) Management Employees 121 to 180 Months of service – one percent (1.0%) 181 to 240 Months of service – one and one-half percent (1.5%) 241 to 300 Months of service – two percent (2.0%) 301 or more Months of service – two and one-half percent (2.5%). Retired Annuitant Not eligible for longevity pay compensation. SECTION 7. Implementation of salary adjustments for positions noted in Section 1, herein, shall be limited by the performance evaluation system established by the City Manager. Employees shall be evaluated prior to their anniversary date, and approved salary adjustments shall be effective as of the first day of the pay period in which the anniversary date or revised anniversary date occurs. A Retired Annuitant is not eligible for merit raise salary adjustments pursuant to a performance review system, based on the limited term of the Retired Annuitant appointment. SECTION 8. Resolution No. 2020-39672021-3993 shall be rescinded in its entirety, and this revised Salary Plan for Non-Competitive Service and Competitive Service Employees shall become effective with the pay period beginning February 27July 3, 2021. SECTION 9. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
